HomeMy WebLinkAbout20241045.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, MAY 1, 2024 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 1, 2024, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Kevin D. Ross, Chair — EXCUSED Commissioner Perry L. Buck, Pro-Tem Commissioner Mike Freeman Commissioner Scott K. James — EXCUSED Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Controller, Chris D'Ovidio lEri MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of April 17, 2024, as printed, Commissioner Saine moved to approve. Commissioner Freeman seconded the motion and it carried unanimously. ▪ AMENDMENTS TO AGENDA: Commissioner Saine moved to remove the15-minute time limit and majority vote provisions under 'Public Comment'. There being no second, the motion failed. There were no additional amendments to the Agenda. • CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Saine seconded the motion and it carried unanimously. El PROCLAMATIONS: 1) FOSTER CARE MONTH - MAY 2024: Chair Pro-Tem Buck read the proclamation for the record. Jamie Ulrich, Director of the Department of Human Services, thanked the Board for their support and recognition of youth in foster care in Weld County. She highlighted the tremendous efforts of her department to drastically reduce the number of children and youth in foster care over the past five (5) years throughout Weld County. Ms. Ulrich recognized the foster care families, community partners, and staff who were present. Each Commissioner, in turn, extended their gratitude and appreciation for the support given to families who provide safe and stable homes. (Clerk's Note: The group gathered for a photo opportunity.) Minutes, Wednesday, May 1, 2024 Page 1 2024-1045 BC0016 2) OLDER AMERICANS' MONTH - MAY 2024: Chair Pro -Tern Buck read the proclamation for the record. Tami Grant, Deputy Director of the Department of Human Services, echoed Ms. Ulrich's appreciation to the Board for their support in the recognition of older adults in communities throughout Weld County and took the opportunity to highlight the work of the Area Agency on Aging Advisory Board and community partners. She shared the Older Americans Act was approved in 1965, and the 2024 theme, "Powered by Connection," showcases the importance of supporting older adults in the community. Ms. Grant recognized staff and Area Agency on Aging Advisory Board members who were present. In turn, each Commissioner expressed their appreciation to the people recognized that support the community through various programs and resources for seniors in Weld County. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - APRIL 30, 2024: Commissioner Saine moved to approve the General Warrants, as printed. Commissioner Freeman seconded the motion and it carried unanimously. le BIDS: 1) APPROVE BID #B2400066, INFOBLOX MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Toby Taylor, Purchasing Department, stated five (5) bids were received and after review, staff recommends selecting the lowest bidder who met specifications, Zivaro, Inc., for a total amount of $74,823.44. Commissioner Saine commended staff for their work done on this, and the following item, of business. Commissioner Saine moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. 2) APPROVE BID #B2400067, CISCO MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated three (3) bids were received and reviewed staffs recommendation to select Zivaro, Inc., the lowest bidder meeting specifications, for a total amount of $193,743.73. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Saine, and it carried unanimously. 3) APPROVE BID #62400074, CLASS 6 AGGREGATE BASE SUPPLY - DEPARTMENT OF PUBLIC WORKS: Mr. Taylor introduced Holcim as the low bidder selected by staff and confirmed they met all specifications, with said bid amounting to $12.00 per ton, sourced through the Greeley plant location. He noted the anticipated usage is 44 tons to remain within the budget that has been allocated. Commissioner Saine moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. El 4) PRESENT BID #B2400068, DELL MAINTENANCE AND SUPPORT BEST AND FINAL OFFER (BAFO) — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated three (3) bids were received and staff will make a recommendation on May 15, 2024. El 5) PRESENT BID #B2400075, GUARDICORE MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated three (3) bids were received and staff will make a recommendation on May 15, 2024. Ei 6) PRESENT BID #B2400076, GREELEY SAND AND SALT SHED REPAIR - FACILITIES DEPARTMENT: Mr. Taylor stated three (3) bids were received and staff will make a recommendation on May 15, 2024. Minutes, Wednesday, May 1, 2024 Page 2 2024-1045 BC0016 7) PRESENT BID #B2400078, SOUTHWEST SERVICE CENTER STOREFRONT DOOR REPLACEMENT - FACILITIES DEPARTMENT: Mr. Taylor stated two (2) bids were received and staff will make a recommendation on May 15, 2024. • NEW BUSINESS: 1) CONSIDER CERTIFICATION LETTERS IN SUPPORT OF SEXUAL ASSAULT VICTIM ADVOCATE (SAVA) CENTER 2024 IMPROVE CRIMINAL JUSTICE RESPONSE (ICJR) PROGRAM GRANT APPLICATION AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Michael Rourke, 19th Judicial District Attorney, explained victim's experiences with the criminal justice system and described a need for a stronger support system to provide information, guidance, and resources. Amanda Olivier, Director of the SAVA Center, stated victim services are funded at the crisis and pre-trial stages, but indicated support is lacking during the post -conviction process. She gave a brief overview of the services provided by SAVA and proposed a solution by providing an adult and youth post -conviction specialist to help victims understand the notifications they receive and guide them through the post -conviction process. Mr. Rourke clarified there is no financial obligation from the County and his request is simply for letters of support from the Board. Commissioner Freeman moved to approve said certification letters and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Saine, who stated she is glad the 19th Judicial District Attorney's Office received funding not related to this matter the week prior. There being no further discussion, the motion carried unanimously. • 2) CONSIDER STANDARD FORM OF AGREEMENT FOR PROFESSIONAL SERVICES FOR CASE MANAGEMENT AGENCY (CMA) SUPPORTS INTENSITY SCALE (SIS) ASSESSMENTS, PROVIDER LIST, AND RATES, BETWEEN THE DEPARTMENT OF HUMAN SERVICES AND VARIOUS PROVIDERS, AND AUTHORIZE CHAIR TO SIGN AGREEMENTS CONSISTENT WITH SAID FORM: Ms. Ulrich stated the agreement offers the Supports Intensity Scale (SIS) for proper placement of clients engaged with the Case Management Agency (CMA). Commissioner Saine moved to approve said standard form, provider list, rates, and authorize the Chair to sign agreements consistent with said form. The motion was seconded by Commissioner Freeman, and it carried unanimously. - --- 3) CONSIDER CONTRACT ID #8062 MEMORANDUM OF UNDERSTANDING FOR WELD COUNTY YOUTH CONSERVATION CORPS SERVICES AT 2024 WELD COUNTY FAIR AND AUTHORIZE CHAIR PRO-TEM, DEPARTMENT OF HUMAN SERVICES, AND WELD COUNTY FAIR BOARD TO SIGN: Ms. Ulrich stated the memorandum of understanding (MOU) allows the Weld County Youth Conservation Corps to provide livestock setup and teardown services for the Weld County Fair from July 20, 2024, through July 28, 2024. Commissioner Freeman moved to approve said MOU and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Saine, and it carried unanimously. • 4) CONSIDER CONTRACT ID #8063 TWO-YEAR COUNTY PERSONNEL AND MERIT SYSTEM CERTIFICATION FOR WAGNER-PEYSER ACT FUNDED EMPLOYMENT SERVICES, AND AUTHORIZE CHAIR PRO-TEM, DEPARTMENT OF HUMAN SERVICES, AND WORKFORCE DEVELOPMENT BOARD TO SIGN: Ms. Ulrich stated the certification verifies the County adheres to Senate Bill, SB 23-233, concerning operation of the Wagner-Peyser Act Program. Commissioner Freeman moved to approve said certification and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Saine, and it carried unanimously. Minutes, Wednesday, May 1, 2024 Page 3 2024-1045 BC0016 El 5) CONSIDER CONTRACT ID #8073 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE THE CHAIR PRO-TEM TO SIGN - RHONDA JOHNSON: Ms. Ulrich stated the contract is for a new foster care provider located in Albuquerque, New Mexico. Commissioner Saine moved to approve said contract and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. • 6) CONSIDER CONTRACT ID #8085 MEMORANDUM OF UNDERSTANDING FOR COLLABORATIVE MANAGEMENT PROGRAM (CMP) WITH VARIOUS AGENCIES AND AUTHORIZE CHAIR PRO-TEM, DIRECTORS OF DEPARTMENTS OF HUMAN SERVICES AND PUBLIC HEALTH AND ENVIRONMENT, AND CONTROLLER TO SIGN ELECTRONICALLY: Ms. Ulrich stated the memorandum of understanding (MOU) outlines bylaws and performance measures for the Collaborative Management Program (CMP). Commissioner Saine moved to approve said MOU and authorize the Chair Pro-Tem to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. • 7) CONSIDER APPLICATION FOR 2025/2026 MULTIMODAL PROJECT DISCRETIONARY GRANT (MPDG) PROGRAM AND MEGA GRANT PROGRAM, AND AUTHORIZE DEPARTMENT OF PUBLIC WORKS TO SIGN AND SUBMIT ELECTRONICALLY: Elizabeth Relford, Interim Director of the Department of Planning Services, requested the Board's approval to submit the application and obtain federal discretionary funding under the 2025/2026 Multimodal Project Discretionary Grant opportunity for the Colorado Interstate 76 (1-76) and County Road (CR) 8 interchange and to build new structures over the BNSF Railway in this location. She explained the application is in collaboration with BNSF Railway and the Colorado Department of Transportation (CDOT), with BNSF Railway contributing $36 Million in private matching funds towards the $180 Million estimated project costs. Ms. Relford noted the County's federal funding request is, therefore, $144 Million. Commissioner Freeman moved to approve said application and authorize the Department of Public Works to sign and submit electronically. The motion was seconded by Commissioner Saine, and it carried unanimously. • 8) CONSIDER CONTRACT ID #7982 SOLE SOURCE AGREEMENT FOR MATERIALS OR EQUIPMENT FOR DUST SUPPRESSANT AND ROAD STABILIZATION PRODUCTS, AND AUTHORIZE CHAIR PRO-TEM TO SIGN - ENVIROTECH SERVICES, LLC: Mr. Taylor stated the Department of Public Works desires to purchase Durablend and BaseBind products for their dust mitigation program, and explained the sole source process. He revealed Envirotech Services, LLC, is the sole provider because they own the patents for these products and recommended approval for the total amount of $451,500.00. Commissioner Saine moved to approve said agreement and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. • 9) CONSIDER TEMPORARY CLOSURE OF CR 77 BETWEEN CRS 100 AND 120: Amy Mutchie, Department of Public Works, stated the closure will begin on May 20, 2024, and go through October 18, 2024, with a two (2) day temporary opening from June 14, through June 16, 2024, to allow traffic for attendance at the Earl Anderson Memorial Rodeo located in Grover, Colorado. She indicated this is part of the second phase of roadway improvements for County Road 77, which includes bridge work, culvert upgrades, and road reconstruction. Ms. Mutchie reviewed details regarding the detour routes and stated message boards will be used during the project. Commissioner Freeman thanked staff for their consideration for the Grover community. Commissioner Freeman moved to approve said temporary closure. The motion was seconded by Commissioner Saine, and it carried unanimously. e PUBLIC COMMENT: 1) Lyn Tausan, City of Greeley resident, offered her comments to the Board, with response from Commissioner Saine.
