RE: HEARING TO ALLOW PUBLIC INPUT CONCERNING THE 2024 ANNUAL ACTION
PLAN AND ITS PROPOSED USE OF CDBG FUNDS FOR INFRASTRUCTURE
IMPROVEMENTS, PUBLIC FACILITIES, PUBLIC SERVICES, HOUSING
PRESERVATION, AND GENERAL GRANT ADMINISTRATION
A public hearing was conducted on June 10, 2024, at 9:00 a.m., with the following present:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem

Commissioner Lori Saine

Ei The following business was transacted:
I hereby certify that pursuant to a notice dated May 6, 2024, and duly published May 8, 2024, in
the Greeley Tribune, a public hearing was conducted concerning the 2024 Annual Action Plan
and its proposed use for infrastructure improvements, public facilities, public services, housing
preservation, and general grant administration. Bruce Barker, County Attorney, made this a matter
of record.
Elizabeth Relford, CDBG Program Manager, alongside Cynthia Martin, CDBG Analyst,
indicated the 2024 Annual Action Plan to carry out the vision of the 2021-2025 Consolidated Plan.
Ms. Relford stated the CDBG Program has received funding, in the amount of $1,211,301.00, of
which, approximately 20% of said funding will be set aside for administration costs associated
with the program. She clarified the amount left over is approximately $969,000.00 to award and
allocate for various improvement projects. Ms. Relford stated there is a mandatory 30 -day
comment period for any input regarding projects that are then submitted to the U.S. Department
of Housing and Urban Development (HUD), to which they have 45 days to review the plan and
request additional information, if needed.
In response to Commissioner Saine, Ms. Relford clarified administration costs are capped at
20%, as it is not allowed to go beyond that.

Commissioner James moved to approve the 2024 Annual Action Plan. Seconded by
Commissioner Buck, the motion carried unanimously.
There being no further discussion, the hearing was completed at 10:07 a.m.
