WELD COUNTY COUNCIL
October 21, 2024
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, October 21, 2024, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
ti The meeting was called to order by President Nancy Teksten. Councilmembers Cindy
Beemer, James Welch and Trent Leisy were present, constituting a quorum of members. Elijah
Hatch had an excused absence. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Leisy made a motion to approve the agenda, seconded by Councilmember
Welch, and the motion carried.
APPROVAL OF DOCUMENTATION:
Approval of September Minutes
Councilmember Beemer made a motion to approve the September minutes, seconded by
Councilmember Leisy, and the motion carried.
Approval of Resolution 232: Commissioner Salaries
Councilmember Leisy made a motion to approve Resolution 232, seconded by Councilmember
Beemer, and the motion carried.
REVIEW PROGRAM:
Brigitte Grimm, Treasurer & Public Trustee
Ms. Grimm and her Deputy Treasurer, Renee Fielder, gave an overview of the duties and
responsibilities of thetreasurer's office.
Their team consists of 11 employees, 8.5 in the treasurer's office and 2.5 in the public trustee's
office.
The statutory duties of the treasurer include sending tax notices; distributing funds to tax
authorities; investing county funds; acting as a public trustee and implementing legislative
updates. There are more than 400 taxing authorities including 17 schools and 29 fire
departments.
When considering investing county funds, the treasurer looks at safety, liquidity and yield.
Statutory duties of a public trustee includes managing the foreclosure process and acting as a
mediator between a property owner and the lender.

Bills
Councilmember Beemer made a motion to approve bills, it was seconded by Councilmember
Leisy and carried. The bills were paid as follows:
o Weld County Phone Bill for September $25.00
o Second quarter RTTP, Prairie Mtn. Media $132.00
ADJOURNMENT:
By acclamation, the meeting was adjourned at 7:52 p.m.
