WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, were
presented with a Petition for Abatement or Refund of Taxes for Account Number R2430203 at a
duly and lawfully called regular meeting held on the 23rd day of September, 2024, at which
meeting there were present the following members: Chair Kevin D. Ross, and Commissioners
Perry L. Buck, Mike Freeman, Scott K. James, and Lori Saine, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, with said Assessor, Brenda Dones, being present,
and taxpayer, Wizbon Investments, LLC, being represented by Stevens and Associates Cost
Reduction Specialists, Inc., not being present, and
WHEREAS, the Board of County Commissioners has carefully considered the attached
petition and is fully advised in relation thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Board concurs with the recommendation of the Assessor and

SUBJECT:
The subject property is a 7,544 square foot neighborhood retail center located at 1230 Main St in
Windsor in the parking lot of King Sooper with visibility from Main St. The building was built in 2004, is
of average quality, typical construction and sits on a 42,043 square foot parcel. The building is 100%
occupied with 3 tenants.
Abatement Request: The subject is being appealed by Stevens & Associates. The agent is requested
the value be lowered to $1,500,000.
Description and analysis of what was provided: The agent supplied 2021 and 2022 CAM expenses and
partial income for 2021 and 2022. The income provided was not complete for 2021 because it only
included income from of one of the four units and did not include the CAM received. The income
provided for 2022 did not include the CAM. The expenses provided for 2021 and 2022 include HOA fees
but this property is not located in an HOA. Leases for the subject were not provided but we had copies
of from a previous appeal. The agent also provided a "market" proforma using one rent comparable
located in the Safeway Shopping center across the street.
Market Approach: Sales of retail buildings in the Windsor market range between $321.47 to $347.59
per square foot. The mean is $333.48 per square foot and the median is $331.61 per square foot.
Comp 1: 1299 Main St, Windsor sold on June 4, 2021 for $1,700,000 or $321.24 per square foot. This is
a 5,292 sf multi -tenant building on 8,840 sf of land. This was built in 2008.
Comp 2: 7499 Westgate Dr, Windsor sold on December 10, 2021 for $1,950,000 or $347.59 per square
foot. This is 5,610 sf multi -tenant building on 38,951 sf of land. This was built in 2006.
Comp 3: 6638 W 10th St, Greeley sold on February 10,2020 for $2,250,000 or $331.61 per square foot.
This is a 6,785 sf multi -tenant building on 38,520 sf of land. This was built in 2013.
After adjusting for the differences between the subject and the comparables, the adjusted mean is
$333.48 per square foot and the adjusted median is $333.59 per square foot. By using $333 per square
foot, this creates a market value of $2,510,000.
Income Approach:
A search was conducted of retail leases signed in Windsor during the base period. Leases signed in the
immediate area of the subject are:

The subject leases, which were provided in a previous appeal, fall in the middle of the comparable
leases. By using market leases and a lease rate of $23.00 per square foot, 5% vacancy, 8% expenses
along with a 7% cap rate, this creates a market income value of $2,072,229 or $275 per square foot.
Reconciliation and Summary:
The three approaches to value were considered, but no consideration was given to the cost approach
since the subject is 18 years old. The market income, based on leases signed in Windsor during the base
period, comes in at $2,166,421 or $287 per square foot. The market value, based on sales of similar
retail properties, is $2,510,000 or $333 per square foot. Both income and market received
consideration when determining value, with income getting more weight. The subject is currently
valued at $2,187,760 or $290 per square foot. It is recommended that the current value be held.
