I l ll31Z4 U) (e,it T2t2 ►DL11 la )('B L, b b Lj$4 Be ?� C I II [S17-4 2024-2983 Air Pollution Control Division Notice of a Proposed Construction Permit Warranting Public Comment Website Title: Summit DJ -S, LLC - Centennial Gas Plant - Weld County Notice Period Begins: November 8, 2024 Notice is hereby given that an application for a proposed project or activity has been submitted to the Colorado Air Pollution Control Division for the following source of air pollution: Applicant: Summit DJ -S, LLC Facility: Centennial Gas Plant Natural Gas Processing Plant 47285 County Road 100 Briggsdale, CO 80611 Weld County The proposed project or activity is as follows: The Centennial Gas Plant (CGP) is a natural gas processing plant with a design throughput of up to 28 million standard cubic feet per day (MMSCFD). Natural gas is transported to the facility via a pipeline gathering system through inlet compression engines. The gas stream is then sent to an amine unit to remove carbon dioxide (CO2). The gas is then sent to a glycol dehydration unit prior to entering a molecular sieve dehydration unit for removal of water. The dried gas is then cooled through a propane refrigeration system followed by a cryogenic natural gas liquid (NGL) recovery skid for removal of NGL products. The NGL is sent to and stored in eight (8) pressurized above ground storage tanks. Additionally, trucks will load NGL from offsite for transport to the sales line. The residue gas will be metered through a pipeline for offsite sales. 4300 Cherry Creek Drive S., Denver, CO 80246-1530 P 303-692-2000 www.colorado.Qov/cdphe Jared Polis, Governor I Jill Hunsaker Ryan, MPH, Executive Director D-1876., Summit DJ -S (Summit) submitted a permit modification on 3/12/2024 requesting the following changes: (1) Addition of a new dehydration system with 20 MMscf/day capacity. Dehy unit will be controlled with a VRU, backed up by a process flare. (2) Modification of the open flare/process flare to receive the new dehy waste streams during VRU downtime. Due to the reclassification of Northern Well County from moderate to severe, this facility is considered an existing major stationary source of VOC (>50 tpy). Considering the affected sources from this project, the project PTE from new and existing units is 18.3 tpy. As a result, the difference between projected actual emissions and baseline actual emissions will be below 25 tpy and project is not subject to major NANSR review. This is a conservative approach and it is supported by the policy established in PS -Memo 24-02. The operator is requesting enforceable limits on the PTE of VOC in order to avoid NANSR major source review. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the following reason(s): • The source is requesting a federally enforceable limit on the potential to emit in order to avoid other requirements. The division has made a preliminary determination of approval of the application.
