RE: CONTINUATION OF DECLARATION OF DISASTER EMERGENCY AND AUTHORIZE
CHAIR TO SIGN ANY NECESSARY DOCUMENTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, heavy rains, hail and flooding occurred throughout Weld County and various
municipalities on May 28, 2024, which affected over 279 properties and caused an estimated
$3.2 million in damages to private and public properties, with the full extent of such damages
being unknown, and
WHEREAS, on June 10, 2024, by Resolution #2024-1505, the Board Declared a Disaster
Emergency, a copy of which is attached hereto as Exhibit "A," and incorporated herein by
reference, in support of the City of Greeley and other affected municipalities recovery efforts,
including activation of the Weld County Comprehensive Emergency Management Plan and the
Recovery Annex, and encouraging all non -government Volunteer Organizations Active in
Disasters (VOAD) to help with support to individuals in need, and
WHEREAS, said disaster emergency was in effect for seven (7) days and expired
at 11:59 p.m. on June 17, 2024, and
WHEREAS, pursuant to C.R.S. §24-33.5-709, the Director of the Weld County Office of
Emergency Management stated a disaster continues to exist in Weld County and recommends
the Board continue the declaration of disaster emergency until July 16, 2024, expiring
at 11:59 p.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the state of disaster emergency in effect in Weld County, Colorado, be,
and hereby is, continued to July 16, 2024, expiring at 11:59 p.m.
BE IT FURTHER RESOLVED by the Board that it requests the Governor of the State of
Colorado to do whatever is necessary to seek said Federal funds for disaster emergency relief
for Weld County and its' citizens, and to derive funds from the State of Colorado for emergency
disaster relief, which may be in excess of TABOR limitations.

BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign any and all documents for the purpose of defining and communicating the existence of
said disaster emergency.

WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, heavy rains, hail and flooding have occurred throughout Weld County and
various municipalities on May 28, 2024, which has affected over 279 properties and caused an
estimated $3.2 million in damages to private and public properties, with the extent of such
damages being at present unknown, and
WHEREAS, the Disaster Declaration is in support of the City of Greeley and other affected
municipalities recovery efforts that will be needed, including activation of the Weld County
Comprehensive Emergency Management Plan and the Recovery Annex, and
WHEREAS, as a result of such storm damage, businesses, government operations,
schools, and other institutions have been impacted, and this declaration also encourages all
non -government Volunteer Organizations Active in Disasters (VOAD) to help with support to
individuals in need, and
WHEREAS, pursuant to C.R.S. §24-32-2101, et. seq. (the "Colorado Disaster Emergency
Act of 1992"), and Title VI of PL 93-288, as amended. The Robert T. Stafford Disaster Relief and
Emergency Assistance Act, citizens, businesses, schools, and government institutions suffering
damage as a result of such storm may qualify for Federal Disaster Relief, as long as the Board
declares that there exists in Weld County a disaster emergency.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that a state of disaster emergency is in effect within Weld County, Colorado,
for seven (7) days and will expire at 11:59 p.m. on June 17, 2024.
BE IT FURTHER RESOLVED by the Board that it requests the Governor of the State of

PASS -AROUND TITLE: Continuation of Disaster Resolution
DEPARTMENT: Emergency Management

Brief description of the problem/issue: Commissions, following state statue we are required to continue our
disaster resolution after the initial 7days. Based on the information we have received from the City of Greeley.
There are 27 people that are receiving assistance through Red Cross for housing assistance, Southern Baptist
Disaster relief is continuing with work request for cleaning out basements and treating for mold. Currently we
have 288 residences and 73 businesses reporting flood damage. We continue to work with the State to
determine if there is any assistance through funding or assistant programs they can provide.
My recommendation is to continue the disaster resolution for 42 days to be consistent with the City of
Greeley's resolution. This will allow time to identify any additional recovery support from the State and to
continue our recovery efforts for this disaster.
I've, attached the City of Greeley current resolution.
What options exist for the Board?
Continue the resolution or let it expire.
Consequences: By letting the disaster resolution expire it will limit the emergency SNAP funding
available to qualified individuals.
Impacts: Citizens may be affected by limitation of support emergency aid through Human services.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Recommendation: Continue the resolution/ Disaster Declaration.

RESOLUTION NO. 14, 2024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GREELEY,
COLORADO, EXTENDING THE CITY OF GREELEY LOCAL DISASTER
DECLARATION OF May 31, 2024 RELATED TO FLOODING
WHEREAS, on May 31, 2024, pursuant to CR S § 24-33 5-709, and the emergency
management and operations plans and resolutions of the City of Greeley, Colorado, Mayor John
Gates declared a local disaster emergency due to the occurrence of an imminent threat of
widespread or severe damage, injury or loss of life or property resulting from recent flooding
within the City of Greeley requiring emergency action to avert danger or damage within the
City, and requiring activation of State and Federal assistance programs, and
WHEREAS, Pursuant to C R S § 24-33 5-709 (1), the declaration may only be continued or
renewed for a period in excess of seven days with the consent of the City Council, and
WHEREAS, the City Council finds that it is appropriate and in the interests of the public health,
safety, and welfare, and to further property protection, for the City Council to ratify the action of
Mayor Gates and to extend the Local Disaster Declaration until such time as the City Council
terminates such declaration '
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GREELEY, COLORADO:
Section 1 That the City Council hereby confirms, determines, and declares that there is a local
disaster in Greeley, Colorado, to wit, the occurrence or imminent threat of widespread or severe
damage, injury or loss of life or property resulting from recent flooding in the City of Greeley,
including the presence and likelihood of additional damage, requiring emergency action to avert
danger or damage
Section 2 That the effect of this resolution shall be to continue the Local Disaster
Declaration signed by Mayor Gates on May 31, 2024, which is attached hereto as Exhibit A and
incorporated herein by this reference Further, this declaration shall authorize the continued
response and recovery aspects of any and all applicable local and interjurisdictional disaster
emergency plans and to authorize the furnishing of aid and assistance under such plans
Section 3 That the City Manager is directed and authorized to continue coordination with internal
and external partners and to direct city staff as appropriate and necessary to address the local disaster
emergency
Section 4 That the City Council directs the City Manager to implement steps for long term
continuity of government services
Section 5 That the City Council hereby ratifies and adopts the actions of the City Manager and
hereby extends the Local Disaster Declaration for an additional 42 days until July 16, 2024 at
which time City Council may resolve to extend the Local Disaster Declaration for an additional
period
Section 6 That the City Clerk is directed to ensure this resolution and declaration is promptly
filed with the appropriate authorities

LOCAL DISASTER DECLARATION
WHEREAS, the Greeley Emergency Management Office has advised the Greeley City Council of a
disaster (as that term is defined m the Colorado Disaster Emergency Act, 24-33 5-702, et seq ) currently
present in the city of Greeley, to wit, the occurrence of imminent threat of widespread or severe damage,
injury or loss of life or property resulting from flooding and associated weather conditions, requiring
emergency action to avert danger or damage
WHEREAS, the said office of Emergency Management has recommended that the Council declare a local
disaster, and
WHEREAS it would be appropriate and in the interests of the public health and safety, and would further
protect property, for the Council to comply with said recommendation, and
WHEREAS pursuant to 24-33 5-709, CRS 2013, and the Emergency Management Resolution of Greeley,
Colorado the Council authonzed to declare a
Now therefore be it resolved that'
1. There is hereby declared to be a local disaster m the City of Greeley, Colorado, to wit, the
occurrence of immment threat of widespread or severe damage, injury, or loss of life or property,
resulting from flooding and associated weather conditions requiring emergency action to avert
danger or damage
2 The effect of this declaration shall be to activate the response and recovery aspects of any
and all applicable local and inter jurisdictional disaster emergency plans and to authorize the
furmshmg of aid and assistance under such plan
3 The effect of this declaration hereby provides access to and spending of all emergency
funds for response, recovery, aid and assistance for said local disaster held by the City of Greeley
in accordance with Article 10, Section 20 of the Colorado Constitution,
4 Be it further resolved that the Principal Executive Officers of all other cities and towns in
Weld County affected by said disaster are urged to proclaim similar declarations and to cooperate
with the County as necessary to cope with this incident
5 Be it further resolved that this resolution shall be effective upon the date and time given
below and shall remam in effect for a period not to exceed 7 days thereafter except by or with the
consent of a majority of the members of the Council True_copies hereof shall be filed promptly
with the Colorado Office of Emergency Management and with the City Clerk and shall be
promptly distributed to the appropriate representatives of the news media
