Re: Watershed Protection (P.L. 566) — Annual Inspection of Works of
Improvement — Coalbank Creels Watershed Project
In accordance with 0 and M Agreements dated February 29, 1960, and May 18,
1960, this is to advise that representatives of the sponsors and myself
conducted an inspection of the Coalbank Creels Watershed Project on this
date.
The following is the report of our inspection, recommendations and
proposed action.
FLOODWATER RETARDATION STRUCTURE CB -1 - (Completed June 26, 1962)
1. The fencing was found to be in order. That portion of the fence
which crossed the main channel leading into the structure which was
taken out during the flood of June, 1965, has been repaired by the
sponsors and at this time is still in good condition.
2. The spillway, conduit, emergency spillway, and trashracks were
inspected and found to be very satisfactory. There is no further
evidence of deterioration of the main conduit which had been
mentioned in previous reports.
3. The headwall on the outlet end of the conduit remains stable and is
not in any jeopardy even though a well established scour hole has
developed below the dam.
4. The vegetative seeding on the borrow area appears to be good.
There is an excellent stand of blue grate on areas between the
spreader ditches. The spreader ditches themselves are well
established with brome grass, in the channel.
5. The seeding on the upstream face of the dam is fair to good, as is
the emergency spillway. The grass seeding catch on the downstream

face of the dam is poor, although there is indication of improve-
ment aver last year.
6. The flood of last year caused several minor breaks in the spreader
ditch system which had been established on the borrow area. Some
erosion is occuring. During this inspection by the sponsors, each
break was staked for identification in order that arrangements can
be made with the co-sponsors to repair the damage.
GRADE STABILIZATION DROP STRUCTURES - Completed:
Numbers CB -2 and CB -3 Construction - September ID, 1962
Seeding & Fencing - April 29, 1963
1. There has been no change or deterioration in the condition of these
2 structures since they were built.
2. The vegetative cover on the dikes of these 2 structures is poor.
However, there is evidence of establishment and it is hoped that
suitable cover will be obtained.
3. The earthen weir section on CB -3 is well established with sod
forming grasses. We are, however, continuing to have some minor
encroachment on to the area granted by the easement by the farming
operations of the landowner.
