RE: AUTHORIZE BOARD OF COUNTY COMMISSIONERS TO CONVENE AS A BOARD
OF EQUALIZATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, C.R.S. §39-8-101, provides that the Board of County Commissioners shall
constitute a Board of Equalization for the adjustment and equalization of assessments among the
taxpayers of Weld County, Colorado, and to review the assessment roll of all taxable property
located in Weld County, as prepared by the Assessor, and to hear appeals from the determination
of said assessments fixed and made by the County Assessor of Weld County, Colorado, and
WHEREAS, Senate Bill (SB) 23-304 requires counties with populations over 300,000 to
adopt the alternative protest and appeal procedure for review of protests concerning valuations
of taxable property during reappraisal years, and in order to create consistency for taxpayers, the
Weld County Board of Equalization will adopt and use the alternative protest and appeal
procedure every year beginning in August 2024, pursuant to C.R.S. §39-5-122.7, and
WHEREAS, said Board of Equalization shall convene on July 1, 2024, and thereafter may
convene and adjourn, as needed, to hear or review appeals, and
WHEREAS, said Board of Equalization shall only hear Senior and Veteran Exemption
Appeals from August 1st until September 1st of each year, pursuant to C.R.S. §39-3-206, and all
Senior and Veteran Exemption Appeal decisions must be rendered by close of business on
September 1st of each year, and
WHEREAS said Board of Equalization shall only hear other property valuations and
classifications for Real and Personal Property Tax Appeals, pursuant to C.R.S. §39-8-107, from
September 1st through November 1st of each year, and all valuation and classification decisions
must be rendered by close of business on November 1st of each year, and
WHEREAS, pursuant to C.R.S. §39-8-102, said Board of Equalization deems it necessary
to enact its' authority to appoint independent referees with experience in property valuation to
conduct hearings regarding property valuation and classification, make findings, and submit
recommendations to the Board of Equalization for its' final approval, and
WHEREAS, pursuant to C.R.S. §39-8-102(2), the Board of County Commissioners
authorizes a petitioner or petitioner's agent who appeals to the Board of Equalization to elect to
receive notice of hearing time of their appeal by electronic mail at an email address supplied by
the petitioner or petitioner's agent.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that said Board shall sit as a Board of Equalization beginning on July 1, 2024,
as detailed above, and thereafter may convene and adjourn, as needed, to hear or review
appeals.
BE IT FURTHER RESOLVED by the Board that, pursuant to C.R.S. §39-5-122.7, said
Board of Equalization hereby enacts its' authority to adopt the alternative appeals schedule for
both reassessment and intervening years.
BE IT FURTHER RESOLVED by the Board that, pursuant to C.R.S. §39-8-102, said
Board of Equalization hereby enacts its' authority to appoint independent referees with experience
in property valuation to conduct hearings regarding property valuation and classification, make
findings, and submit recommendations to the Board of Equalization for its' final approval.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of June, A.D., 2024.

Pursuant to C.R.S. §39-8-104, notice is hereby given that the Board of County Commissioners
of Weld County, Colorado, will convene as the County Board of Equalization, beginning on the
1st day of July, 2024, to review the assessment rolls of all taxable property located in the County,
as prepared by the Assessor, and to hear appeals for determinations of the Assessor. Hearings
for senior property tax exemptions will be held day to day from August 1, 2024, through
September 1, 2024, and for valuation and classification of real and personal property, from
September 1, 2024, through November 1, 2024, as necessary. Appeals will be heard at
1400 North 17th Avenue, Greeley, Colorado 80631, by appointed Hearing Officers, who will
preside over the hearings and make recommendations regarding the value of property to the
Commissioners as the Board of Equalization.
