Ms. Calderon, This letter provides notice to Immigrant Refugee Center of Northern Colorado (IRCNOCO) that Employment Services of Weld County (ESWC) is terminating the professional service agreement between Weld County and IRCNOCO. The professional services agreement was executed on January 31, 2022 (2021-2793). Please consider this your 30 -day notice, under Section 4 of the agreement. The Colorado Department of Labor and Employment (CDLE) has determined that Employment Services of Weld County and IRCNOCO, have failed to adhere to standards set forth by the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program authorized by the American Rescue Plan Act (ARPA). CDLE has, therefore, requested that we terminate our agreements funded by these programs and return any unused funds. Rather than implementing a reimbursement method, Employment Services chose to provide IRCNOCO, with payment upfront to complete the responsibilities outlined in the professional services agreements. Based on CDLE's Financial and Programmatic Monitoring Report, Employment Services must recapture any funds unspent IRCNOCO and cannot issue the final allotment of funds of $168,069. Additionally, Employment Services may request the disallowed costs of $88,092 be returned at a future date. Please contact us immediately to arrange the return of the unspent funds.
