WELD COUNTY COUNCIL
January 22, 2024
The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at 6:30 p.m., Monday, January 22, 2024, at the Weld County
Administration Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
e The meeting was called to order by President James Welch. Councilmembers
Cindy Beemer, Elijah Hatch and Trent Leisy were present, constituting a quorum of
members. Councilmember Nancy Teksten had an excused absence. Also present was
Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Leisy made a motion to approve the agenda, seconded by
Councilmember Hatch and the motion carried.
APPROVAL OF DOCUMENTATION:
Approval of December 2023 Minutes
Councilmember Hatch made a motion to approve the December 2023 minutes,
seconded by Councilmember Leisy and the motion carried.
REVIEW PROGRAM:
There was none.
PUBLIC COMMENT:
Bob Grand of Keenesburg asked for a follow up to his question from last month regarding
Commissioner Lori Saine. Mr. Grand wants to know why Commissioner Saine is not
supervising a county department like her fellow commissioners.
OLD BUSINESS:
There was none.
NEW BUSINESS:
Set Dates for 2024 Meetings
Councilmember Hatch made a motion to accept the meeting dates as follows, seconded
by Councilmember Beemer and the motion carried.
The meeting dates are as follows:

Assign Review Programs for 2024
Councilmember Beemer made a motion to assign review programs, seconded by
Councilmember Leisy and the motion carried.
The review programs are assigned as follows:
Jan. 22
Feb. 26 — Planning and Zoning — Councilmember Elijah Hatch
March 18 — District Attorney — Councilmember Cindy Beemer
April 15 — Sheriff - Councilmember James Welch
May 20 — Justice Services - Councilmember Trent Leisy
June 17 — Extension - Councilmember Nancy Teksten
July 15 — Finance - Councilmember James Welch
August 19 — Human Resources - Councilmember Cindy Beemer
September 16 — Clerk and Recorder - Councilmember Cindy Beemer
October 21 — Treasurer - Councilmember Elijah Hatch
November 18 — Veterans Services - Councilmember Trent Leisy
December 16 — Commissioners — Councilmember Nancy Teksten

Coordinator Reports/Councilman Reports
Councilmember Beemer said she met with Councilmember Welch to discuss
processes for establishing salary guidelines. She said they thought a work session
would be necessary.
Councilmember Welch said they are going to run tentative plans by County Attorney
Bruce Barker to make sure all is in compliance with open records laws and they will
bring a formal adoption to Council's next meeting on February 26.
Bills
Councilmember Beemer made a motion to approve bills, it was seconded by
Councilmember Hatch and carried. The bills were paid as follows:
o Weld County Phone Bill for December $25.00
Elect New President and Vice -President
Councilmember Leisy made a motion to elect Councilmember Hatch president, it was
seconded by Councilmember Hatch and received ayes from Councilmembers Leisy and
Hatch, nays from Councilmembers Welch and Beemer, and died due to lack of majority
vote.
Councilmember Welch made a motion to elect Councilmember Beemer president, it was
seconded by Councilmember Beemer and received ayes from Councilmembers Welch
and Beemer, nays from Councilmembers Leisy and Hatch, and died due to lack of
majority vote.
Councilmember Leisy made a motion to elect Councilmember Teksten president, it was
seconded by Councilmember Welch, was approved unanimously and carried.
Councilmember Beemer made a motion to elect Councilmember Hatch vice-president,
it was seconded by Councilmember Welch and carried.
ADJOURNMENT:
By acclamation, the meeting was adjourned at 7:13 p.m.
