RE: APPROVE QUALIFIED APPRENTICESHIP INTERMEDIARY APPLICATION AND
AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO SIGN AND SUBMIT
ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Qualified Apprenticeship Intermediary
Application from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado
Department of Labor and Employment, Division of Apprenticeships, Office of the Future of Work,
commencing May 17, 2024, with further terms and conditions being as stated in said application,
and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Qualified Apprenticeship Intermediary Application from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, to the Colorado Department of Labor
and Employment, Division of Apprenticeships, Office of the Future of Work, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that Karina Amaya-Ragland, Department of
Human Services, be, and hereby is, authorized to electronically sign and submit said application.

Brief description of the problem/issue: The Department is requesting to submit an application to become a
Qualified Apprenticeship Intermediary. Qualified Apprenticeship Intermediaries are organizations operating in
Colorado that play a crucial role in expanding or enhancing our state's Registered Apprenticeship System
through their support of career seekers, apprentices, employers, and/or Sponsors. Apprenticeship Colorado is
recognizing Qualified Apprenticeship Intermediaries for their contributions to our dynamic Registered
Apprenticeship system as a strategy to accelerate the growth of high -quality job opportunities in the state and
to attract new talent to in -demand occupations. Once recognized as a Qualified Apprenticeship Intermediary,
we will be uniquely positioned to support and accelerate Registered Apprenticeship expansion in Colorado and
will be eligible for competitive funding opportunities and other benefits.
This application is due by May 17th, 2024.
What options exist for the Board?
• Approval of the Qualified Intermediary Application submission.
• Deny approval of Qualified Intermediary Application submission.
Consequences: Employment Services of Weld County will not apply for the Qualified Intermediary
designation.
Impacts: Employment Services of Weld County will not be eligible for these funding opportunities
and benefits to service Weld County clients.

The purpose of Intermediary's in Registered Apprenticeships is
to focus on supporting, enhancing, and expanding opportunities
for talent and industry. By focusing on talent, we can ensure
career seekers/apprentices, especially those facing barriers to
employment, have the resources they need to enroll and
complete their apprenticeship program. By working closely with
employers, we can connect them with the State Apprenticeship
Agency as well as provide financial support and other resources
to create and sustain their programs.

partnership with Larimer County Economic and Workforce
Development (LCEWD), NoCo Works is an umbrella serving
both Weld and Larimer counties and it is easy to support
businesses in both counties, collaborating with one another as
appropriate.

Employment Services of Weld County plans to contribute to
Colorado's Registered Apprenticeship System by continuing to
educate business about the benefit of Registered
Apprenticeship Programs (RAPs) and, when possible, provide
funding to support the implementation of their program. Through
our Employment & Training teams, ESWC will support job
seekers with Related Training Instruction, On -the -Job Learning,
and/or Supportive Services to complete their desired RAP. Over
95% of Workforce Innovation and Opportunity Act (WIOA) Adult
participants are part of a Statutory Priority of Service group, so
serving underrepresented populations should not be an issue.

The Weld County Workforce Development Board (WCWDB)
adopts the top eleven (11) industries as in -demand and, as
agriculture continues to be a driver of the economy, the
WCWDB elects to deem this as an in -demand industry, as well.
The top 11 are Government; Construction; Accommodation and
Food Services; Health Care and Social Assistance; Other
Services (except Public Administration); Retail Trade;
Manufacturing; Professional, Scientific, and Technical Services;
Administrative, Support, Waste Management and Remediation;
Mining, Quarrying, and Oil and Gas Extraction; and
Transportation and Warehousing.
The Weld County Board of County Commissioners (BOCC), the
Weld County Workforce Development Board (WCWDB), and
Employment Services of Weld County (ESWC) have been an
innovative engine in the development and implementation of
employment and training programs since the late 1970's.
A few successful initiatives include: the creation of a Nuclear
Radiology Technician Certification with Aims Community
College, North Colorado Medical Center (NCMC), and Poudre
Valley Hospital. Workforce Innovation in Regional Economic
Development (WIRED), which focused services and developed
training specific to the needs of employers in the energy and
sustainable energy sectors. Sustainable Manufacturing Sector
Initiative, which focused services and training towards
manufacturing/advanced manufacturing industry sector's needs.
In conjunction with Larimer County Economic and Workforce
Qualified Apprenticeship Intermediary Application
Development (LCEWD), five (5) Sector Partnerships have been
successfully launched in the last ten (10) to fifteen (15) years.

industry lead, ESWC is present at all partnerships and is readily
available to support business in engaging in the development of
career pathways and Work -Based Learning opportunities.

ESWC provides services to employers of all sizes. However, we
work closely with the East Colorado Small Business
Development Center, as well as Chambers of Commerce
throughout Weld and Larimer Counties and can quickly partner
with small, minority, or women owned businesses. Regarding
rural business, it is important to note that Weld County is vast,
coming in at 4,016 square miles. Most of the towns within Weld
County are designated as rural, whereas Greeley is the only
Metropolitan Statistical Area.
ESWC's goal for industry engagement for Registered
Apprenticeships is to educate employers on Registered
Apprenticeship Programs, recruit program participants to enroll
in apprenticeship programs, and as funding allows, support
these participants by funding Related Training Instruction,
Supportive Services, and On -the -Job Learning.

ESWC offers job description services, hiring events, and
screening services to employers at no cost. Our support
includes connecting potential apprentices with employers and
providing ongoing assistance to participants, including case
management for youth, women, and other diverse or non-
traditional groups including individuals facing barriers to
employment. Our tailored support ensures all participants,
regardless of background, have the opportunity to succeed in
apprenticeship programs. This includes guidance on
recruitment strategies to attract diverse talent pools, retention
initiatives to support apprentices throughout their training, and
completion strategies to ensure apprentices successfully finish
their programs.
ESWC supports the recruitment of non-traditional and
underrepresented populations. This is demonstrated by 52.38%
of participants enrolled in a registered apprenticeship program
are a part of the underrepresented population.

ESWC facilitates connections between potential apprentices

with the Colorado Apprenticeship Hub, ESWC engages with

needs. We then refer interested employers to our regional Hub
consultant, who provides further information and directs them to
Apprenticeship Colorado as appropriate.

As in agency, in Program Year 22, 35.39% of Adult participants
were receiving public assistance and 34.45% were considered
low income. Additionally, 62.01% were considered basic skills
deficient, 17.21% identified as an individual with a disability,
12.99% were older individuals, and 20.78% were single
parents. Although only 4.55% identified as a New American or
having cultural barriers, it is important to note that Weld County
is home to the Immigrant and Refugee Center of Northern
Qualified Apprenticeship Intermediary Application
Colorado and that ESWC is a Significant Migrant Seasonal
Farmworker Office so there is significant opportunity to enroll
underrepresented populations in apprenticeships.

As previously mentioned, the Weld County Board of County
Commissioners (BOCC), the Weld County Workforce
Development Board (WCWDB), and Employment Services of
Weld County (ESWC) have been an innovative engine in the
development and implementation of employment and training
programs since the late 1970's.
As the One -Stop Center, ESWC is home to several programs
that do not fall under the USDOL umbrella. These include
AmeriCorps (Chainsaw Crew), Child Care (Eligibility and
Provide Recruitment), Colorado Works (Temporary Assistance
for Needy Families work program), Employment First (work
program for Supplemental Nutrition Assistance Program
recipients), Veterans Service Office, and TIGHT, an initiative
with the Weld County Child Welfare Division. Our expertise in
serving a wide variety of populations has proven successful by
meeting performance measures, receiving best practice
accolades, etc.
ESWC is also home to two (2) mandated partners, the Division
of Vocational Rehabilitation and Jobs for Veterans State Grant
so warm hand-offs are an automatic given. Partnerships
throughout Weld and Larimer counties also ensure ESWC is
successful in serving persons with barriers to employment as
we consistently braid funding and minimize duplication of
services.
ESWC's goal for career seekers/apprentices is to educate them
on their career path options, provide assessments to help
gauge their interests and aptitude, enroll them in education and
training to include Registered Apprenticeship Programs' Related
Training Instruction and On -the -Job Learning. Depending on
funding, ESWC may be able to fully support the aforementioned
items, as well as Supportive Services to ensure the participants
success.
