HomeMy WebLinkAbout20242119.tiffRESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR EXPANDED FOOD AND NUTRITION EDUCATION PROGRAM (EFNEP), AND AUTHORIZE CHAIR AND CSU EXTENSION SERVICE OF WELD COUNTY TO SIGN - COLORADO STATE UNIVERSITY EXTENSION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for the Expanded Food and Nutrition Education Program (EFNEP) between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the CSU Extension Service of Weld County, and Colorado State University Extension, commencing upon full execution of signatures, with further terms and conditions being as stated in said memorandum of understanding, and WHEREAS, after review, the Board deems it advisable to approve said memorandum of understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for the Expanded Food and Nutrition Education Program (EFNEP) between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the CSU Extension Service of Weld County, and Colorado State University Extension, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair and Hannah Swanbom, Director of the CSU Extension Service of Weld County, be, and hereby are, authorized to sign said memorandum of understanding. CSU in partnership with Weld County Extension is looking to back -fill two positions in the Weld Office. These are CSU funded employees. What options exist for the Board? Approve MOU and sign the document. Consequences: Will not be able to rehire these positions. Impacts: Residents of Weld County who meet the program requirements will benefit. Cost (Current Fiscal Year/Ongoing or Subsequent Fiscal Years: No salary or benefit costs to the county. Recommendation: Please approve the MOU that has been reviewed and approved by legal. Perry L. Purpose. The purpose of this Memorandum of Understanding (MOU) is to establish a working relationship between Weld County Extension and Colorado State University Extension (CSU-E) EFNEP. II. Background. CSU-E EFNEP and Weld County Extension share similar goals of providing educational outreach to the citizens of Weld County. CSU-E EFNEP target low-income families through CSU Extension in counties across Colorado. III. Scope. This MOU serves as an arrangement between Weld County Extension and CSU-E EFNEP. IV. Details of Collaboration. The specifics of how to meet the needs of the CSU-E EFNEP program staff and Weld County Extension and are as follows: Educator Hiring Process During the Educator hiring process, CSU-E EFNEP will: o Facilitate the hiring process including recruitment, organizing search committee, application review process, interviews, background checks and job offers. o Create and distribute recruitment flyers in appropriate community/agency locations. o Send job description and customized recruitment flyer via email to County Director. o Place and pay for newspaper advertisements, if applicable. o Reserve room for interviews in county Extension office, if applicable. During the Educator hiring process, Weld County Extension will: o Hold date for interviews in county (County Director or their designee). o Help recruit an adequate applicant pool. o Help EFNEP Supervisor identify and place recruitment flyers in relevant agencies (health department, social services, WIC, food bank, SNAP office, community clinics, Employment First, Head Start, Laundromats, bus stops, etc.). o Provide names and phone number of local newspapers for advertising, if applicable. o Inform county staff about the hiring process and that applicants may be calling with questions. EFNEP will provide instructions for fielding hiring calls. o Participate in interviews (County Director or their designee). o Schedule time to greet/meet new hire(s) on first days of employment (County Director or their designee). Materials and Personnel CSU-E EFNEP will provide for the EFNEP Educator(s): o Educator salary and fringe o Hiring costs o All training including new staff training and staff development training 1 o2o„�G-ova COLORADO STATE UNIVERSITY EXTENSION r„..A Edf o All educational materials (curriculum, participant handouts and incentives, teaching materials and recipe preparation equipment) o CSU EFNEP Procurement Card for classroom food and food tasting supplies o Supervisor salary, fringe, and materials o Approved travel costs for educator and EFNEP Supervisor o Zoom account o Business cards o Nametag Weld County Extension will provide for the EFNEP Educator(s): o Office space o Desk/work surface and office chair o Locking file drawers o Access to land line phone and minimum long distance o Access to computer with a secure county network drive for electronic file storage, emails, webinar trainings, and zoom meetings/remote teaching o Access to secure, locking storage space for educational materials o Access to refrigerator/freezer/food prep space and locked storage of non-perishable foods o General office supplies o Postage o Weekly copying, scanning, printing o Administrative support o IT support Educator Support CSU-E EFNEP will: o Provide supervision of the educator including performance evaluation/management and help with HR related issues. o Communicate issues/concerns with the County Extension Director as necessary. Weld County Extension will: o Communicate any issues/concerns about the educator or the program(s) with the EFNEP Supervisor. o Provide input into the educator(s) performance appraisal. o Provide educator(s) and EFNEP Supervisor information on potential agency partners, helping to make contacts in the community. o Assist EFNEP in fostering rapport with local Extension Agents and encourage cross promotion of Extension programming. o Communicate any pertinent county business/information to the educator(s) and EFNEP Supervisor (copy EFNEP Supervisor on emails sent to educator, include EFNEP educator(s) and EFNEP supervisor on county Extension listsery and Microsoft Teams). V. The services and materials provided by each party of this MOU to the other party are in -kind. Neither party will pay the other party for their services. 2 COLORADO STATE UNIVERSITY EXTENSION Ef.NEE! VI. Parties intend this MOU to continue in effect until Parties decide to terminate it. Upon 30 days' written notice of termination from either Party, this MOU will terminate.
