IN ERIE
A public hearing was conducted on September 18, 2024, at 10:00 a.m., with the following present:

The following business was transacted:
Ej I hereby certify that pursuant to a notice dated August 13, 2024, and duly published
August 16, 2024, in the Greeley Tribune, a public hearing was conducted to consider the request
of St. Scholastics Catholic Parish in Erie, for a Site Specific Development Plan and Use by Special
Review Permit, USR21-0024, for a Church (church, associated classroom, rectory, and office
spaces) outside of subdivisions and historic townsites in the A (Agricultural) Zone District.
Karin McDougal, Deputy County Attorney, made this a matter of record.
El Chris Gathman, Department of Planning Services, presented a brief summary of the proposal,
described the history of the property and application, and pointed out the location of the site. He
stated there will be two (2) access points, one (1) on the adjacent property to the west, and one (1)
access on the far eastern end of the property. He also noted the proposed relocation of the church
building and septic system, explained the facility is proposed to be served by the Left Hand Water
District and a new septic system, and relayed a water tap availability request form and commercial
supplemental form is required. Mr. Gathman explained three (3) to four (4) full-time personnel will
be onsite from 9:00 a.m. to 5:00 p.m., daily, with various Mass services held throughout the week.
He stated the facility will be accessed by up to 40 people during the afternoon and evening,
Monday through Friday, with an estimated 150 people in attendance on Saturday and 350 people
in attendance on Sunday. He explained a portion of State Highway 52 is located within the
boundary of Lot B of Recorded Exemption, RE -1345, to the south of the property, which will be
donated to the Colorado Department of Transportation (CDOT), who stated they see no issues
with the access permitting process.

Lauren Light, Department of Public Health and Environment, relayed the Left Hand Water
District provides water to the site, which has an existing septic system sized for five (5) bedrooms,
which will be replaced and will require a Certificate of Occupancy once remodeling is complete.
She stated the Department has one (1) Condition of Approval (COA) and five (5) Development
Standards, and there are no outstanding items from the Department with the application.
El In response to Commissioner James, Mr. Gathman confirmed the access is not yet approved;
however, CDOT foresees no problems with the request. Melissa King explained CDOT has
approved the access location but has not yet permitted the location.
IE Father Robert Wedow, applicant, introduced himself. Karin McDougal, Deputy County
Attorney, reviewed the procedures to follow should this case result in a tie vote, due to four (4)
Commissioners being present and Chair Ross being excused. Father Wedow described the
history and vision of the church. In response to Commissioner James, Father Wedow confirmed
they are seeking a Use by Special Review (USR).
Tim Uhrik, TAIT and Associates, represented the applicant and clarified the access permit
approval has been received. In response to Commissioner James, Mr. Uhrik confirmed there are
no new net accesses.
In response to Chair Ross, Father Wedow, indicated they have reviewed, and agreed to abide
by, the Conditions of Approval and Development Standards, as presented.
The Board reviewed the Conditions of Approval and Development Standards and no changes
or corrections were made. In response to Commissioner James, Father Wedow acknowledged
his awareness of the requirements of the Mountain View Fire District.
El Commissioner Freeman moved to approve the request of St. Scholastica Catholic Parish in
Erie for a Site Specific Development Plan and Use by Special Review Permit, USR21-0024, for a
Church (church, associated classroom, rectory, and office spaces) outside of subdivisions and
historic townsites in the A (Agricultural) Zone District, based on the recommendations of Planning
staff and the Planning Commission, with the Conditions of Approval and Development Standards,
as presented. The motion was seconded by Commissioner Saine, and it carried unanimously.
There being no further discussion, the hearing was completed at 10:19 a.m.
