RE: 2025 FINAL BUDGET FOR WELD COUNTY, COLORADO
A public hearing was conducted on December 2, 2024, at 9:00 a.m., with the following present:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro -Tern
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine - EXCUSED
Also present:
Clerk to the Board, Esther E. Gesick
County Attorney, Bruce Barker
Director of Finance and Chief Financial Officer, Cheryl Pattelli
Budget Manager, Jennifer Oftelie
The following business was transacted:
I hereby certify that pursuant to a notice dated November 20, 2024, and duly published
November 22, 2024, in the Greeley Tribune, a public hearing was conducted to consider the 2025
Final Budget for Weld County, Colorado.
Cheryl Pattelli, Director of Finance and Chief Financial Officer, stated the proposed
Resolution sets the mill levy at 15.956 mills, or $306,639,837.00, and includes a mill credit of
6.082 mills.
IR No public testimony was offered concerning this matter.
la Commissioner Freeman moved to approve Setting the Mill Levy at 15.956 mills for 2025.
The motion was seconded by Commissioner James, which carried four (4) to zero (0), with
Commissioner Saine excused.
in Chair Ross introduced Final Reading of Ordinance #261, Summarizing Expenditures and
Revenues for Each Fund and Adopting a Budget for Weld County, Colorado, for the calendar year
2025. Commissioner James moved to read Ordinance #261 by title only, and seconded by
Commissioner Buck, the motion passed four (4) to zero (0), with Commissioner Saine excused.
Bruce Barker, County Attorney, read said ordinance title for the record.
le Cheryl Pattelli, Director of Finance and Chief Financial Officer, explained there have been no
changes to the Ordinance since Second Reading, and she detailed the revenue in the available
fund balance amounts to $1,281,317,427 and expenses are $563,251,102.00. The
Commissioners commended Ms. Pattelli and Jennifer Oftelie, Budget Manager, for the
tremendous amount of work accomplished to produce a sound budget.

IR Commissioner James moved to approve Ordinance #261 on final reading, the motion was
seconded by Commissioner Freeman, and it passed four (4) to zero (0), with Commissioner Saine
excused.
There being no further discussion, the hearing was completed at 9:36 a.m.
This Certification was approved on the 16th day of December, 2024.
