This modification reflects a decreased throughput, the removal of two vessels from the permit, and consequently revised site -specific emission factors to be in accordance with these changes. This permit actionreflects a decrease in emissions for all pollutants at this source. This facility became an existing major source as of 11/7/2022 due to the major stationary source threshold of 25 tpy of VOC in Severe ozone nonattainment areas (per Regulation 3, Part D, Section II.A.25). This permit action will establish a new limit for Point 002, bringing facility -wide PTE under 25 tpy of VOC and thus establishing new synthetic minor limits. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • the source is requesting a federally enforceable limit on the 'potential to emit in order to avoid other requirements The Division has made a preliminary determination of approval of the application. A copy of the application, the Division's analysis, and a draft of Construction Permit 15WE0038 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-notices The Division hereby solicits submission.of public comment from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the Commission.
