RE: Notice of Termination of Intergovernmental Agreement (IGA)
Dear Mr. Wolcott:
As you are aware, the Greeley Housing Authority (GHA) and the Weld County Housing
Authority (WCHA) entered into the Intergovernmental Agreement for the Provision of Housing
Authority Services (IGA) on December 28, 1998. Pursuant to the terms of the IGA, the two
housing authorities have shared administrative offices and staff to minimize expenses. A
common name has evolved (the "Greeley -Weld Housing Authority") even though each housing
authority remained its own legal entity.
The recent retirement of Mr. Tom Teixeira as Director has prompted the Board of County
Commissioners (BOCC), sitting as the WCHA Board, to discuss the purpose and direction of the
WCHA. There is no dissatisfaction with the staff or the GHA. Rather, the BOCC feels
compelled to consider the purpose of the WCHA and how it relates to or should relate to recent
emphasis by the State of Colorado to make more affordable house available.
The BOCC sitting as the WCHA Board hereby notifies the GHA that pursuant to IGA Section
14, the BOCC hereby terminates the IGA effective February 1, 2025. The BOCC desires for all
current obligations of the WCHA to continue. Therefore, the BOCC respectfully requests that
the GHA and its staff provide access to all files of the WCHA which may now be held in the
Greeley -Weld HA offices. Mr. Bruce T. Barker, Weld County Attorney, will be in touch.
