A public hearing was conducted on December 18, 2024, at 10:00 a.m., with the following present:

The following business was transacted:
= I hereby certify that pursuant to a notice dated November 26, 2024, and duly published
November 29, 2024, in the Greeley Tribune, a public hearing was conducted to consider the
request of Olson Bros, LP, and Spring Meadows Development, LLC, do Roger Olson, for a Site
Specific Development Plan and Planned Unit Development Final Plan Minor Amendment,
PUDF24-0004, to the Spring Meadows PUD (PUDF22-0004) to include 1041 WOGLA uses on
Lot 5 and further clarify uses on Lots 1-4. Karin McDougal, Deputy County Attorney, made this a
matter of record.
El Chair Ross reviewed for the applicant and the public, the procedures to follow should this
case result in a tie vote due to four (4) Commissioners being present and Commissioner James
being excused.
El Maxwell Nader, Department of Planning Services, presented a brief summary of the proposal
and provided the general location of the site. He indicated the language for Lots 1-4 will be
modified to remove the residential specification and referenced the WOGLA Permits that were
conditionally approved, on Lots 4 and 5, on October 9, 2024. He noted access updates for the
WOGLA Permits will be reflected on the PUD plat and relayed the applicant has shown
compliance with Section 27-2-10.K of the Weld County Code. Mr. Nader displayed images of the
site and surrounding views.

H. Kelsey Bruxvoort, AGPROfessionals, represented the applicant, and presented a PowerPoint
presentation (Exhibit B), which showed a vicinity and property map, the requested plat note
changes, and the requested change to the access.
Fri No public testimony was offered concerning this matter.
El After reviewing, the Board made no changes to the Conditions of Approval.
11 In response to Chair Ross, Ms. Bruxvoort indicated she had, on behalf of the applicant,
reviewed, and agreed to abide by, the Conditions of Approval, as presented.
El Commissioner Saine moved to approve the request of Olson Bros, LP, and Spring Meadows
Development, LLC, c/o Roger Olson for a Site Specific Development Plan and Planned Unit
Development Final Plan Minor Amendment, PUDF24-0004, to the Spring Meadows PUD
(PUDF22-0004) to include 1041 WOGLA uses on Lot 5 and further clarify uses on Lots 1-4, based
on the recommendation of Planning staff, with the Conditions of Approval, as presented. The
motion was seconded by Commissioner Freeman, and it carried unanimously. There being no
further discussion, the hearing was completed at 10:13 a.m.
This Certification was approved on the 6th day of January, 2025, by the newly nominated and
approved Board of Commissioners for 2025.
