BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, JULY 15, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, July 15, 2024, at the hour of 9:00 a.m.
V: ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine — EXCUSED
Also present:
County Attorney, Bruce Barker

� MINUTES: There being no corrections to the Minutes of the Board of County Commissioners
meeting of July 1, 2024, as printed, Commissioner Buck moved to approve. Commissioner James
seconded the motion and it carried unanimously.
El CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of
Hearings conducted on July 1, 2024, as follows: 1) LEP24-0002 — Daniel and Gloria Timmons.
Commissioner James seconded the motion, which carried unanimously.
'IR AMENDMENTS TO AGENDA: There were no amendments to the Agenda.
E. CONSENT AGENDA: There being no request for public testimony concerning Partial Vacation,
VAC24-0005, of Two -Lot Recorded Exemption, RE -2815, for Removal of Lot B — Michael and
Lisa Lundquist, Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Freeman seconded the motion and it carried unanimously.
��.PRESENTATIONS:
1) PRESENTATION OF THE FAIR BOOK BY WELD COUNTY FAIR ROYALTY: Chair Ross invited the
Caitlyne Holcom, Maddy Miller, Nikolai Krayna, and Jadalynn Frazier, who comprise the 2024 Weld
County Fair Royalty Court, to present the itinerary for the 2024 Weld County Fair, as published in the
annual Weld County Fair Book. They shared their collective experiences as fair royalty court members,
and discussed the Future Farmers of America (FFA) and 4-H projects they will present at the Fair. Each
Commissioner, in turn, discussed how the skills obtained from FFA will carry the royalty court into their

futures, expressed their pride for the individual growth of the royalty court, and stated it is their honor to
have outstanding youth representing Weld County who invest their time promoting the agricultural
heritage and lifestyle. Commissioner Buck extended her gratitude to Pat Kindvall, coordinator of the
Weld County Fair Royalty Court for numerous years, and provided each person with a challenge coin.

El WARRANTS:
1) GENERAL WARRANTS - JULY 12, 2024: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner James seconded the motion and it carried unanimously.
fg 2) COMMISSIONER WARRANTS (LORI SAINE) - JULY 12, 2024: Commissioner James moved to
approve the Warrant, as printed. Commissioner Buck seconded the motion, and upon a roll call vote, the
motion carried with four (4) affirmative votes.
BIDS:
1) APPROVE BID #B2400039-1, REQUEST FOR QUOTE (RFQ) FOR HIGH PLAINS BOULEVARD
(CR 9.5) DESIGN BUILD PROJECT - DEPARTMENT OF PUBLIC WORKS: Toby Taylor, Purchasing
Department, reviewed staff's qualification -based selection process and timeline, which resulted in
nine (9) letters of interest, with three (3) short-listed firms continuing to the Request for Proposal (RFP)
phase of the project. He stated two design -build teams submitted proposals, which have been reviewed
and scored by a committee comprised of five (5) members who were unanimous with their rankings;
therefore, staff recommends awarding to Kraemer North America, LLC, for a guaranteed maximum price
of $25 Million. Commissioner James moved to approve said bid. The motion was seconded by
Commissioner Buck. Chair Ross thanked staff for their efforts. There being no further discussion, the
motion carried unanimously.
2) APPROVE BID #B2400105, METAL DETECTOR (SECURE PORTAL) REPLACEMENT FOR
WELD COUNTY JAIL - FACILITIES DEPARTMENT: Mr. Taylor reviewed staffs recommendation to
select Isotech Security, Inc., the sole bidder who met specifications, for a total amount of $307,889.00.
Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner James and
it carried unanimously.
'.. 3) PRESENT BID #62400060, FORTINET SECURITY APPLIANCE — DEPARTMENT OF
INFORMATION TECHNOLOGY: Mr. Taylor stated six (6) bids were received and staff will make a
recommendation on July 29, 2024.
ET 4) PRESENT BID #62400073, DEPARTMENT OF PUBLIC WORKS BUILDING FIBER OPTICS
CONNECTIVITY — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated two (2) bids
were received and staff will make a recommendation on July 29, 2024.
5) PRESENT BID #B2400103, CABLING PROJECT FOR SHERIFF'S OFFICE JAIL BOOKING
REMODEL — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated two (2) bids were
received and staff will make a recommendation on July 29, 2024.
N 6) PRESENT BID #62400104, CABLING PROJECT FOR CLERK AND RECORDER'S OFFICE
ELECTIONS REMODEL — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated two (2)
bids were received and staff will make a recommendation on July 29, 2024.

NEW BUSINESS:
1) CONSIDER CONTRACT ID #8489 GRANT APPLICATION FOR INTERNET CRIMES AGAINST
CHILDREN (ICAC) TASK FORCE AND AUTHORIZE CHAIR, SHERIFF'S OFFICE, AND CONTROLLER
TO SIGN - CITY OF COLORADO SPRINGS POLICE DEPARTMENT: Daren Ford, Director of the
Northern Colorado Regional Forensic Laboratory, stated the Sheriff's Office has participated in the grant
program since 2007, and requested to submit an application for grant funds, in the amount of $9,700.00,
to utilize software for data digital processing and hardware to secure data offloaded from the network.
Commissioner Freeman moved to approve said application and authorize the Chair, Sheriff's Office, and
Controller to sign. The motion was seconded by Commissioner Buck and it carried unanimously.
PLANNING:
1) CONSIDER CONTRACT ID #8255 RELEASE OF COLLATERAL AND ACCEPT REPLACEMENT
COLLATERAL FOR AMENDED USE BY SPECIAL REVIEW PERMIT, AMUSR-1394 - ZADEL FAMILY,
LLLP, C/O NORTHERN COLORADO CONSTRUCTORS, INC.: Jazmyn Trujillo -Martinez, Department of
Planning Services, explained the applicant has changed their bonding company and requested the Board
release the currently held collateral and accept replacement collateral, in the amount of $13,121.00,
procured in the form of a Performance Bond. Commissioner Buck moved to approve said release of
collateral and acceptance of replacement collateral. The motion was seconded by Commissioner James
and it carried unanimously.
E 2) CONSIDER REQUEST CONCERNING EXTENSION OF TIME FOR RECORDING OF PLAT
FOR PLANNED UNIT DEVELOPMENT FINAL PLAN, PUDF14-0003 (WIGAARD SMITH ESTATES
PUD) - SHERRY WIGAARD AND VELOIS SMITH: Chris Gathman, Department of Planning Services,
provided a brief overview of the Planned Unit Development Final Plan, PUDF14-0003, stating there will
be two (2) wells with a water system serving the eight (8) lots in the PUDF. He expanded the water
system must be installed prior to recording of the plat. Mr. Gathman indicated the applicants have
requested an extension until December 18, 2024, to install the waterline, finalize the covenants, and
update and record the final plat. Tyson Tabler, project contractor, clarified the wells have been drilled and
completed, and the whole well system will be completed by the end of the following week, at which point
the construction of the water line will commence. Commissioner James moved to approve said extension.
The motion was seconded by Commissioner Buck and it carried unanimously.
I ; 3) FINAL READING OF CODE ORDINANCE #2024-06, IN THE MATTER OF REPEALING"AND
REENACTING, WITH AMENDMENTS, CHAPTER 29 BUILDING REGULATIONS OF THE WELD
COUNTY CODE (NATIONAL ELECTRICAL CODE): Commissioner Freeman moved to read
Code Ordinance #2024-06 by title only. The motion was seconded by Commissioner James and it carried
unanimously. Bruce Barker, County Attorney, read the title for the record. Robert Godin, Department of
Planning Services, stated there have been no further revisions since Second Reading and staff
recommends approval. No public testimony was offered concerning this matter. Commissioner Buck
moved to approve Code Ordinance #2024-06 on Final Reading. The motion was seconded by
Commissioner James and it carried unanimously.
:.R," PUBLIC COMMENT: No public comment was offered.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2024-06 was approved on Final Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:46 a.m.
