The Weld County Board of Health met on April 23, 2024, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft Teams.
Those present included:
Board Members: Tom Cope, Doug Printz, Fred Hepner, Michael Wailes, Linda Kautz, and Bree
Lukens.
Others: Katie Sall and Lauren Light from Environmental Health, Abby Houghton, MPHE,
Environmental Health Specialist II, Weld County Department of Public Health and environment,
Jason Chessher, Executive Director, Weld County Department of Public Health & Environment.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Linda Kautz to approve the
agenda. Doug Printz seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the March 26, 2024, meeting. A motion was made to approve by
Doug Printz, Bree Lukens seconded the motion and the motion was carried unanimously.
ADMINISTRATIVE REPORT: Jason Chessher mentioned that budget is in the middle of
development and 2025 budget will include a couple of health nurses positions to be filled, not asking
for taxpayers funds, TB cases are increasing, transferring alternate site from Longmont to Ft Lupton
we hope it will be more demand in Ft Lupton clinic and expand to maybe 5 days a week the Med-Van
will be delivered in December and for all 3 items will consume for time of health nurses. He also
mentioned that Avian influenza has been identified in cattle from Texas and at least one person has
tested positive after being in contact with infected livestock, no cases reported in Colorado for now.

Biosolids Renewal:
Denali Water Solutions - Katie Sall presented 8 biosolid renewal applications.
No public comment or concerns were received. Environmental Health recommends approval.
DS -1700003, DS -1700006, DS -1700007, DS -1800005, DS -1800006, DS -1800007, DS -1900005, and DS -2300002.
A motion was made by Tom Cope to approval the renewals. Linda Kautz seconded the motion, and
the motion was carried unanimously.

PRESENTATIONS
Abby Houghton, MPHE, Environmental Health Specialist II Weld County Department of Public
Health and environment presented a slideshow of the Body Art Program.
Abby gave some tattoo statistics 32% of Americans have a tattoo and about 69% in honor of loved
ones, more women than men with majority aged 30-49 years of age. The purpose of the program is to
establish the safe and sanitary practice of body art, the environment in which it is performed and for
equipment utilized during these procedures. This program was developed in 2003 with 36 licensed
facilities currently, all tattooing, piercing, microblading, PMU are inspected once per year and
inspections results are available online for the public. Some of the required rules & regulations
include client records, facility/operational reqs, exposure control plan, instrument/sterilization, also
the body art artist(s) must have BBP, Hep B vaccines, PIC, employee info, access to facility & license
posted.
Staff Discussion:
Lauren Light mentioned thanked Fred Hepner for his time volunteering to BOH, his year is
done and there's an opening for District 6 volunteer if any of the members know anyone that would
be interested to let her know.
Meeting was adjourned at 9:39 am. Next meeting is May 28, 2024.
