MINUTES
HOUSING AUTHORITY
WELD COUNTY, COLORADO
MONDAY, APRIL 22, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing
Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, April 22, 2024, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
Tom Teixeira, Director of the Greeley Housing Authority, referenced a letter the Board received
regarding difficulties the Greeley Housing Authority is facing. He elaborated by March of each year, they
are required to do an in-house audit for files and re -inspect housing units. He further explained, in 2020
and 2021, they were exempt from submitting these audits due to the COVID-19 Pandemic. Mr. Teixeira
stated they received notification, in early 2023, that the audits were to resume, but due to the short
timeline between notice and required submittal, they were not able to meet the deadline and requested
an extension, which was later denied. He discussed an on -site inspection that was conducted and the
items identified for correction. Mr. Teixeira stated there was no change to funding. In response to
Commissioner Saine, Mr. Teixeira stated he is available to discuss concerns she has received from
constituents.
MINUTES: Commissioner Buck moved to approve the Minutes of the Housing Authority Board
meeting of March 25, 2024, as printed. Commissioner James seconded the motion and it carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board. There being no further business, this meeting was adjourned at
9:03 a.m.
