RE: APPROVE MODIFICATION LETTER TO EXPENDITURE AUTHORIZATION AND
WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)
REEMPLOYMENT SERVICES AND ELIGIBILITY ASSESSMENT (RESEA) PROGRAM,
AND AUTHORIZE CHAIR PRO-TEM AND DEPARTMENT OF HUMAN SERVICES TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Modification Letter to the Expenditure
Authorization and Work Plan for Workforce Innovation and Opportunity Act (WIOA)
Reemployment Services and Eligibility Assessment (RESEA) Program between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, and the Colorado Department of Labor and
Employment, commencing September 30, 2024, and ending March 31, 2025, with further terms
and conditions being as stated in said modification letter, and
WHEREAS, after review, the Board deems it advisable to approve said modification letter,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Modification Letter to the Expenditure Authorization and Work
Plan for Workforce Innovation and Opportunity Act (WIOA) Reemployment Services and Eligibility
Assessment (RESEA) Program between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, and the Colorado Department of Labor and Employment, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair Pro-Tem and
Karina Amaya-Ragland, Department of Human Services, be, and hereby are, authorized to sign
said modification letter.

Brief description of the problem/issue: On August 26, 2020, the Board approved an Expenditure Authorization
and Work Plan for the Reemployment Services and Eligibility Assessment (RESEA) Grant, known to the Board as
Tyler ID#2023-3546. The RESEA Grant funding is provided to orient selected participants to Employment
Services of Weld County's (ESWC's) Workforce Centers and/or partner agencies, quickly reemploy participants
through comprehensive early intervention strategies, and reduce the average duration that participants collect
unemployment insurance benefits.
The Colorado Department of Labor & Employment (CDLE) has issued a Modification Letter to extend the Period
of Performance from September 30, 2024 through March 31, 2025.
What options exist for the Board?
Approval of the RESEA Grant Modification Letter with CDLE.
Deny approval of RESEA Grant Modification Letter with CDLE.
Consequences: The current RESEA Grant term will end on September 30th, 2024.
Impacts: ESWC will not have the opportunity to defray the costs associated with internal Activity and
would be required to utilize their limited Federal resources.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Funded through Colorado Department of Labor & Employment Grant funding.
Period of Performance: September 30, 2024 through March 31, 2025.
