Ross, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Mike Freeman — EXCUSED Commissioner Scott K. James Commissioner Lori Saine Also present: Acting Clerk to the Board, Jan Warwick Deputy County Attorney, Karin McDougal Department of Planning Services representative, Diana Aungst The following business was transacted: Ei I hereby certify that pursuant to a notice dated November 21, 2024, and duly published November 24, 2024, in the Greeley Tribune, a public hearing was conducted to consider the request of Jeremy and Tanya Klausner, for a Site Specific Development Plan and Planned Unit Development Final Plan Minor Amendment, PUDF24-0002 (formerly known as PF-1129), to remove a building envelope on Lot 3, Block 2 of The Home Ranch PUD. Karin McDougal, Deputy County Attorney, made this a matter of record. Diana Aungst, Department of Planning Services, presented a summary of the proposal, sign posting, and location of the site. She stated 12 referrals were sent out and six (6) agencies responded. She explained the applicant received approval from the Homeowners' Association (HOA) to build an outbuilding, which is outside the building envelope, which requires the removal of the building envelope. She described the number and size of lots, and explained removal of the building envelope will not affect surrounding land uses. Ms. Aungst shared the PUD is located within the three (3) mile referral area of the Towns of Severance and Windsor, both of which stated no conflicts with their interest. Ms. Aungst displayed images of the site and stated no plat recording is required; however, the Resolution of the Board should be recorded. Jeremy Klausner, applicant, reiterated this is not the first application for removal of a building envelope within the Home Ranch PUD, and the HOA Architectural Committee has approved the request. In response to Chair Ross, Mr. Klausner indicated they have reviewed, and agreed to abide by, the Conditions of Approval, as presented. El The Board reviewed the Conditions of Approval (COA), and no changes or corrections were made. Commissioner James moved to approve the request of Jeremy and Tanya Klausner for a Site Specific Development Plan and Planned Unit Development Final Plan Minor Amendment, PUDF24-0002 (formerly known as PF-1129), to remove a building envelope on Lot 3, Block 2 of The Home Ranch PUD, based on the recommendations of Planning staff. The motion was seconded by Commissioner Buck, and it carried four (4) to zero (0).
