WELD COUNTY COUNCIL
November 18, 2024
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, November 18, 2024, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
e The meeting was called to order by President Nancy Teksten. Councilmembers Elijah
Hatch, Cindy Beemer, James Welch and Trent Leisy were present, constituting a quorum of
members. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Leisy made a motion to approve the agenda, seconded by Councilmember
Hatch, and the motion carried.
APPROVAL OF DOCUMENTATION:
Approval of October Minutes
Councilmember Beemer made a motion to approve the October minutes, seconded by
Councilmember Leisy, and the motion carried.
REVIEW PROGRAM:
Carly Koppes, Clerk and Recorder
Ms Koppes gave a presentation regarding the 2024 general election. Voter turnout was
182,397 voters out of 233,849. Ms. Koppes said Weld was one of the top counties in the state
for turnout.
Of the votes, 91 percent were mailed in with 9 percent of people voting in person. New this
election was jail voting, required by the state. Turnout at the jail was low with only about 200
people voting.
Ms. Koppes employed 303 election judges, 11 temporary workers and 7 full-time employees. Her office
handled 328 different ballot styles with two special districts.
An outside team conducts an audit of the voting process and Koppes said that so far, Weld County has
never seen a discrepancy.
An automatic recount must be held for House District 19 as it was separated by 123 votes. Every ballot
needed to be rescanned by Dec. 6, but Koppes predicted the winner would not change.
More than 1,000 military and overseas ballots were sent out and the clerks office received more than
700.
Voting information must be retained by the clerk's office for 25 months.
Election integrity has been a hot topic in recent years, Koppes said. Her office must keep voter
registration up to date through many methods. Employees undergo a lot of security training and
cybersecurity knowledge.

Life of a Ballot
Receiving/Sig Ver.
Receiving - Main
responsibility of the Receiving
Board is the chain of custody.
Responsible for checking the
chain of custody along with
the initial count of ballots
coming in from USPS, 24 Hr.
Drop Boxes, and Voter
Service and Polling Centers.
Signature - Main responsibility
of the Signature Verification
Board is the security of the
election.
Responsible for comparing
voter's signature on the
voter's mail ballot to what is
on file and identify any
discrepancies.
Opening
The Opening board is
responsible for making sure
your voted ballot is kept
secret. This board opens the
envelopes and separates
the return envelope and
the voted ballot.
They also make sure there is
no damage to the returned
ballots before sending them
to the Counting Board.
Counting
The Counting board isthe
board who runs the;bafot's
through the ballot�sc scanners;
and adjudicates ar

The adjudication judges

Adjudication and Duplication
■ Adjudication: If the scanner is not 100% sure how to count any of the
voter's marks, it will send it over to the adjudication process. Our bi-
partisan teams will review and tele the system how to record the vote':.
An audit log is created of each decision made and is also audited by
another bi-partisan team of election judges.
■ Duplication: A team of four bi-partisan election judges make up. the
Duplication board.
■ If for whatever reason the ballot will not be able to go through the.
scanner, for example, coffee spill or a toddler drawing, the bdllbtb.
taken over to the duplication board to create a replacement ballot:to
be scanned,
■ One judge reads the ballot as one judge watches, one judge marks the
ballot on the ballot marking device as one judge watches. After the
ballot has been created the judges switch and review the original
ballot to the replacement ballot.

number. The replacement ballot will be scanned, and the original
ballot will be stored.

Risk -limiting Audit (RLA)
■ RLAs - conducted by bipartisan audit boards in each county usin tStdtewide
RLA software. These are audits which are independent of votin equipment
or manufactures, ensure election results accuracy within a
■ Example - a 5% risk limit means there's at least 95% chance of,,feting4
correcting any errors.

■ RLA Software - the software used calculates the number of ballois to be
audited, randomly selecting the ballots in the audit sample, allows audit
boards to enter choices, and calculates if the risk -limit has been achieved.
