RE: APPROVE MODIFICATION LETTER TO EXPENDITURE AUTHORIZATION AND
GRANT WORK PLAN FOR WORKFORCE INNOVATION GRANT FUNDS, AND
AUTHORIZE CHAIR AND DEPARTMENT OF HUMAN SERVICES TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Modification Letter to the Expenditure
Authorization and Grant Work Plan for Workforce Innovation Grant Funds between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, and the Colorado Department of Labor and
Employment, extending the end date of the period of performance form December 31, 2024, to
April 30, 2025, with further terms and conditions being as stated in said modification letter, and
WHEREAS, after review, the Board deems it advisable to approve said modification letter,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Modification Letter to the Expenditure Authorization and Grant
Work Plan for Workforce Innovation Grant Funds between the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Department
of Human Services, and the Colorado Department of Labor and Employment, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair, and Karina Amaya-Ragland,
Department of Human Services, be, and hereby are, authorized to sign said modification letter.

Brief description of the problem/issue: On October 19, 2021, the Board approved an Expenditure
Authorization and Work Plan for the Innovation Grant, known to the Board as Tyler ID# 2021-2910. The purpose
of the Innovation Grant is to provide funding to support creative exploration and project development that will
engage and raise the community's awareness of innovative ideas and projects, expand access to existing
programs, provide outreach and engagement, particularly to marginalized or disproportionately impacted
populations, and career coaching and navigation for individuals.
The Colorado Department of Labor and Employment (CDLE) has issued a Modification Letter to extend the
Period of Performance from December 31, 2024 to April 30, 2025.
What options exist for the Board?
Approval of the Innovation Grant Modification Letter with CDLE.
Deny approval of Innovation Grant Modification Letter with CDLE.
Consequences: The current Expenditure Authorization term will end on December 31, 2024
Impacts: Employment Services of Weld County will not have the benefit of Innovative Grant Program
services after December 31, 2024.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Funded through the Coronavirus State and Local Fiscal Recovery Funds as established by H.R. 1319
American Rescue Plan Act of 2021.
Term: December 31, 2024 through April 30, 2025.
Recommendation:
• Approval of the Modification Letter and authorize the Division and Chair to sign.
