The project is estimated to cost $600,000 and if awarded, the grant would allow the Planning Department to obtain a qualified consultant through the county's competitive bid process. The Tier 2 DOLA application is for WCR 29 full depth reconstruction (FDR) improvements from WCR 74 to SH 14. Submission of this application was approved at the Capital Improvement Plan (CIP) work session on June 27, 2024. This project is estimated to cost $1,947,365. Therefore, the grant request is for $950,000. Staff recommends the Board submit both DOLA applications prior to the December 1st deadline. The Department of Local Affairs (DOLA) Energy and Mineral Impact Assistance Fund (EIAF) program was created to assist political subdivisions that are socially and/or economically impacted by the development, processing, or energy conversion of minerals and mineral fuels. Funds come from the state severance tax on energy and mineral production and from a portion of the states share of royalties paid to the federal government for mining and drilling of minerals and mineral fuels on federally -owned land. The creation of the fund is outlined in C.R.S. 34-63-102 (Federal Mineral Lease) and C.R.S. 39-29-110 (Severance). Grant dollars are to be awarded for the planning, design, construction, maintenance of public facilities, and for the provision of public services by political subdivisions. Weld CountyPublic Works crews will mill off the existing asphalt to a depth suitable for mixing cement treated base (CTB) into the subgrade. The CTB will reinforce the substructure to strengthen the foundation for the asphalt to sustain the heavy duty truck traffic. Last, Public Works will pave the roadway with 6" of polymer asphalt. DEMONSTRATION OF NEED The statutory purpose of the Energy and Mineral Impact Assistance program is to provide financial assistance to political subdivisions socially or economically impacted by the development, processing or energy conversion of minerals and mineral fuels. a. Demonstration of need Why is the project needed at this time? (1,000 character limit) The WCR 29 improvements project is needed to improve the safety of this important oil and gas corridor. WCR 29 is an important north/south arterial corridor serving not only Greeley, but Severance. Nunn, Pierce. Ault, and Eaton. WCR 29 is the only north/south arterial extending past SH 14 west of US 85. b. Does this project address the stated need? Does this project, as identified in this application, completely address the stated need? If not, please describe additional work or phases and the estimated timeframe. Do you anticipate requesting Energy and Mineral Impact Assistance funds for future phases? (1,000 character limit) This four mile section is a gap phase of more than a 20 mile corridor that DOLA helped support in 2018. There remains another five miles of the corridor still to be paved. c. (500 character limit) The consequences if this project is not awarded funds is that WCR 29 will continue to deteriorate, which will eventuallybecome a greater safety issue than currently exists today. Weld County is the most energy impacted county in the entire state and cannot afford to solely maintain every road, bridge and culvert affected by the oil and gas industry. f. This segment and the segment south of CR 74 are the only sections yet to be completed. ENERGY& MINERAL RELATIONSHIP a. Community energy or mineral impact Describe how the community is, has been, or will be impacted by the development, production, or conversion of energy and mineral resources. For example: Heavy truck traffic directly related to energy development is impacting County Road X, or there are X number of oil and gas wells, storage facilities, transfer stations, etc. in the municipal or county boundaries, or a legacy of energy extraction has resulted in environmental issues in the area, or finally, the closure of energy production facilities is impacting the community. (500 character limit) Weld County is the #1 oil and gas producing county in the State of Colorado, and therefore is the most energy impacted county. There are 16.178 active wells in Weld County producing 78,949,570 barrels of oil and 604,109,682 million cubic feet (MCF) of natural gas. J. RESILIENCY CRITERIA The Energy and Mineral Impact Assistance Program is required to integrate resilience criteria into the program. By bringing resiliency considerations into project planning and implementation, projects should be better poised to benefit a number of sectors (economy, health, infrastructure, etc.), minimize long-term risks, and anticipate or be better prepared to respond to changing conditions faced by Colorado communities. For clarification or further guidance on how the Resiliency Criteria can be incorporated into projects, visit the Resiliency Prioritization Criteria section of the Colorado Resiliency Playbook. The Colorado Resiliency Framework site can also be used to develop a focused approach to incorporate these measures into all, or most projects. The WCR 29 improvements project will positively impact housing. health, economic development and primarilyinfrastructure in order to realize co -benefits criterion and support the implementation of the Colorado ResiliencyFramework. c. (500 character limit) The WCR 29 improvements project addresses potential risks and vulnerabilities for infrastructure. Reconstruction of this corridor is taking into consideration the best management practice strategies to reduce vulnerabilities to the infrastructure and housing sectors. Reinforcing this infrastructure will support the impacted unincorporated areas of Weld County classified as vulnerable populations/communities, which this project applies. d. The project looks to the future and creates long-term gains for the community. (500 character limit) As long as O&G drilling occurs in Weld County. we envision an energy impact program partnership with the State. We are the state's 3rd largest county at 4,000 sq. miles. With one of the highest amounts of lane miles to maintain and as the #1 energy impacted county, we are always evaluating how our HRP program can be adapted to address both current and future climate, social, & economic priorities to ensure the most holistically responsible projects possible. e.
