With the cutover of TDMA occuring in Q2 of 2023, capacity will no longer be a concern. It is vital for interop to share our radio channels with agencies that respond with Weld agencies. Options for the board: Approve: Improve interoperability and service to citizens and users. Decline: Continue to operate as we are today with no channel sharing. The consequences of this are limited interoperability and inefficiencies in processes. Recommendation to the board: PS Communications/Wireless recommend channel sharing with departments that we interop with. This can be done through controlled measures with fail safes put into place to protect the load on the FRCC system. We would require agencies that request our channels to sign an agreement and we can disconnect users remotely if they drag traffic to other locations. This WS is also to discuss the history of FRCC. BOARD CHAIR USE Results/Outcomes: W3 2024-1391 CM0029 - MEMORANDUM OF UNDERSTANDING - BETWEEN WELD COUNTY REGIONAL COMMUNICATIONS CENTER AND LOVELAND FIRE RESCUE AUTHORITY CONCERNING FRONT RANGE COMMUNICATIONS CONSORTIUM READIO CHANNEL SHARING AND USE This Memorandum of Understanding ("MOW) is made and entered into by and between the BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY on behalf of the Weld County Regional Communications Center "WCRCC", and LOVELAND FIRE RESCUE AUTHORITY "Agency," whose address is: 410 E. FIFTH ST., LOVELAND, CO 80537. WCRCC, and Agency may also be referred to herein individually as a "Party" and collectively as the "Parties." WHEREAS, WCRCC has an established P25 radio communication system to facilitate incident response and public safety communications; and WHEREAS, Agency possesses the capability to provide direct interoperability with Weld County's public safety agencies; and. WHEREAS, it is in the best interest of Weld County to authorize Agency use of the designated P25 talk groups to enhance interoperability for incident response. NOW, THEREFORE, the Parties set forth their understanding as follows: AGREEMENT 1) Authority. The Parties represent and warrant that this MOLI has been approved by their respective legislative body or other authority having the power to so approve. 2) Status. Agency shall be classified as a SUBSIDIARY AGENCY as that term is defined in the attached FRCC Policies and Procedures. Agency agrees to complywith all requirements of a SUBSIDIARY AGENCY as set forth in said Policies and Procedures. 3) Effective. This MOU shall become effective upon the execution of signatures by all parties. 4) Term. This MOU will remain in full force and effect unless and until the following occurs: a) The MOU is terminated by either Party upon thirty (30) days' written notice for any reason, with or without cause. b) The MOU shall remain valid fora period of five (5) years from the date of execution, unless terminated earlier as ner the terms here,r o Dm4L/ /(/ PAGt 1 - MEMORANDUM OF UNDERSTANDING - WELD COUNTY REGIONAL COMMUNICATIONS CHANNEL SHARING AND USE 5) Understanding. Weld County agrees to share specific P25 talk groups, as listed in Exhibit A, with Agency to facilitate Interoperability for incident response. a) TDMA AND P25 Inhibit Requirement: Weld County may require all radios used by Agency on Weld County talk groups to have TDMA (Time Division Multiple Access) and P25 inhibit features always enabled. b) Unauthorized Use and Radio Inhibition: The Parties agree that the shared Weld County talk groups must only be used for -authorized incident response and coordination. Improper or unauthorized use of these talk groups may result in the offender radio being inhibited or removed from the system at the discretion of Weld County. c) Radio Reassignment, Removal, Loss, or Tneft: in the even that a radio assigned to Agency is reassigned, removed, lost, or stolen, notification must be made to Weld County immediately to ensure proper action is taken. d) Authorization Letter: Weld County will provide an authorization letter to Agency upon execution of this MOU, confirming the talk groups are accessible and the terms of use. 6) Limitations. This MOO does not authorize any Party to program or authorize the sharing of channels to anyone not included in this agreement. 7) Cost. There Js no cost to either Party associated with this MOO. 8) Liability. Each of the Parties shall be solely responsible for the actions or omissions of its officers, employees, contractors, and volunteers, but shall not be responsible or legally liable for the negligent acts of the other party to this MOO or of its officers, employees, contractors, and volunteers. Nothing in this MOO shall be construed as a waiver of the notice requirements, defenses, immunities, and limitations a'ty signatory may have under the Colorado Governmental Immunity Act, C.R.S. § 24 -1O -1O1 through 120, as may be amended, or of any other defenses, immunities, or limitations of liability available to each of the Parties by law as a "public entity," as a "nonprofit organizat'on" under C.R.S. § 13-21-115 5 as maybe amended (the Volunteer Service Act), C R.S 5 13-21-115 7 as may be amended, C.R.S. 5 13- 21-116 as may be amended, or other potentially applicable federal ur state law. 9) Relationship of the Parties. The Parties enter into this MOO as separate and independent entit's's and shall maintain such status throcgho, the tnrm of this MOU Nothing contained herein shall be construed as a waiver or t-'odtfication of the rights afforded to any party ,ender Colorado law. To the extent this MOU constitutes a multiple fiscal year debt or financial obligation of the Parties, it shall be contingent upon and subject to annual appropriation pursuant to the Article X, Section 20 of the Colorado Constitution and applicable ordinances or charters of the Signatories. 11) Amendment. No amendment or other modification of this MOU shall be valid unless pursuant to a written instrument signed by the Parties. 12) Assignment. The benefits and burdens under this MOU may not be assigned by one of the Parties without the written consent of the other. 13) Parties to Exercise Good Faith. The Parties agree to devote their best efforts and to exercise good faith in implementing and adhering to the provisions of this MOU. 14) Third Parties. This MOU is intended to describe rights and responsibilities only as between the Parties. It is not intended to, and shall not be deemed to, confer rights to any persons or entities not named as Parties herein. 15) Entire Understanding of the Parties. This MOU contains the entire understanding between the Parties. 16) Notices. The primary objective of the FRCC is to develop and maintain partnerships that, by sharing radio system resources and sharing equal costs, create a robust and efficient public safety radio network. SECTION 2 — Overview / Scope and Authority The FRCC infrastructure is comprised of physical network and/or RF sites, fiber, microwave, backhaul switches, backhaul routers, and servers that provide radio coverage for public safety and public service users within local government, special districts, and medical service providers. This document has been established to provide the policies and procedures for proper system utilization, authorized subscriber radios, and necessary technical and operational procedures required to maintain system reliability, resiliency, and security. The deciding body for FRCC will be comprised of its' Primary Members, Weld County and Adcom911, with Weld County as the fiscal agent and/or representative. As the fiscal agent and/or representative, the Weld County Public Safety Wireless Systems Manager will act as the FRCC System Manager. All agencies participating in the FRCC radio system shall carry a designation of Primary Member, Associate Member, or Subsidiary Agency. The FRCC will operate under the policies and procedures set forth in this document. All Primary Members, Associate Members, Subsidiary Agencies, and their collective users will refer to this guide as the prescribed methods to achieve and maintain operational efficiency of the radio system. These policies and procedures may be amended, as necessary. Page I 1 FRCC POLICIES AND PROCEDURES SECTION 3 — Member Rights and Responsibilities: The rights and responsibilities of FRCC members willbe determined by their status as Primary Members, Subsidiary Agencies, and Associate Members. 3.1 Primary Members • • • • Will be the deciding body of the FRCC. Will perform PSAP and dispatch services. Will provide their own dispatch consoles. Will provide primary core and dynamic system resilience (DSR) core resources. Will provide 24/7/365 maintenance and support for all primary and DSR cores. Will provide their own backhaul solutions, and maintenance, to connect RF sites to both primary and DSR cores. Will perform all necessary Motorola Technical Notifications (MTN), if deemed necessary. Will have access to the FRCC radio system primary and DSR core. Will have access to the FRCC radio system RE sites. Will have access to all FRCC Interoperability talkgroups. 3.2 Associate Members • Fall under the hierarchy of a Primary Member. • Are non -voting members. • Are members that may perform PSAP and dispatch services. May or may not provide their own dispatch consoles. • May or may not provide RF resources to expand the FRCC footprint. • Shall have access to the functions of both FRCC radio system primary and DSR core. • Shall have access to the necessary FRCC radio system RF sites. • Shall have access to all FRCC Interoperability talkgroups. 3.3 Subsidiary Agencies • Fall under the hierarchy of either an Associate or Primary member. • Are non -voting members. • Are members that do not perform PSAP or dispatch services. • Do not have access to dispatch consoles. • Do not provide RF resources. May have access to the FRCC radio system primary and DSR core. May have access to the necessary FRCC radio system RF sites. May have access to all FRCC Interoperability talkgroups. Page 12 FRCC POLICIES AND PROCEDURES SECTION 4 — Maintenance 4.1 Subsidiary and Subscriber Maintenance 4.1.1 Subsidiary Agency Issue Reporting Associate Members should have a user issue reporting procedure in place, respectively. If an issue is reported to an Associate Member by a Subsidiary Member, and it is thought to be system level, Associate Members should contact their Primary Member agency. Primary Members should have a user issue reporting procedure in place as well. If an Associate Member reports an issue that is thought to be system level, the Primary Member will be responsible for troubleshooting and correcting any issues identified, if any. 4.1.2 Subscriber Units • Subsidiary Agency, Associate, and Primary Members are responsible for their own subscriber maintenance, programming, management, and costs. All subscriber reported issues should be handled using each Members' reporting and maintenance procedures. 4.2 System and Zone Level Maintenance Only authorized personnel will be granted permission and access to perform zone and system level maintenance. This includes hardware replacement, configuration changes, software/firmware updates to hardware components, and software applications. 4.2.1 Authorized Personnel Weld County and Adcom911 radio technicians will be the only authorized personnel to access all system, zone, and site level equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to access the radio network remotely. Weld County and Adcom911 radio technicians will be the only authorized personnel to authorize vendors or service shops that perform maintenance for Associate Member equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to grant access to zone and system level equipment and applications to vendors and service shops. Page 3 FRCC POLICIES AND PROCEDURES 4.2.2 Regular Maintenance Weld County and Adcom911 technicians shall be responsible for all routine core level maintenance. Weld County and Adcom911 technicians shall coordinate any work performed on the primary and/or DSR core. Weld County and Adcom911 technicians will perform quarterly rollovers, between the primary and DSR cores, and will rotate responsibilities accordingly. o Adcom911 will roll from the DSR to the primary core. o Weld County will roll from the primary to the DSR core. o The quarterly rollover schedule will be agreed upon between both Weld County and Adcom911 radio shop managers. Weld County and Adcom911 will apply all system and zone level patches, when available. Weld County and Adcom911 will apply an applicable MTN that is released, within a reasonable time. o A reasonable time will be determined by the severity of the MTN. ■ High/Safety: should be applied immediately once the software is provided from Motorola. Medium/Operational: should be applied with 2 weeks of receiving the software from Motorola. Low / Maintenance: should be applied at least 1 week prior to the next primary/DSR core rollover. Weld County and Adcom911 should regularly remove old, unused, or invalid subscribers, talkgroups, pages, and page groups from Provisioning Manager. 4.2.3 Emergency Maintenance Weld County and Adcom911 technicians shall be responsible for all emergency maintenance required for the primary and DSR cores. o The following failures should be considered emergency maintenance: • Zone Controllers • Zone Level VMS boxes • Zone Level Virtual Machines • System Level Virtual Machines • RNI-DMZ Firewall • ISGW/Telephone Firewall • ISGW VM's • Core Edge Routers • Core LAN Switches • Core Backhaul Switches Page 14 FRCC POLICIES AND PROCEDURES • Exit Routers • DAS Devices o Weld County will assume priority response for the DSR core and may request assistance from Adcom911 if needed. o Adcom911 will assume priority response for the Primary core and may request assistance from Weld County if needed. 4.3 Subscriber Requirements and Programming All subscriber units will adhere to the following requirements. Only approved subscribers will be authorized for use on the FRCC radio system. Only the FRCC System Manager may authorize new FRCC subscriber programming keys to vendors and non-FRCC radio shops. 4.3.1 Programming and Capabilities All radios must be P25 compliant. All radios must be programmed using an Advanced System Key (ASK or hard key). • All new subscribers should have P25 Phase 2 / TDMA capabilities. • All radios must be programmed for radio inhibit. • All radios on the FRCC system must have the NMAT 1-16 interoperability talkgroups. • Primary Members will ensure proper site access profiles are being utilized. Subsidiary Agency, Associate, Primary Members, and their vendors, shall only program authorized talkgroups with written consent from the talkgroup owner. 4.4 Subscribers on Provisioning Manager Any subscriber on the FRCC radio system has the potential to interoperate with another FRCC agency. Proper ownership and management of these subscribers is crucial to the operations of a dispatcher. In an effort to maintain proper ownership, management, and interop assistance to the dispatcher, the following items are required when entering a subscriber into Provisioning Manager: • Unique Agency Identifying Prefix (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Unique call sign, name, or identifying moniker (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Complete Serial Number • Radio ID (based on hierarchy to a Primary Member) • Security Group (based on hierarchy) • Site Access Profile (based on hierarchy, area of operation, and potential of interop) Page ) 5 FRCC POLICIES AND PROCEDURES SECTION 5 — System Improvements: The FRCC was established in an effort to maintain up-to-date equipment, technology, and security. This allows public safety entities to have access to reliable communications. Ensuring current equipment and technology is in place should be considered a high priority for the radio system. However, the FRCC radio system has many components. Because of this, proposals for new, modified, or upgraded equipment should be revied and discussed. This is to ensure compliance with system release version, capacity, licensing, impacts on the system, impacts on other members, coverage, security concerns, and any other items that may impact performance and up -time for the radio system. 5.1 System Upgrades Radio system release upgrades should be performed regularly to ensure the security of the system. The frequency of the upgrades shall be determined by the features and updates in the newest release or a contract with the vendor that allows upgrades to occur on a scheduled basis. The Primary Members shall determine, based on the vendor provided materials, if an upgrade is needed at that time. At no time shall the FRCC radio system become more than three (3) full system release versions behind. 5.2 RF Site Additions Any Associate or Primary Member may add RF sites to the FRCC radio system. However, if an Associate Member wishes to add an RF site, they must present the request to the FRCC deciding body. If a Primary Member wishes to add an RF site, they must discuss it with the other Primary Member. All RF site requests must include: Site Location Number of Channels Frequencies Backhaul Solution(s) Cost Timeline Impact on Current System Resources 5.3 Modifying Resources at an Existing RF Site Any modifications to how an existing RF site functions must be presented to the Associate and Primary Members of the FRCC radio system. This is to ensure there will be no negative impact to all users. The Primary Members must authorize any changes that affect how an RF site functions. 5.4 Dispatch Consoles Any Associate Member or Primary Member may add consoles at their discretion. An agency adding consoles should notify all Associate and Primary members, as a courtesy. Any member adding additional consoles will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Page j 6 FRCC POLICIES AND PROCEDURES SECTION 6 — New FRCC Associate Members and Subsidiary Agencies: An agency that wishes to participate in, and have access to, the FRCC radio system must fall under the hierarchy of a Primary Member. The FRCC deciding body will determine if an agency applying to bean Associate Member will be accepted or denied. The deciding body should consider impact to system resources, channel availability, interference, and any other consideration that would negatively impact the existing infrastructure, footprint, and reliability of the system. 6.1 New Associate Members Must apply under the hierarchy of a Primary Member Will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Must present the following to the Primary Members: o Number of RF Sites, if applicable o RF Site Location(s), if applicable o Number of Console Sites, if applicable o Console Site Location(s), if applicable o Number of consoles, if applicable o Number of Subsidiary Agencies o Total Number of Subscriber Units 6.2 New Subsidiary Agencies Any public safety agency may request to participate in, and have access to, the FRCC radio system. All Subsidiary Agencies must fall within the hierarchy of an Associate or Primary Member. 6.2.1 Adding a New Subsidiary Agency —Associate Members Must request the addition of a new Subsidiary Agency to the deciding body. Will be solely responsible for the backhaul, equipment, license, installation, and any other associated cost to adding a new Subsidiary Agency. Must include the number of additional subscriber units. 6.2.2 Adding a New Subsidiary Agency — Primary Members Will be solely responsible for the backhaul, equipment, license, installation, and any other associated cost to add a new Subsidiary Agency. Must include the number of additional subscriber units. Page 17 FRCC POLICIES AND PROCEDURES SECTION 7 —System Security: The FRCC radio system should be considered as critical infrastructure. Physical and network security will be of high importance to ensure the continuous operation of critical communications for public safety personnel. Any personnel, or vendor, that will have access to the FRCC radio system must pass a criminal history background check. This is including, but not limited to, access to radio system routers, switches, servers, firewalls, RF sites, RF site equipment, dispatch consoles, and the ability to program and provision subscriber units. 7.1 Radio System Network Devices Hardening measures should be put into place, when available. Devices will be patched with the newest release of vendor vetted security updates. Devices will operate on the most recent, and vendor vetted, operating system. • Devices will require a username and password unique to the technician. • Devices will not have internet connectivity at any time. • Network Management Clients, dispatch consoles, and IP logging equipment will be rebooted monthly, at minimum. This Memorandum of Understanding ("MOU") is made and entered into by and between the BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY on behalf of the Weld County Regional Communications Center (WCRCC). and THOMPSON VALLEY EMS "Agency," whose address is: 4480 CLYDESDALE PKWY., LOVELAND, CO 80538. WCRCC, and Agency may also be referred to herein individually as a "Party" and collectively as the "Parties." WHEREAS, WCRCC has an established P25 radio communication system to facilitate incident response and public safety communications; and WHEREAS, Agency possesses the capability to provide direct interoperability with Weld County's public safety agencies; and. The primary objective of the FRCC is to develop and maintain partnerships that, by sharing radio system resources and sharing equal costs, create a robust and efficient public safety radio network. SECTION 2 — Overview / Scope and Authority The FRCC infrastructure is comprised of physical network and/or RF sites, fiber, microwave, backhaul switches, backhaul routers, and servers that provide radio coverage for public safety and public service users within local government, special districts, and medical service providers. This document has been established to provide the policies and procedures for proper system utilization, authorized subscriber radios, and necessary technical and operational procedures required to maintain system reliability, resiliency, and security. The deciding body for FRCC will be comprised of its' Primary Members, Weld County and Adcom911, with Weld County as the fiscal agent and/or representative. As the fiscal agent and/or representative, the Weld County Public Safety Wireless Systems Manager will act as the FRCC System Manager. All agencies participating in the FRCC radio system shall carry a designation of Primary Member, Associate Member, or Subsidiary Agency. The FRCC will operate under the policies and procedures set forth in this document. All Primary Members, Associate Members, Subsidiary Agencies, and their collective users will refer to this guide as the prescribed methods to achieve and maintain operational efficiency of the radio system. These policies and procedures may be amended, as necessary. Page I 1 FRCC POLICIES AND PROCEDURES SECTION 3 — Member Rights and Responsibilities: The rights and responsibilities of FRCC members will be determined by their status as Primary Members, Subsidiary Agencies, and Associate Members. 3.1 Primary Members Will be the deciding body of the FRCC. • Will perform PSAP and dispatch services. • Will provide their own dispatch consoles. • Will provide primary core and dynamic system resilience (DSR) core resources. Will provide 24/7/365 maintenance and support for all primary and DSR cores. Will provide their own backhaul solutions, and maintenance, to connect RF sites to both primary and DSR cores. Will perform all necessary Motorola Technical Notifications (MTN), if deemed necessary. Will have access to the FRCC radio system primary and DSR core. Will have access to the FRCC radio system RF sites. Will have access to all FRCC Interoperability talkgroups. 3.2 Associate Members Fall under the hierarchy of a Primary Member. • Are non -voting members. • Are members that may perform PSAP and dispatch services. • May or may not provide their own dispatch consoles. May or may not provide RF resources to expand the FRCC footprint. Shall have access to the functions of both FRCC radio system primary and DSR core. • Shall have access to the necessary FRCC radio system RF sites. • Shall have access to all FRCC Interoperability talkgroups. 3.3 Subsidiary Agencies Fall under the hierarchy of either an Associate or Primary member. • Are non -voting members. • Are members that do not perform PSAP or dispatch services. • Do not have access to dispatch consoles. • Do not provide RF resources. Page 2 FRCC POLICIES AND PROCEDURES SECTION 4 — Maintenance 4.1 Subsidiary and Subscriber Maintenance 4.1.1 Subsidiary Agency Issue Reporting Associate Members should have a user issue reporting procedure in place, respectively. If an issue is reported to an Associate Member by a Subsidiary Member, and it is thought to be system level, Associate Members should contact their Primary Member agency. Primary Members should have a user issue reporting procedure in place as well. If an Associate Member reports an issue that is thought to be system level, the Primary Member will be responsible for troubleshooting and correcting any issues identified, if any. 4.1.2 Subscriber Units Subsidiary Agency, Associate, and Primary Members are responsible for their own subscriber maintenance, programming, management, and costs. All subscriber reported issues should be handled using each Members' reporting and maintenance procedures. 4.2 System and Zone Level Maintenance Only authorized personnel will be granted permission and access to perform zone and system level maintenance. This includes hardware replacement, configuration changes, software/firmware updates to hardware components, and software applications. 4.2.1 Authorized Personnel Weld County and Adcom911 radio technicians will be the only authorized personnel to access all system, zone, and site level equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to access the radio network remotely. Weld County and Adcom911 radio technicians will be the only authorized personnel to authorize vendors or service shops that perform maintenance for Associate Member equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to grant access to zone and system level equipment and applications to vendors and service shops. Page i 3 FRCC POLICIES AND PROCEDURES 4.2.2 Regular Maintenance Weld County and Adcom911 technicians shall be responsible for all routine core level maintenance. Weld County and Adcom911 technicians shall coordinate any work performed on the primary and/or DSR core. Weld County and Adcom911 technicians will perform quarterly rollovers, between the primary and DSR cores, and will rotate responsibilities accordingly. o Adcom911 will roll from the DSR to the primary core. o Weld County will roll from the primary to the DSR core. o The quarterly rollover schedule will be agreed upon between both Weld County and Adcom911 radio shop managers. Weld County and Adcom911 will apply all system and zone level patches, when available. Weld County and Adcom911 will apply an applicable MTN that is released, within a reasonable time. o A reasonable time will be determined by the severity of the MTN. ■ High/Safety: should be applied immediately once the software is provided from Motorola. Medium/Operational: should be applied with 2 weeks of receiving the software from Motorola. Low / Maintenance: should be applied at least 1 week prior to the next primary/DSR core rollover. Weld County and Adcom911 should regularly remove old, unused, or invalid subscribers, talkgroups, pages, and page groups from Provisioning Manager. 4.2.3 Emergency Maintenance Weld County and Adcom911 technicians shall be responsible for all emergency maintenance required for the primary and DSR cores. Only approved subscribers will be authorized for use on the FRCC radio system. Only the FRCC System Manager may authorize new FRCC subscriber programming keys to vendors and non-FRCC radio shops. 4.3.1 Programming and Capabilities All radios must be P25 compliant. All radios must be programmed using an Advanced System Key (ASK or hard key). • All new subscribers should have P25 Phase 2 / TDMA capabilities. • All radios must be programmed for radio inhibit. • All radios on the FRCC system must have the NMAT 1-16 interoperability talkgroups. • Primary Members will ensure proper site access profiles are being utilized. Subsidiary Agency, Associate, Primary Members, and their vendors, shall only program authorized talkgroups with written consent from the talkgroup owner. 4.4 Subscribers on Provisioning Manager Any subscriber on the FRCC radio system has the potential to interoperate with another FRCC agency. Proper ownership and management of these subscribers is crucial to the operations of a dispatcher. In an effort to maintain proper ownership, management, and interop assistance to the dispatcher, the following items are required when entering a subscriber into Provisioning Manager: • Unique Agency Identifying Prefix (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Unique call sign, name, or identifying moniker (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Complete Serial Number • Radio ID (based on hierarchy to a Primary Member) • Security Group (based on hierarchy) • Site Access Profile (based on hierarchy, area of operation, and potential of interop) Page 15 FRCC POLICIES AND PROCEDURES SECTION 5 - System Improvements: The FRCC was established in an effort to maintain up-to-date equipment, technology, and security. This allows public safety entities to have access to reliable communications. Ensuring current equipment and technology is in place should be considered a high priority for the radio system. However, the FRCC radio system has many components. Because of this, proposals for new, modified, or upgraded equipment should be revied and discussed. This is to ensure compliance with system release version, capacity, licensing, impacts on the system, impacts on other members, coverage, security concerns, and any other items that may impact performance and up -time for the radio system. 5.1 System Upgrades Radio system release upgrades should be performed regularly to ensure the security of the system. The frequency of the upgrades shall be determined by the features and updates in the newest release or a contract with the vendor that allows upgrades to occur on a scheduled basis. The Primary Members shall determine, based on the vendor provided materials, if an upgrade is needed at that time. At no time shall the FRCC radio system become more than three (3) full system release versions behind. 5.2 RF Site Additions Any Associate or Primary Member may add RF sites to the FRCC radio system. However, if an Associate Member wishes to add an RF site, they must present the request to the FRCC deciding body. If a Primary Member wishes to add an RF site, they must discuss it with the other Primary Member. All RF site requests must include: Site Location Number of Channels Frequencies Backhaul Solution(s) Cost Timeline Impact on Current System Resources 5.3 Modifying Resources at an Existing RF Site Any modifications to how an existing RF site functions must be presented to the Associate and Primary Members of the FRCC radio system. This is to ensure there will be no negative impact to all users. The Primary Members must authorize any changes that affect how an RF site functions. 5.4 Dispatch Consoles Any Associate Member or Primary Member may add consoles at their discretion. An agency adding consoles should notify all Associate and Primary members, as a courtesy. Any member adding additional consoles will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Page j 6 FRCC POLICIES AND PROCEDURES SECTION 6 — New FRCC Associate Members and Subsidiary Agencies: An agency that wishes to participate in, and have access to, the FRCC radio system must fall under the hierarchy of a Primary Member. The FRCC deciding body will determine if an agency applying to bean Associate Member will be accepted or denied. The deciding body should consider impact to system resources, channel availability, interference, and any other consideration that would negatively impact the existing infrastructure, footprint, and reliability of the system. 6.1 New Associate Members Must apply under the hierarchy of a Primary Member Will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Must present the following to the Primary Members: o Number of RF Sites, if applicable o RF Site Location(s), if applicable o Number of Console Sites, if applicable o Console Site Location(s), if applicable o Number of consoles, if applicable o Number of Subsidiary Agencies o Total Number of Subscriber Units 6.2 New Subsidiary Agencies Any public safety agency may request to participate in, and have access to, the FRCC radio system. All Subsidiary Agencies must fall within the hierarchy of an Associate or Primary Member. 6.2.1 Adding a New Subsidiary Agency — Associate Members Must request the addition of a new Subsidiary Agency to the deciding body. Will be solely responsible for the backhaul, equipment, license, installation, and any other associated cost to adding a new Subsidiary Agency. Physical and network security will be of high importance to ensure the continuous operation of critical communications for public safety personnel. Any personnel, or vendor, that will have access to the FRCC radio system must pass a criminal history background check. This is including, but not limited to, access to radio system routers, switches, servers, firewalls, RF sites, RF site equipment, dispatch consoles, and the ability to program and provision subscriber units. 7.1 Radio System Network Devices Hardening measures should be put into place, when available. • Devices will be patched with the newest release of vendor vetted security updates. • Devices will operate on the most recent, and vendor vetted, operating system. • Devices will require a username and password unique to the technician. Devices will not have internet connectivity at any time. Network Management Clients, dispatch consoles, and IP logging equipment will be rebooted monthly, at minimum. This Memorandum of Understanding ("MOU") is made and entered into by and between the BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY on behalf of the Weld County Regional Communications Center (WCRCC), and PLATTE VALLEY AMBULANCE SERVICE "Agency," whose address is: 1750 E. EGBERT ST, BRIGHTON. CO 80601. WCRCC, and Agency may also be referred to herein individually as a "Party" and collectively as the "Parties." WHEREAS, WCRCC has an established P25 radio communication system to facilitate incident response and public safety communications; and WHEREAS, Agency possesses the capability to provide direct interoperability with Weld County's public safety agencies; and. WHEREAS. it is in the best interest of Weld County to authorize Agency use of the designated P25 talk groups to enhance interoperability for incident response. NOW. THEREFORE, the Parties set forth their understanding as follows: 1. Authority. The Parties represent and warrant that this MOU has been approved by their respective legislative body or other authority having the power to so approve. 2.Status. Agency shall be classified as a SUBSIDIARY AGENCY as that terms is defined in the attached FRCC Policies and Procedures. Agency agrees to comply with all requirements of a SUBSIDIARY AGENCY as set forth in said Policies and Procedures. 3. Effective Date. This MOU shall become effective on March I ", 2024. 4. Term. This MOU will remain in full force and effect unless and until the following occurs: a. The MOU is terminated by either Party upon thirty (30) days' written notice for any reason, with or without cause. b. Radio Reassignment, Removal, Loss. or Theft: In the even that a radio assigned to Agency is reassigned, removed, lost, or stolen, notification must be made to Weld County immediately to ensure proper action is taken. d. Authorization Letter: \Veld County will provide an authorization letter to Agency upon execution of this MOU, confirming the talk groups are accessible and the terms of use. 6. Limitations. This MOU does not authorize any Party to program or authorize the sharing ofchannels to anyone not included in this agreement. 7. Cost. There is no cost to either Party associated with this MOU. S. Liability. Each of the Parties shall be solely responsible for the actions or omissions of its officers, employees, contractors. and volunteers, but shall not be responsible or legally liable for the negligent acts of the other party to this MOU or of its officers, employees, contractors, and volunteers. Nothing in this MOU shall be construed as a waiver of the notice requirements, defenses, immunities, and limitations any signatory may have under the Colorado Governmental Immunity Act, C.R.S. § 24-10-101 through 120, as may be amended, or of any other defenses, immunities, or limitations of liability available to each of the Parties by law as a "public entity," as a "nonprofit organization" under C.R.S. § 13-21-115.5 as may be amended (the Volunteer Service Act). The primary objective of the FRCC is to develop and maintain partnerships that, by sharing radio system resources and sharing equal costs, create a robust and efficient public safety radio network. SECTION 2 — Overview / Scope and Authority The FRCC infrastructure is comprised of physical network and/or RF sites, fiber, microwave, backhaul switches, backhaul routers, and servers that provide radio coverage for public safety and public service users within local government, special districts, and medical service providers. This document has been established to provide the policies and procedures for proper system utilization, authorized subscriber radios, and necessary technical and operational procedures required to maintain system reliability, resiliency, and security. The deciding body for FRCC will be comprised of its' Primary Members, Weld County and Adcom911, with Weld County as the fiscal agent and/or representative. As the fiscal agent and/or representative, the Weld County Public Safety Wireless Systems Manager will act as the FRCC System Manager. All agencies participating in the FRCC radio system shall carry a designation of Primary Member, Associate Member, or Subsidiary Agency. The FRCC will operate under the policies and procedures set forth in this document. All Primary Members, Associate Members, Subsidiary Agencies, and their collective users will refer to this guide as the prescribed methods to achieve and maintain operational efficiency of the radio system. These policies and procedures may be amended, as necessary. Page I 1 FRCC POLICIES AND PROCEDURES SECTION 3 — Member Rights and Responsibilities: The rights and responsibilities of FRCC members will be determined by their status as Primary Members, Subsidiary Agencies, and Associate Members. 3.1 Primary Members Will be the deciding body of the FRCC. • Will perform PSAP and dispatch services. • Will provide their own dispatch consoles. • Will provide primary core and dynamic system resilience (DSR) core resources. • Will provide 24/7/365 maintenance and support for all primary and DSR cores. Will provide their own backhaul solutions, and maintenance, to connect RF sites to both primary and DSR cores. • Will perform all necessary Motorola Technical Notifications (MTN), if deemed necessary. • Will have access to the FRCC radio system primary and DSR core. • Will have access to the FRCC radio system RF sites. Will have access to all FRCC Interoperability talkgroups. 3.2 Associate Members Fall under the hierarchy of a Primary Member. Are non -voting members. • Are members that may perform PSAP and dispatch services. • May or may not provide their own dispatch consoles. • Mayor may not provide RF resources to expand the FRCC footprint. Shall have access to the functions of both FRCC radio system primary and DSR core. Shall have access to the necessary FRCC radio system RE sites. Shall have access to all FRCC Interoperability talkgroups. 3.3 Subsidiary Agencies Fall under the hierarchy of either an Associate or Primary member. • Are non -voting members. • Are members that do not perform PSAP or dispatch services. • Do not have access to dispatch consoles. • Do not provide RF resources. • May have access to the FRCC radio system primary and DSR core. May have access to the necessary FRCC radio system RF sites. May have access to all FRCC Interoperability talkgroups. Page j 2 FRCC POLICIES AND PROCEDURES SECTION 4— Maintenance 4.1 Subsidiary and Subscriber Maintenance 4.1.1 Subsidiary Agency Issue Reporting Associate Members should have a user issue reporting procedure in place, respectively. If an issue is reported to an Associate Member by a Subsidiary Member, and it is thought to be system level, Associate Members should contact their Primary Member agency. Primary Members should have a user issue reporting procedure in place as well. If an Associate Member reports an issue that is thought to be system level, the Primary Member will be responsible for troubleshooting and correcting any issues identified, if any. 4.1.2 Subscriber Units Subsidiary Agency, Associate, and Primary Members are responsible for their own subscriber maintenance, programming, management, and costs. All subscriber reported issues should be handled using each Members' reporting and maintenance procedures. 4.2 System and Zone Level Maintenance Only authorized personnel will be granted permission and access to perform zone and system level maintenance. This includes hardware replacement, configuration changes, software/firmware updates to hardware components, and software applications. 4.2.1 Authorized Personnel Weld County and Adcom911 radio technicians will be the only authorized personnel to access all system, zone, and site level equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to access the radio network remotely. Weld County and Adcom911 radio technicians will be the only authorized personnel to authorize vendors or service shops that perform maintenance for Associate Member equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to grant access to zone and system level equipment and applications to vendors and service shops. Page 13 FRCC POLICIES AND PROCEDURES 4.2.2 Regular Maintenance Weld County and Adcom911 technicians shall be responsible for all routine core level maintenance. Weld County and Adcom911 technicians shall coordinate any work performed on the primary and/or DSR core. Weld County and Adcom911 technicians will perform quarterly rollovers, between the primary and DSR cores, and will rotate responsibilities accordingly. o Adcom911 will roll from the DSR to the primary core. o Weld County will roll from the primary to the DSR core. o The quarterly rollover schedule will be agreed upon between both Weld County and Adcom911 radio shop managers. Weld County and Adcom911 will apply all system and zone level patches, when available. Weld County and Adcom911 will apply an applicable MTN that is released, within a reasonable time. o A reasonable time will be determined by the severity of the MTN. • High/Safety: should be applied immediately once the software is provided from Motorola. Medium/Operational: should be applied with 2 weeks of receiving the software from Motorola. Low / Maintenance: should be applied at least 1 week prior to the next primary/DSR core rollover. Weld County and Adcom911 should regularly remove old, unused, or invalid subscribers, talkgroups, pages, and page groups from Provisioning Manager. 4.2.3 Emergency Maintenance Weld County and Adcom911 technicians shall be responsible for all emergency maintenance required for the primary and DSR cores. The following failures should be considered emergency maintenance: • Zone Controllers • Zone Level VMS boxes • Zone Level Virtual Machines • System Level Virtual Machines • RNI-DMZ Firewall • ISGW/Telephone Firewall • ISGW VM's • Core Edge Routers • Core LAN Switches • Core Backhaul Switches Page 14 FRCC POLICIES AND PROCEDURES • Exit Routers • DAS Devices Weld County will assume priority response for the DSR core and may request assistance from Adcom911 if needed. o Adcom911 will assume priority response for the Primary core and may request assistance from Weld County if needed. 4.3 Subscriber Requirements and Programming All subscriber units will adhere to the following requirements. Only approved subscribers will be authorized for use on the FRCC radio system. Only the FRCC System Manager may authorize new FRCC subscriber programming keys to vendors and non-FRCC radio shops. 4.3.1 Programming and Capabilities • All radios must be P25 compliant. • All radios must be programmed using an Advanced System Key (ASK or hard key). • All new subscribers should have P25 Phase 2 / TDMA capabilities. All radios must be programmed for radio inhibit. • All radios on the FRCC system must have the NMAT 1-16 interoperability talkgroups. • Primary Members will ensure proper site access profiles are being utilized. • Subsidiary Agency, Associate, Primary Members, and their vendors, shall only program authorized talkgroups with written consent from the talkgroup owner. 4.4 Subscribers on Provisioning Manager Any subscriber on the FRCC radio system has the potential to interoperate with another FRCC agency. Proper ownership and management of these subscribers is crucial to the operations of a dispatcher. In an effort to maintain proper ownership, management, and interop assistance to the dispatcher, the following items are required when entering a subscriber into Provisioning Manager: • Unique Agency Identifying Prefix (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Unique call sign, name, or identifying moniker (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Complete Serial Number • Radio ID (based on hierarchy to a Primary Member) • Security Group (based on hierarchy) • Site Access Profile (based on hierarchy, area of operation, and potential of interop) Page ( 5 FRCC POLICIES AND PROCEDURES SECTION 5 — System Improvements: The FRCC was established in an effort to maintain up-to-date equipment, technology, and security. This allows public safety entities to have access to reliable communications. Ensuring current equipment and technology is in place should be considered a high priority for the radio system. However, the FRCC radio system has many components. Because of this, proposals for new, modified, or upgraded equipment should be revied and discussed. This is to ensure compliance with system release version, capacity, licensing, impacts on the system, impacts on other members, coverage, security concerns, and any other items that may impact performance and up -time for the radio system. 5.1 System Upgrades Radio system release upgrades should be performed regularly to ensure the security of the system. The frequency of the upgrades shall be determined by the features and updates in the newest release or a contract with the vendor that allows upgrades to occur on a scheduled basis. The Primary Members shall determine, based on the vendor provided materials, if an upgrade is needed at that time. At no time shall the FRCC radio system become more than three (3) full system release versions behind. 5.2 RF Site Additions Any Associate or Primary Member may add RF sites to the FRCC radio system. However, if an Associate Member wishes to add an RF site, they must present the request to the FRCC deciding body. If a Primary Member wishes to add an RF site, they must discuss it with the other Primary Member. All RF site requests must include: - Site Location - Number of Channels - Frequencies - Backhaul Solution(s) - Cost - Timeline - Impact on Current System Resources 5.3 Modifying Resources at an Existing RF Site Any modifications to how an existing RF site functions must be presented to the Associate and Primary Members of the FRCC radio system. This is to ensure there will be no negative impact to all users. The Primary Members must authorize any changes that affect how an RF site functions. 5.4 Dispatch Consoles Any Associate Member or Primary Member may add consoles at their discretion. An agency adding consoles should notify all Associate and Primary members, as a courtesy. Any member adding additional consoles will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Page 16 FRCC POLICIES AND PROCEDURES SECTION 6 — New FRCC Associate Members and Subsidiary Agencies: An agency that wishes to participate in, and have access to, the FRCC radio system must fall under the hierarchy of a Primary Member. The FRCC deciding body will determine if an agency applying to bean Associate Member will be accepted or denied. The deciding body should consider impact to system resources, channel availability, interference, and any other consideration that would negatively impact the existing infrastructure, footprint, and reliability of the system. 6.1 New Associate Members Must apply under the hierarchy of a Primary Member Will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Must present the following to the,Primary Members: o Number of RF Sites, if applicable o RF Site Location(s), if applicable o Number of Console Sites, if applicable o Console Site Location(s), if applicable o Number of consoles, if applicable o Number of Subsidiary Agencies o Total Number of Subscriber Units 6.2 New Subsidiary Agencies Any public safety agency may request to participate in, and have access to, the FRCC radio system. All Subsidiary Agencies must fall within the hierarchy of an Associate or Primary Member. 6.2.1 Adding a New Subsidiary Agency —Associate Members Must request the addition of a new Subsidiary Agency to the deciding body. Will be solely responsible for the backhaul, equipment, license, installation, and any other associated cost to adding a new Subsidiary Agency. Must include the number of additional subscriber units. 6.2.2 Adding a New Subsidiary Agency — Primary Members Will be solely responsible for the backhaul, equipment, license, installation, and any other associated cost to add a new Subsidiary Agency. Must include the number of additional subscriber units. Page 17 FRCC POLICIES AND PROCEDURES SECTION 7 -System Security: The FRCC radio system should be considered as critical -infrastructure. Physical and network security will be of high importance to ensure the continuous operation of critical communications for public safety personnel. Any personnel, or vendor, that will have access to the FRCC radio system must pass a criminal history background check. This is including, but not limited to, access to radio system routers, switches, servers, firewalls, RF sites, RF site equipment, dispatch consoles, and the ability to program and provision subscriber units. 7.1 Radio System Network Devices Hardening measures should be put into place, when available. Devices will be patched with the newest release of vendor vetted security updates. • Devices will operate on the most recent, and vendor vetted, operating system. • Devices will require a username and password unique to the technician. • Devices will not have internet connectivity at any time. • Network Management Clients, dispatch consoles, and IP logging equipment will be rebooted monthly, at minimum. USB devices should be scanned prior to placement on the radio system network device. 7.2 Vendor Access • Must be vetted by a Primary Member • Should be escorted by an FRCC radio technician. • Will only be granted access at the approval of the Weld County or Adcom911 radio manager. SECTION 2 — Overview / Scope and Authority The FRCC infrastructure is comprised of physical network and/or RF sites, fiber, microwave, backhaul switches, backhaul routers, and servers that provide radio coverage for public safety and public service users within local government, special districts, and medical service providers. This document has been established to provide the policies and procedures for proper system utilization, authorized subscriber radios, and necessary technical and operational procedures required to maintain system reliability, resiliency, and security. The deciding body for FRCC will be comprised of its' Primary Members, Weld County and Adcom911, with Weld County as the fiscal agent and/or representative. As the fiscal agent and/or representative, the Weld County Public Safety Wireless Systems Manager will act as the FRCC System Manager. All agencies participating in the FRCC radio system shall carry a designation of Primary Member, Associate Member, or Subsidiary Agency. The FRCC will operate under the policies and procedures set forth in this document. All Primary Members, Associate Members, Subsidiary Agencies, and their collective users will refer to this guide as the prescribed methods to achieve and maintain operational efficiency of the radio system. These policies and procedures may be amended, as necessary. Page { 1 FRCC POLICIES AND PROCEDURES SECTION 3 — Member Rights and Responsibilities: The rights and responsibilities of FRCC members will be determined by their status as Primary Members, Subsidiary Agencies, and Associate Members. 3.1 Primary Members Will be the deciding body of the FRCC. • Will perform PSAP and dispatch services. • Will provide their own dispatch consoles. • Will provide primary core and dynamic system resilience (DSR) core resources. Will provide 24/7/365 maintenance and support for all primary and DSR cores. Page 12 FRCC POLICIES AND PROCEDURES SECTION 4— Maintenance 4.1 Subsidiary and Subscriber Maintenance 4.1.1 Subsidiary Agency Issue Reporting Associate Members should have a user issue reporting procedure in place, respectively. If an issue is reported to an Associate Member by a Subsidiary Member, and it is thought to be system level, Associate Members should contact their Primary Member agency. Primary Members should have a user issue reporting procedure in place as well. If an Associate Member reports an issue that is thought to be system level, the Primary Member will be responsible for troubleshooting and correcting any issues identified, if any. 4.1.2 Subscriber Units Subsidiary Agency, Associate, and Primary Members are responsible for their own subscriber maintenance, programming, management, and costs. All subscriber reported issues should be handled using each Members' reporting and maintenance procedures. 4.2 System and Zone Level Maintenance Only authorized personnel will be granted permission and access to perform zone and system level maintenance. This includes hardware replacement, configuration changes, software/firmware updates to hardware components, and software applications. 4.2.1 Authorized Personnel Weld County and Adcom911 radio technicians will be the only authorized personnel to access all system, zone, and site level equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to access the radio network remotely. Weld County and Adcom911 radio technicians will be the only authorized personnel to authorize vendors or service shops that perform maintenance for Associate Member equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to grant access to zone and system level equipment and applications to vendors and service shops. Page 13 FRCC POLICIES AND PROCEDURES 4.2.2 Regular Maintenance Weld County and Adcom911 technicians shall be responsible for all routine core level maintenance. Weld County and Adcom911 technicians shall coordinate any work performed on the primary and/or DSR core. Weld County and Adcom911 technicians will perform quarterly rollovers, between the primary and DSR cores, and will rotate responsibilities accordingly. o Adcom911 will roll from the DSR to the primary core. o Weld County will roll from the primary to the DSR core. o The quarterly rollover schedule will be agreed upon between both Weld County and Adcom911 radio shop managers. Weld County and Adcom911 will apply all system and zone level patches, when available. Weld County and Adcom911 will apply an applicable MTN that is released, within a reasonable time. A reasonable time will be determined by the severity of the MTN. ■ High/Safety: should be applied immediately once the software is provided from Motorola. Medium/Operational: should be applied with 2 weeks of receiving the software from Motorola. Low / Maintenance: should be applied at least 1 week prior to the next primary/DSR core rollover. Only approved subscribers will be authorized for use on the FRCC radio system. Only the FRCC System Manager may authorize new FRCC subscriber programming keys to vendors and non-FRCC radio shops. 4.3.1 Programming and Capabilities • All radios must be P25 compliant. • All radios must be programmed using an Advanced System Key (ASK or hard key). • All new subscribers should have P25 Phase 2 / TDMA capabilities. All radios must be programmed for radio inhibit. • All radios on the FRCC system must have the NMAT 1-16 interoperability talkgroups. • Primary Members will ensure proper site access profiles are being utilized. • Subsidiary Agency, Associate, Primary Members, and their vendors, shall only program authorized talkgroups with written consent from the talkgroup owner. 4.4 Subscribers on Provisioning Manager Any subscriber on the FRCC radio system has the potential to interoperate with another FRCC agency. Proper ownership and management of these subscribers is crucial to the operations of a dispatcher. In an effort to maintain proper ownership, management, and interop assistance to the dispatcher, the following items are required when entering a subscriber into Provisioning Manager: • Unique Agency Identifying Prefix (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Unique call sign, name, or identifying moniker (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Complete Serial Number • Radio ID (based on hierarchy to a Primary Member) • Security Group (based on hierarchy) • Site Access Profile (based on hierarchy, area of operation, and potential of interop) Page ( 5 FRCC POLICIES AND PROCEDURES SECTION 5 —System Improvements: The FRCC was established in an effort to maintain up-to-date equipment, technology, and security. This allows public safety entities to have access to reliable communications. Ensuring current equipment and technology is in place should be considered a high priority for the radio system. However, the FRCC radio system has many components. Because of this, proposals for new, modified, or upgraded equipment should be revied and discussed. This is to ensure compliance with system release version, capacity, licensing, impacts on the system, impacts on other members, coverage, security concerns, and any other items that may impact performance and up -time for the radio system. 5.1 System Upgrades Radio system release upgrades should be performed regularly to ensure the security of the system. The frequency of the upgrades shall be determined by the features and updates in the newest release or a contract with the vendor that allows upgrades to occur on a scheduled basis. The Primary Members shall determine, based on the vendor provided materials, if an upgrade is needed at that time. At no time shall the FRCC radio system become more than three (3) full system release versions behind. 5.2 RF Site Additions Any Associate or Primary Member may add RF sites to the FRCC radio system. However, if an Associate Member wishes to add an RF site, they must present the request to the FRCC deciding body. If a Primary Member wishes to add an RF site, they must discuss it with the other Primary Member. All RF site requests must include: Site Location Number of Channels Frequencies Backhaul Solution(s) Cost Timeline Impact on Current System Resources 5.3 Modifying Resources at an Existing RF Site Any modifications to how an existing RF site functions must be presented to the Associate and Primary Members of the FRCC radio system. This is to ensure there will be no negative impact to all users. The Primary Members must authorize any changes that affect how an RF site functions. 5.4 Dispatch Consoles Any Associate Member or Primary Member may add consoles at their discretion. An agency adding consoles should notify all Associate and Primary members, as a courtesy. Any member adding additional consoles will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Page 16 FRCC POLICIES AND PROCEDURES SECTION 6 — New FRCC Associate Members and Subsidiary Agencies: An agency that wishes to participate in, and have access to, the FRCC radio system must fall under the hierarchy of a Primary Member. The FRCC deciding body will determine if an agency applying to bean Associate Member will be accepted or denied. The deciding body should consider impact to system resources, channel availability, interference, and any other consideration that would negatively impact the existing infrastructure, footprint, and reliability of the system. 6.1 New Associate Members • Must apply under the hierarchy of a Primary Member • Will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Must present the following to the Primary Members: o Number of RF Sites, if applicable o RF Site Location(s), if applicable o Number of Console Sites, if applicable o Console Site Location(s), if applicable o Number of consoles, if applicable o Number of Subsidiary Agencies o Total Number of Subscriber Units 6.2 New Subsidiary Agencies Any public safety agency may request to participate in, and have access to, the FRCC radio system. Physical and network security will be of high importance to ensure the continuous operation of critical communications for public safety personnel. Any personnel, or vendor, that will have access to the FRCC radio system must pass a criminal history background check. This is including, but not limited to, access to radio system routers, switches, servers, firewalls, RF sites, RF site equipment, dispatch consoles, and the ability to program and provision subscriber units. 7.1 Radio System Network Devices Hardening measures should be put into place, when available. • Devices will be patched with the newest release of vendor vetted security updates. • Devices will operate on the most recent, and vendor vetted, operating system. • Devices will require a username and password unique to the technician. Devices will not have internet connectivity at any time. Network Management Clients, dispatch consoles, and IP logging equipment will be rebooted monthly, at minimum. USB devices should be scanned prior to placement on the radio system network device. 7.2 Vendor Access • Must be vetted by a Primary Member • Should be escorted by an FRCC radio technician. • Will only be granted access at the approval of the Weld County or Adcom911 radio manager. The primary objective of the FRCC is to develop and maintain partnerships that, by sharing radio system resources and sharing equal costs, create a robust and efficient public safety radio network. SECTION 2 — Overview / Scope and Authority The FRCC infrastructure is comprised of physical network and/or RF sites, fiber, microwave, backhaul switches, backhaul routers, and servers that provide radio coverage for public safety and public service users within local government, special districts, and medical service providers. This document has been established to provide the policies and procedures for proper system utilization, authorized subscriber radios, and necessary technical and operational procedures required to maintain system reliability, resiliency, and security. The deciding body for FRCC will be comprised of its' Primary Members, Weld County and Adcom911, with Weld County as the fiscal agent and/or representative. As the fiscal agent and/or representative, the Weld County Public Safety Wireless Systems Manager will act as the FRCC System Manager. All agencies participating in the FRCC radio system shall carry a designation of Primary Member, Associate Member, or Subsidiary Agency. The FRCC will operate under the policies and procedures set forth in this document. All Primary Members, Associate Members, Subsidiary Agencies, and their collective users will refer to this guide as the prescribed methods to achieve and maintain operational efficiency of the radio system. These policies and procedures may be amended, as necessary. Page I 1 FRCC POLICIES AND PROCEDURES SECTION 3 — Member Rights and Responsibilities: The rights and responsibilities of FRCC members will be determined by their status as Primary Members, Subsidiary Agencies, and Associate Members. 3.1 Primary Members • Will be the deciding body of the FRCC. • Will perform PSAP and dispatch services. • Will provide their own dispatch consoles. • Will provide primary core and dynamic system resilience (DSR) core resources. • Will provide 24/7/365 maintenance and support for all primary and DSR cores. • Will provide their own backhaul solutions, and maintenance, to connect RF sites to both primary and DSR cores. Will perform all necessary Motorola Technical Notifications (MTN), if deemed necessary. Will have access to the FRCC radio system primary and DSR core. Will have access to the FRCC radio system RF sites. Will have access to all FRCC Interoperability talkgroups. 3.2 Associate Members Fall under the hierarchy of a Primary Member. • Are non -voting members. • Are members that may perform PSAP and dispatch services. May or may not provide their own dispatch consoles. • May or may not provide RF resources to expand the FRCC footprint. • Shall have access to the functions of both FRCC radio system primary and DSR core. • Shall have access to the necessary FRCC radio system RF sites. • Shall have access to all FRCC Interoperability talkgroups. 3.3 Subsidiary Agencies Fall under the hierarchy of either an Associate or Primary member. • Are non -voting members. • Are members that do not perform PSAP or dispatch services. • Do not have access to dispatch consoles. • Do not provide RF resources. • May have access to the FRCC radio system primary and DSR core. • May have access to the necessary FRCC radio system RF sites. • May have access to all FRCC Interoperability talkgroups. Page 12 FRCC POLICIES AND PROCEDURES SECTION 4— Maintenance 4.1 Subsidiary and Subscriber Maintenance 4.1.1 Subsidiary Agency Issue Reporting Associate Members should have a user issue reporting procedure in place, respectively. If an issue is reported to an Associate Member by a Subsidiary Member, and it is thought to be system level, Associate Members should contact their Primary Member agency. Primary Members should have a user issue reporting procedure in place as well. If an Associate Member reports an issue that is thought to be system level, the Primary Member will be responsible for troubleshooting and correcting any issues identified, if any. 4.1.2 Subscriber Units Subsidiary Agency, Associate, and Primary Members are responsible for their own subscriber maintenance, programming, management, and costs. All subscriber reported issues should be handled using each Members' reporting and maintenance procedures. 4.2 System and Zone Level Maintenance Only authorized personnel will be granted permission and access to perform zone and system level maintenance. This includes hardware replacement, configuration changes, software/firmware updates to hardware components, and software applications. 4.2.1 Authorized Personnel Weld County and Adcom911 radio technicians will be the only authorized personnel to access all system, zone, and site level equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to access the radio network remotely. Weld County and Adcom911 radio technicians will be the only authorized personnel to authorize vendors or service shops that perform maintenance for Associate Member equipment. Weld County and Adcom911 radio technicians will be the only authorized personnel to grant access to zone and system level equipment and applications to vendors and service shops. Page 13 FRCC POLICIES AND PROCEDURES 4.2.2 Regular Maintenance Weld County and Adcom911 technicians shall be responsible for all routine core level maintenance. Weld County and Adcom911 technicians shall coordinate any work performed on the primary and/or DSR core. Weld County and Adcom911 technicians will perform quarterly rollovers, between the primary and DSR cores, and will rotate responsibilities accordingly. o Adcom911 will roll from the DSR to the primary core. o Weld County will roll from the primary to the DSR core. o The quarterly rollover schedule will be agreed upon between both Weld County and Adcom911 radio shop managers. Weld County and Adcom911 will apply all system and zone level patches, when available. Weld County and Adcom911 will apply an applicable MTN that is released, within a reasonable time. o A reasonable time will be determined by the severity of the MTN. • High/Safety: should be applied immediately once the software is provided from Motorola. • Medium/Operational: should be applied with 2 weeks of receiving the software from Motorola. • Low / Maintenance: should be applied at least 1 week prior to the next primary/DSR core rollover. Weld County and Adcom911 should regularly remove old, unused, or invalid subscribers, talkgroups, pages, and page groups from Provisioning Manager. 4.2.3 Emergency Maintenance Weld County and Adcom911 technicians shall be responsible for all emergency maintenance required for the primary and DSR cores. The following failures should be considered emergency maintenance: • Zone Controllers • Zone Level VMS boxes • Zone Level Virtual Machines • System Level Virtual Machines • RNI-DMZ Firewall • ISGW/Telephone Firewall • ISGW VM's • Core Edge Routers • Core LAN Switches • Core Backhaul Switches Page 14 FRCC POLICIES AND PROCEDURES • Exit Routers • DAS Devices o Weld County will assume priority response for the DSR core and may request assistance from Adcom911 if needed. o Adcom911 will assume priority response for the Primary core and may request assistance from Weld County if needed. 4.3 Subscriber Requirements and Programming All subscriber units will adhere to the following requirements. Only approved subscribers will be authorized for use on the FRCC radio system. Only the FRCC System Manager may authorize new FRCC subscriber programming keys to vendors and non-FRCC radio shops. 4.3.1 Programming and Capabilities All radios must be P25 compliant. All radios must be programmed using an Advanced System Key (ASK or hard key). All new subscribers should have P25 Phase 2 / TDMA capabilities. • All radios must be programmed for radio inhibit. • All radios on the FRCC system must have the NMAT 1-16 interoperability talkgroups. • Primary Members will ensure proper site access profiles are being utilized. Subsidiary Agency, Associate, Primary Members, and their vendors, shall only program authorized talkgroups with written consent from the talkgroup owner. 4.4 Subscribers on Provisioning Manager Any subscriber on the FRCC radio system has the potential to interoperate with another FRCC agency. Proper ownership and management of these subscribers is crucial to the operations of a dispatcher. In an effort to maintain proper ownership, management, and interop assistance to the dispatcher, the following items are required when entering a subscriber into Provisioning Manager: • Unique Agency Identifying Prefix (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Unique call sign, name, or identifying moniker (Ex: A -Smith, J. / GPPD 500 / GC: 410) • Complete Serial Number • Radio ID (based on hierarchy to a Primary Member) • Security Group (based on hierarchy) • Site Access Profile (based on hierarchy, area of operation, and potential of interop) Page 15 FRCC POLICIES AND PROCEDURES SECTION 5 — System Improvements: The FRCC was established in an effort to maintain up-to-date equipment, technology, and security. This allows public safety entities to have access to reliable communications. Ensuring current equipment and technology is in place should be considered a high priority for the radio system. However, the FRCC radio system has many components. Because of this, proposals for new, modified, or upgraded equipment should be revied and discussed. This is to ensure compliance with system release version, capacity, licensing, impacts on the system, impacts on other members, coverage, security concerns, and any other items that may impact performance and up -time for the radio system. 5.1 System Upgrades Radio system release upgrades should be performed regularly to ensure the security of the system. The frequency of the upgrades shall be determined by the features and updates in the newest release or a contract with the vendor that allows upgrades to occur on a scheduled basis. The Primary Members shall determine, based on the vendor provided materials, if an upgrade is needed at that time. At no time shall the FROG radio system become more than three (3) full system release versions behind. 5.2 RF Site Additions Any Associate or Primary Member may add RF sites to the FRCC radio system. However, if an Associate Member wishes to add an RF site, they must present the request to the FRCC deciding body. If a Primary Member wishes to add an RF site, they must discuss it with the other Primary Member. All RF site requests must include: Site Location Number of Channels Frequencies Backhaul Solution(s) Cost Timeline Impact on Current System Resources 5.3 Modifying Resources at an Existing RF Site Any modifications to how an existing RF site functions must be presented to the Associate and Primary Members of the FRCC radio system. This is to ensure there will be no negative impact to all users. The Primary Members must authorize any changes that affect how an RF site functions. 5.4 Dispatch Consoles Any Associate Member or Primary Member may add consoles at their discretion. An agency adding consoles should notify all Associate and Primary members, as a courtesy. Any member adding additional consoles will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Page 16 FRCC POLICIES AND PROCEDURES SECTION 6 — New FRCC Associate Members and Subsidiary Agencies: An agency that wishes to participate in, and have access to, the FRCC radio system must fall under the hierarchy of a Primary Member. The FRCC deciding body will determine if an agency applying to bean Associate Member will be accepted or denied. The deciding body should consider impact to system resources, channel availability, interference, and any other consideration that would negatively impact the existing infrastructure, footprint, and reliability of the system. 6.1 New Associate Members Must apply under the hierarchy of a Primary Member Will be solely responsible for the backhaul, equipment, license, and installation costs of the project. Must present the following to the Primary Members: o Number of RF Sites, if applicable o RF Site Location(s), if applicable o Number of Console Sites, if applicable o Console Site Location(s), if applicable o Number of consoles, if applicable o Number of Subsidiary Agencies o Total Number of Subscriber Units 6.2 New Subsidiary Agencies Any public safety agency may request to participate in, and have access to, the FRCC radio system. All Subsidiary Agencies must fall within the hierarchy of an Associate or Primary Member. 6.2.1 Adding a New Subsidiary Agency —Associate Members Must request the addition of a new Subsidiary Agency to the deciding body. Will be solely responsible for the backhaul, equipment, license, installation, and any other associated cost to adding a new Subsidiary Agency. Must include the number of additional subscriber units. 6.2.2 Adding a New Subsidiary Agency — Primary Members Will be solely responsible for the backhaul, equipment, license, installation, and any other associated cost to add a new Subsidiary Agency. Must include the number of additional subscriber units. Page 17 FRCC POLICIES AND PROCEDURES SECTION 7- System Security: The FRCC radio system should be considered as critical infrastructure. Physical and network security will be of high importance to ensure the continuous operation of critical communications for public safety personnel. Any personnel, or vendor, that will have access to the FRCC radio system must pass a criminal history background check. This is including, but not limited to, access to radio system routers, switches, servers, firewalls, RF sites, RF site equipment, dispatch consoles, and the ability to program and provision subscriber units. 7.1 Radio System Network Devices Hardening measures should be put into place, when available. Devices will be patched with the newest release of vendor vetted security updates. Devices will operate on the most recent, and vendor vetted, operating system. • Devices will require a username and password unique to the technician. • Devices will not have internet connectivity at any time. • Network Management Clients, dispatch consoles, and IP logging equipment will be rebooted monthly, at minimum. USB devices should be scanned prior to placement on the radio system network device. 7.2 Vendor Access • Must be vetted by a Primary Member • Should be escorted by an FRCC radio technician. • Will only be granted access at the approval of the Weld County or Adcom911 radio manager.
