Ray, Route 1, Box 163, LaSalle, Colorado, has requested permission to locate a commercial dairy operation on the following described property, to -wit: The North Twenty (20) acres, more or less, of the Northeast Quarter of the Northwest Quarter (NEjNW4) of Section 13, Township 4 North, Range 66 West of the 6th P. M. , Weld County, Colorado, and WHEREAS, the said commercial dairy operation is in an agricultural zone as set forth by the Planning Commission of Weld County, and WHEREAS, according to Section 3.3 (3) (a) (b) (c) of the Zoning Resolution of Weld County, said commercial dairy operation may be authorized on the approval of the Weld County Planning Commission and the Board of County Commissioners of Weld County, Colorado, and WHEREAS, the Weld County Planning Commission has recommended that this commercial dairy operation be approved by a Resolution dated October 21, 1969. NOW, THEREFORE, BE IT RESOLVED, that William W. Dated 10/29/69 The Weld County Planning Commission held a Public Hearing Monday, Dec. 3, 1969 at 7:30 P. M. in the District Court Room, Court,House. Roll call was as follows: Others: J. Opdyke, Harry Lewis APPEARANCES AGAINST: 61 Persons - signatures on file: 4 abstained from voting DISCUSSION: The secretary read the advertising of the Public Hearing. RonHogan proceeded to present the plans for the area in question that is being heard for a zone change. Mr. Hogan gave figures relating to the trend for mobile homes as low income housing due to the high interest rates and the difficulty in being able to qualify for loans to build conventional homes. The property is present zoned Estates. Mr. Hogan asked how much Estates zoning is actually needed for the $40,000 to $60,000 homes. Mr. Hogan presented a map showing the proposed use of the area. A report on the water table and soil profiles of the area was presented to the Planning Commission showing there are some water problems and an unstable "condition in the soil. The area is -served by city water and the Highland Hills Sanitation District. Felt this would be a cornmun- ity development. Mr. Hogan stated he felt the "C" is needed in this area. Mr. Hogan presented slides of mobile home parks and apart- ment areas showing what can be done. John Watson stated at this time he would refrain from any remarks and abstain from voting. Mr. Nix asked if anyone would like to make comments. The following people expressed their opposition to any zone change in the area at this time; Jule -Edgerton, Ed Beatty, President of Aims College, John Haley, Architects for Aims College, Wm. Heiss, Bill Elliott, Ed King, Clarence Sitzman, Frank Hummel, Robt Zoyiopoulos, Donna King, Doyle Bolenbaugh, Jack Darst, James Cowen, Jim Baab, Ralph Faber, Bill Nusser, Hoy Cameron, Virgil Singleton, George Bargelt. Mr. Harry Lewis of Western Mobile Homes and Mr. Thos. Opdyke spoke in favor of the zone change. 367 N • APPLICANT: Ray, William W. Dairy will be moved to this new location and a new barn be constructed. RESOLUTION: Be it therefore resolved to reommend approval of the site to the Board of County Commissioners. Motion by Mr. Watson, second by Mr. Bartels. A unanimous vote of "Aye". Motion carried. APPLICANT: Jack Miller SUBJECT: Building Inspector.
