On August 1, 2024, the Air Pollution Control Division will begin a 30 -day public notice period for the
following revisions to General Permits:
General Permit GP01, Version 6 - Oil Et Gas Industry Condensate Storage Tank Batteries;
General Permit GP02, Version 4 - Oil Et Gas Industry Natural Gas Fired Reciprocating
Internal Combustion Engines;
General Permit GP05, Version 5 - Oil Et Gas Industry Produced Water Storage Tank
Batteries;
General Permit GP06, Version 4 - Diesel Fuel -Fired Reciprocating Internal Combustion
Engines;
General Permit GP07, Version 4 - Oil Et Gas Industry Hydrocarbon Liquid Loadout;
General Permit GP08, Version 4 - Oil & Gas Industry Storage Tanks;
General Permit GP09, Version 3 - Oil Et Gas Well Production Facilities;
General Permit GP10, Version 4 - Oil and Gas Well Production Facilities;
General Permit GP11, Version 3 - Oil and Gas Industry Routine or Predictable Gas
Venting Emissions.

Thank you for assisting the Division by posting a copy of this notice in your office. A public copy of this
notice is required by Colorado Air Quality Control Commission regulations. The notice must be available
for public inspection for a period of thirty (30) days from the beginning of the public notice period.

Notice Period Begins: August 1, 2024
The Colorado Air Pollution Control Division has determined that the following proposed general
permit updates warrant public comment. Therefore, the Air Pollution Control Division of the Colorado
Department of Public Health and Environment hereby gives NOTICE, pursuant to Section 25-7-
114.5(5), C.R.S. of the Colorado Air Quality Control Act that modifications to existing general permits
are to be issued for the following proposed permits:
Permits Include:
General Permit GP01, Version 6 - Oil Et Gas Industry Condensate Storage Tank Batteries;
General Permit GP02, Version 4 - Oil Et Gas Industry Natural Gas Fired Reciprocating Internal
Combustion Engines;
General Permit GP05, Version 5 - Oil a Gas Industry Produced Water Storage Tank Batteries;
General Permit GP06, Version 4 - Diesel Fuel -Fired Reciprocating Internal Combustion Engines;
General Permit GP07, Version 4 - Oil a Gas Industry Hydrocarbon Liquid Loadout;
General Permit GP08, Version 4 - Oil Et Gas Industry Storage Tanks;
General Permit GP09, Version 3 - Oil Et Gas Well Production Facilities;
General Permit GP10, Version 4 - Oil and Gas Well Production Facilities;
General Permit GP11, Version 3 - Oil and Gas Industry Routine or Predictable Gas Venting
Emissions.
These general permits have been revised to address, amongst other changes, the following updates:
Colorado's recent reclassifications of the ozone non -attainment areas.
New regulations and updates to AQCC Regulation Number 3, Number 7 a Regulation 26.
Revisions to monitoring frequencies, facility -wide emission limitations, nomenclature, and
formatting to provide consistency among general permits and Division policy.
Revisions to address requirements prescribed Regulation Number 3, Part B, III.D.1. as it relates
to National Ambient Air Quality Standards (NAAQS), including revisions to Alternative
Operating Scenarios (AOS).
Clarifications to the General Permit registration approval process.

Colorado Regulation Number 3, Part B, Section 111.1. gives the Division authority to issue General
Permits. The Division has proposed to issue revisions to General Construction Permits GP01, GP02,
GP05, GP07, GP08, GP09, GP10, and GP11 and GP06.
The division hereby solicits submission of public comments from any interested person concerning
the specific revisions proposed to these general permits. The division will receive and consider
written public comments for thirty (30) calendar days after the date of this notice. The division
requests that comments be limited to the changes proposed. The division may not respond to
comments submitted that are outside the scope of these proposed revisions. Comments may be
submitted using the following options:
