TEN WEST APARTMENTS LLC 10/31/2024 Attn Brenda Dones RE 2023 Abatement received 10/25/2024 R8963458 Ten West Apartments LLC 730 W Market St Akron, OH 2O23 Assess •=rs Value $79,198,928 (N$3OO,OOO/unit) SUBJECT: The subject property is an apartment complex, constructed in 2020, located on the north side of 10th St between 59th Ave and 71St Ave in Greeley It is a 264 -unit complex with 13 buildings totaling 252,025 sf and is located on a 442,236-sf (10 15 -ac) parcel Abatement Request: The petition for abatement or refund of taxes was submitted by Thomas E Downey, Jr of Downey & Associates, P C as attorney and agent for Ten West Apartments LLC Mr Downey requested to conform the 2023 value to the value established during the 2024 protest ($73,920,000, "$280,000/unit) The 2023 abatement petition was submitted after conclusion of the 2024 appeal with the assessor's office The 2024 value was adjusted to $73,920,000 after discussion of the market sales and gross rent multiplier (GRM) as a unit of comparison Description and Analysis The subject property is classified as multi -family residential real property The market approach was the only approach considered for the original value and in discussion with the petitioner Our office reviewed market sales in comparison to the subject property and this resulted in a recommendation to reduce the subject value Market Approach: Three properties were selected for comparison to the subject property The properties are located in Greeley and Johnstown and sold during the 18 -month data collection period preceding the June 30, 2022, appraisal date The properties were selected for comparison based on proximity to the subject, age and number of units Comparable property 1 is the sale of the subject property 6600 8th St in Greeley The property sold on 11/29/2021 for $79,845,315 ($302,400/unit) Through the 2024 appeal it was discovered this sale price was based on an appraisal completed for the lender The appraisal included assumptions regarding projected rents after stabilization and a Cap rate to determine the income approach The market sales included in the appraisal ranged from $264,700/unit to $294,900/unit The adjusted sale price of the subject is $74,000,000 ($280,000/unit) Comparable property 2 is located at 5100 Ronald Reagan Blvd in Johnstown It is a 254 -unit apartment complex located on a 456,276-sf (10 47 -ac) parcel and was constructed in 2014 The property sold for $71,000,000 ($279,500/unit) on 5/25/2021 Comparable property 3 is located at 5070 Exposition Way in Johnstown It is a 236 - unit apartment complex located on a 371,092-sf (8 51 -ac) parcel and was constructed in 2018 The property sold for $70,210,000 ($297,500/unit) on 3/23/2021 The comparable sales range from $279,500/unit to $280,000/unit The subject is most comparable to sales 1 and 2.
