RE: APPROVE AGENCY PARTNER MEMORANDUM AND AUTHORIZE CHAIR TO SIGN -
A PRECIOUS CHILD
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agency Partner Memorandum
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and A Precious
Child, commencing upon full execution of signatures, and ending January 31, 2027, with further
terms and conditions being as stated in said memorandum, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Agency Partner Memorandum between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Human Services, and A Precious Child, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said memorandum.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of October, A.D., 2024.

PASS -AROUND TITLE: Memorandum of Understanding between the Weld County Department of Human
Services and A Precious Child
DEPARTMENT: Human Services DATE: October 22, 2024

Brief description of the problem/issue: The Department is requesting to enter into a Memorandum of
Understanding (MOU) with A Precious Child, a non-profit organization. A Precious Child assists children and
families dealing with abuse, neglect, crises, and poverty through partnerships with agencies throughout
several counties, including Weld. The purpose of this MOU is to outline the parameters for WCDHS clients to
access services provided through A Precious Child's programs and services.
The Board entered into a prior MOU with A Precious Child on January 24, 2024, known to the Board as Tyler
ID# 2024-0198, which will expire on January 31, 2025. This request will have a term from February 1, 2025 to
January 31, 2027 and will supersede the current MOU.
What options exist for the Board?
Approval of the MOU between WCDHS and A Precious Child.
Deny approval of MOU between WCDHS and A Precious Child.
Consequences: WCDHS will not have a MOU in place with A Precious Child.
Impacts: WCDHS will not be able to refer clients to A Precious Child for the services they provide.

Total cost = This is a non -financial MOU.

Agency Partner Memorandum between A Precious Child and Weld County
Department of Human Services
I. Purpose
This Memorandum of Understanding ("MOU") outlines the guidelines and requirements for
partnership with A Precious Child to foster effective collaboration and maximize benefit to the
community.
II. Shared Commitment
By issuing this memorandum, A Precious Child and the Agency Partner commit to the
following:
1. Non -Discrimination: Refraining from discrimination on the basis of race, color, sex,
gender identity, pregnancy, marital status, familial status, veteran status, immigration status,
asylee/refugee status, religion, disability, sexual orientation, marital status, ancestry, or
national origin.
2. Dignity and Respect: Treating all clients, staff, volunteers, and stakeholders of both
organizations with dignity and respect.
3. Timely and Effective Communication: Maintaining open and clear communication
channels via agency and program updates, the notification of personnel changes,
troubleshooting when issues arise, and other actions as needed to drive effective
collaboration.
Ill. A Precious Child's Commitments
Agency Partners are encouraged to refer clients to any of the eight programs offered by A
Precious Child, ensuring comprehensive support based on individual needs. A Precious Child
commits the following to its Agency Partners:
1. Provide programs and services to Agency Partners and their clients, based on eligibility,
availability, and funding. Programs and services may include:
a. The provision and distribution of essential goods and resources via the
Empowerment Resource Center, Satellite Resource Centers, and bulk
distributions.
b. The provision of resource navigation services to clients who shop at the
Empowerment Resource Center.
c. Seasonal programming, including Fill A Backpack, the giveSPORTS Equipment
Drive, and Precious Gift.
d. Indivicual and group Opportunity Funds, including giveARTS, giveSPORTS, and
Edussentials Opportunity Funds.
e. Precious Mentor and Precious Pathways Workforce Readiness programming.

2. Provide Agency Partners with access to the Agency Partner Portal to:
a. Submit electronic referrals on behalf of their clients eligible to shop at A Precious
Child's Empowerment Resource Center for resources and services free of
charge, based on availability and funding.
b. Schedule an Agency Partner Shopping Visit to shop at the Empowerment
Resource Center on their client's behalf.
c. Submit electronic referrals on behalf of their clients eligible for the Precious
Mentor Program.
3. Provide access to Opportunity Funds and Precious Pathways applications and referrals.
4. Facilitate communication via the monthly Agency Partner newsletter and meetings, ad
hoc training and meetings, and other means of communication.
IV. Agency Partner's Good Standing Commitments
By signing this memorandum, the Agency Partner commits to maintaining a status of Good
Standing and acknowledges that maintaining this status requires the following:
1. Agency Partners commit their responsibility to properly determine client eligibility. All of
A Precious Child's programs and services have the following eligibility criteria:
a. Have primary residence in A Precious Child's 8 -county service area: Adams,
Arapahoe, Broomfield, Boulder, Denver, Douglas, Jefferson, and Weld.
b. Meet one of the two criteria for demonstrated need:
1. Have a family income that equates to 300% or below the Federal Poverty
Level. Proof of this can be demonstrated by:
a. Enrollment in Medicaid or CHIP
b. Qualification for free or reduced lunch
c. Qualification for government assistance (SNAP, TANF, WIC,
CCAP, etc.)
d. Paystub (Please refer to the 2024 Federal Poverty Level
Guidelines).
2. Need emergency support due to experiencing domestic abuse,
asylee/refugee status, foster placement, house fire, or flooding.
c. Additionally, eligibility varies by age for some of A Precious Child's programs.

2. Keep A Precious Child informed with a primary organization contact (name, phone, and
email). This person will share updates with A Precious Child and communicate A

Precious Child's updates to the Agency Partner's staff.
3. Attend the Annual Agency Partner Meeting and other relevant meetings for the programs
your agency is accessing.
4. Complete data submissions within 15 days after an event/distribution, or in the event
of a seasonal programming distribution, 15 days after the program ends.
5. Highlight collaboration with A Precious Child when publishing content, that involves
goods and services that A Precious Child provided, via the Agency's social media,
newsletter, annual report, etc.
6. Agencies are strictly prohibited from selling goods received from A Precious Child for
monetary or any other kind of profit.
7. Adherence to Shared Commitments as outlined in Section II.
V. Probation Period
If the Agency does not maintain its commitments, they will be placed on a probation period of
30 days to rectify their Good Standing status. During this time, they will not be able to refer
clients through the Agency Partner Portal nor receive goods, distributions, and services. The
deactivation will remain in effect until requests are completed and a determination is made by
A Precious Child to reinstate the partnership. If the Agency reobtains their Good Standing
status, they will regain access to programs and services.
VI. Termination of Partnership
The Agency may cancel this partnership for any reason by giving written notice of their
intention by email to AgencyPartners@APreciousChild.org.
A Precious Child reserves the right to suspend or cancel partnerships under conditions including
but not limited to:
1. Loss of 501(c)(3) status
2. Abuse of the referral process
3. Mistreatment of clients, staff or volunteers
4. Not recognizing A Precious Child for their support in media communications, if
applicable
5. The agency or associated individuals engaged in illegal activities. A Precious Child
reserves the right to terminate this partnership immediately and without prior notice.
Prior to any such termination for good cause, A Precious Child will notify the Agency that they
are no longer within Good Standing of the partnership and a 30 -day opportunity to cure will be
provided.
V. Final Agreement and Signatures

This partnership becomes effective upon the completed execution of the MOU and will remain in
effect until the given expiration date.
The Memorandum of Understanding (MOU) is required to be signed by the Agency's Weld
County Board of County Commissioners, Chair, and it will be signed by the Chief Operating
Officer at A Precious Child.
This Memorandum of Understanding with Agency Partner Memorandum between A Precious
Child and Weld County expires on January 31st, 2027.
By signing below, the parties acknowledge and agree to the terms and conditions outlined in
this Memorandum of Understanding.
