MINUTES WELD COUNTY COUNCIL December 16, 2024 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, December 16, 2024, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Nancy Teksten. Councilmembers Elijah Hatch, Cindy Beemer, James Welch and Trent Leisy were present, constituting a quorum of members. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilmember Leisy made a motion to approve the agenda, seconded by Welch, and the motion carried. APPROVAL OF DOCUMENTATION: Approval of November Minutes Councilmember Beemer made a motion to approve the November minutes, seconded by Councilmember Leisy, and the motion carried. Approval of 3. Quarter Report to the People Councilmember Beemer made a motion to approve the 3. Quarter RTTP, seconded by Councilmember Leisy, and the motion carried. REVIEW PROGRAM: Kevin Ross, Chair, Board of County Commissioners Mr. Ross gave an overview of the commissioner's office. He explained how the county implemented a new Workday platform for employee use. He said it was a huge overhaul and took many hours to implement, going live July 1. During the legislative session last year, a bill was carried to improve how the Department of Human Services operates by implementing new software. Weld County failed its air quality test. Mr. Ross said commissioners learned that pollutants from oil and gas is ranked number 8, while vehicular traffic is the number 1 air pollutant. The county has been working with a consultation company regarding a compensation study. Salaries and compensation packages were reevaluated in an effort to make Weld County an employer of choice. The number of people employed by the county has risen to 1,900. The county has also been working to educate Denver on the importance of agriculture and energy production in Weld County. The county leads the state in agriculture and energy production in the state. The county worked on coordinated plan agreements with municipalities to ensure urban development belongs within municipalities. Veterans services was relocated from the clerk and recorder building to the human services department. Appointments are now scheduled faster and veterans services are more efficient. The first State of the County was held and was well received, Mr. Ross said. The county has also been working on a master plan for facility upgrades. Buildings were assessed for age, location and condition. He said a new justice services building, including a CotsklAun;CoL+ onS O2/03/25 2025-0337 courthouse is needed and the county is figuring out where that building will be located. Mr. Ross said Weld is the third fastest growing county in the country. The county is constantly working to accommodate that growth, he said. The budget was approved December 1, noting that assessed value dropped by 20 percent. The county went from an estimated budget of $24 billion to $19 billion. Two new commissioners joined the board in 2025, Jason Maxey and Lynette Pepler. The county continues to work on proper well cleanup sites and air quality. For more information, see Addendum 1.
