We have reviewed the proposed material changes for USR21-0024 referral for a Site Specific
Development Plan and Use by Special Review Permit for a church on a 9.5 -acre parcel located in
Section 31, Township 2 North, Range 68 West and since there are no proposed changes to the water
supply for the church the previous comments from the December 14, 2021 email to the county still
apply. Therefore, as previously mentioned our office does not have any comments or concerns
regarding the water supply.

Good morning,
The applicant has proposed material changes to the layout of the site which was submitted for
review in February 2023. The proposed changes include:
1. Removing the western access through the adjacent property.
2. Proposed improvements and disturbances within the floodplain/floodway have been
removed.
3. Proposed right-in/right-out was shifted further to the west and is now approximately 50
feet from the eastern property line (maximum distance allowed by CDOT).
4. The parking lot has been modified to accommodate the access shift.
5. Added acceleration and deceleration lanes
6. Updated the Traffic Study to reflect the removal of the western access.
The revised application material has been submitted to https://aca-
prod.accela.com/WELD/Default.aspx for your review. Attached is a revised Referral Form
for you to submit any comments/concerns you may have. Please reply by July 2, 2024. If you

Hi Chris,
We have reviewed the USR21-0024 referral dated December 13, 2021 for a Site Specific Development
Plan and Use by Special Review Permit for a church on a 9.5 -acre parcel located in Section 31,
Township 2 North, Range 68 West.
This referral does not appear to be a subdivision. There are no permitted wells on the property. The
proposed water supply source is service from the Left Hand Water District. Therefore our office does
not have any comments or concerns regarding the water supply.
