ALONG WITH THE DRAWBACKS COME THE INCENTIVES WHICH ATTRACT URBAN DWELLERS TO RELOCATE TO RURAL AREA OPEN VIEWS. SPACIOUSNESS WILDLIFE LACK OF CITY NOISE AND CONGESTION AND THE RURAL ATMOSPHERE AND WAY OF LIFE WITHOUT NEIGHBORING FARMS. THOSE FEATURES WHICH ATTRACT URBAN DWELLERS TO RURAL WELD COUNTY WOULD QUICKLY BE GONE FOREVER AGRICULTURAL LASERS OF LAND SHOULD NOT BE EXPECTED TO CHANGE THEIR LONG ESTABLISHED AGRICULTURAL PRACTICES TO ACCOMMODATE THE INTRUSIONS OF URBAN USERS INTO A RURAL AREA WELL -RUN AGRICULTURAL ACTIVITIES WILL GENERATE OFF SITE IMPACTS. Prior to Planning Commission, the applicant had requested to shift the layout of the solar panels. Staff supported the change as it further supported the compatibility of the area. Since Planning Commission, the applicant has requested an additional change to the solar panel layout, and has requested to change the access location to be off of County Road 31. Planning Staff received the updated map yesterday afternoon. Staff is requesting that this case be referred back to staff for further review of the proposed changes, as well as proper notification of the surrounding property owners who are further impacted by haul routes, the panel locations, and the access location.
