Request and Justification Verizon Wireless, the nation's largest wireless telecommunication provider with over 109 million subscribers, has determined that wireless coverage and capacity near Grover along County Road 390 near County Road 118 is unreliable. Demand for wireless data from smartphones and traffic at this location, has increased and put additional demands on the wireless communications network. To address the issue, Cellco Partnership d/b/a Verizon Wireless is proposing a new wireless telecommunication facility be constructed at this location. Verizon Wireless is committed to serving its customers and the community by providing the optimum level of service and is mandated by the FCC to provide wireless communication services for the benefit of the public good. This requires the development of communication sites to provide this service. Adequate service to the residents and travelers in this area of Weld County cannot be maintained without the proposed facility. The need for this site was determined by Verizon Wireless Radio Frequency Engineers as network coverage and capacity gaps were identified in this area as evidenced by customer complaints and engineering testing. Given that Verizon Wireless' digital technology operates at extremely low power, it is critical that key network sites, like this one, be maintained at precise locations and height. This site will become critical to the Verizon Wireless network and will handle a significant amount of call and data traffic one it is operational. This investigation was performed in general accordance with our verbal proposal and written authorization to proceed. Our work consisted of subsurface exploration, laboratory testing, engineering analyses and preparation of this report. This report includes our recommendations relating to the geotechnical aspects of the project's design and construction. The conclusions and recommendations stated in this report are based on the subsurface conditions found at the location of our exploratory boring at the time our exploration was performed. Our findings, conclusions, and recommendations should not be extrapolated to other areas or used for other projects without our prior review. Furthermore, they should not be used if the site has been altered without Martinez Associates' prior review to determine if these recommendations remain valid. Project Description: As currently planned, the site construction will include a self -supported cellular transmission tower and equipment platform. The proposed self -supported tower will be approximately 250 feet in height and may be supported on either a drilled shaft or pad footing beneath each leg or on a single large pad foundation system. Maximum vertical loading at the base of the tower will be in the range of 9 to 45 kips, the maximum lateral force will be 6 to 40 kips and maximum overturning moment will range from 6,800 to 18,000 inch -kips. The equipment platform will be supported on a reinforced slab with downturned edges. Foundation loads on the equipment platform are anticipated to be relatively light. We understand vertical movement of the tower and equipment platform foundation is not critical. Purpose and Scope: The purpose of our investigation was to explore and evaluate subsurface conditions at the tower location and, based on the conditions found, develop recommendations relating to the geotechnical aspects of project design and construction. The underlying subsurface soils consisted of gravelly sand to a depth of about 30 feet underlain by sandy silt to the maximum depth of exploration. No bedrock was encountered on the site to the maximum depth of exploration. Field penetration data indicates that the clay soils were very stiff in consistency, the gravelly sand soils were medium dense in relative density and the silt was stiff in consistency. Laboratory test results indicate that the near surface clay soils have a low expansive potential at in -situ moisture contents. Groundwater was not observed in the test boring at the time of field exploration, nor when checked immediately after drilling. These observations represent only current groundwater conditions, and may n ot be indicative of other times, or at other locations. Groundwater levels should be expected to fluctuate with varying seasonal and weather conditions. Tower Foundation: As presently planned, the proposed self -supported tower may be supported on e ither drilled shafts or isolated footings beneath each leg. Should other foundation systems appear to be more economical, Martinez Associates can provide supplemental recommendations for an alternate foundation. Skin friction of 150 psf can be used for design of either uplift or compression loads. For this project, use of a minimum shaft diameter of 24 inches is recommended. Drilling to design depth should be possible with conventional single flight power augers. Shafts will probably remain open without stabilizing measures. However, the concrete should be placed soon after completion of drilling and cleaning. Due to potential sloughing and raveling, foundation concrete quantities may exceed calculated geometric volumes. Concrete with slump in the range of 6 to 8 inches is recommended. If casing is used for shaft construction, it should be withdrawn in a slow continuous manner maintaining a sufficient head of concrete to prevent infiltration of water or the creation of voids in the concrete. The concrete should have a relatively high fluidity when placed in cased holes or through a tremie. Free -fall concrete placement in drilled shafts will only be acceptable if provisions are taken to avoid striking the concrete on the sides of the hole or reinforcing steel. The use of a bottom -dump hopper, or an elephant's trunk discharging near the bottom of the hole where concrete segregation will be minimized, is recommended. Shaft bearing surfaces must be cleaned prior to concrete placement. A representative of the geotechnical engineer should observe the bearing surface and shaft configuration. For a footing foundation system, the footings may be designed for a maximum bearing pressure of 2,500 psf. The design bearing pressure applies to dead loads plus design live load conditions. The design bearing pressure may be increased by 1/3 or as allowed by local code when considering total loads that include wind or seismic conditions. Footings should be placed a minimum of 36 inches below finished grade for frost protection and to provide confinement for the bearing soils. If unsuitable bearing soils are encountered in footing excavations, the excavations should be extended deeper to suitable soils. The footings could be extended to bear directly on the deeper soils or the excavation backfilled with engineered fill or lean concrete backfill placed in the excavations. For lateral load and overturning design of footing pads, an equivalent fluid pressure of 300 psf/ft for the soils is recommended for materials along the footing above any free water surface. For footing pads, a coefficient of base friction of 0.35 can be used for resistance of lateral loads. The passive pressures and coefficient of base friction are ultimate values; therefore, an appropriate factor of safety should be applied in the design. If the soil conditions e ncountered differ significantly from those presented in this report, supplemental recommendations will be required. Equipment Platform: As presently planned, the proposed equipment platform will be supported on a reinforced slab -on -grade with downturned edges. Based on the subsurface conditions encountered, we believe the slab bearing upon the undisturbed soils and/or engineered fill may be designed for a maximum allowable bearing pressure of 3,000 psf. The design bearing pressure may be increased for transient loads such as wind or seismic by 1/3 or as allowable by local building code. The slab -on -grade placed at grade will be subject to freezing conditions. Therefore, we do not recommend deepening the down turned edges of the slab to below frost depth as this will likely create additional stress in the slab. Should site grading be needed for the platform, the native soil fill and any new fill placed for footing or slab support should be compacted to a minimum of 95 percent of the maximum density defined by ASTM D698, at a moisture content within 2 percent of the optimum water content. Total movement of the footings and slab resulting from structural loads and soil conditions is estimated to be on the order of 1 to 2 inches. Differential movement should be about %2 to % of the total movement, provided infiltration of water from any source is minimized. As additional movement of the foundation and slab may occur should water infiltrate the soils, proper drainage around the structures must be provided in final design and construction. Foundations and slabs should be reinforced as necessary to reduce the potential for distress caused by differential foundation movement. Foundation excavations should be observed by the geotechnical e ngineer. If the soil conditions encountered differ significantly from those presented in this report, supplemental recommendations will be required. Seismic Considerations: Based upon the nature of the subsurface materials, a Site Class D should be u sed for the design of the structure for the proposed project (2015 International Building Code, Section1613.3.2). The project site is located in a seismic area with a mapped maximum short period (Ss) and 1 -second period (Si) ground motion, respectively, of 0.119g and 0.0.47g as indicated by the US Geologic Survey design maps summary report for the 2015 International Building Code. The site coefficients, Fa and F,,, for the same periods are 1.6 and 2.4, respectively. Foundation Concrete: The concentrations of water-soluble sulfates measured in the laboratory on the shallow samples varied from 0.006 to 0.021 percent. This concentration of water-soluble sulfates represents a Class 0 degree of sulfate attack on concrete exposed to these geologic materials. The degree of attack is based on a range of Class 0 (negligible) to Class 3 (very severe) as described in the American Concrete Institute (ACI) Standard 201.2R, "Guide to Durable Concrete". Based on these sulfate tests, the soils present a very low potential for sulfate attack on concrete. Therefore, sulfate resistant concrete mix designs are not required per ACI. Corrosion Potential: The pH and electrical resistivity was determined for selected samples. Test results measured pH value of 7.8 (considered slightly basic). Minimum resistivity measurements were 4000 and 6300 ohm -centimeters. A qualified corrosion engineer should review this data to determine the appropriate level of corrosion protection.
