Staff finds that this Use by Special Review is consistent with Section 23-2-220.A.
Section 23-2-220.A.1. - That the proposal is consistent with Chapter 22 of this Code and any other
applicable code provision or ordinance in effect.
Section 23-2-220.A.2. - That the proposal is consistent with the intent of the district in which the use is
located.
Section 23-2-220.A.3. - That the uses which would be permitted will be compatible with the existing
surrounding land uses.
Section 23-2-220.A.4. - That the USES which would be permitted will be compatible with future
development of the surrounding area as permitted by the existing zoning and with the future
development as projected by Chapter 22 of this Code or Master Plans of affected municipalities.
S ection 23-2-220.A.5. - That the application complies with Articles V and Xl of this Chapter if the
proposal is located within an Overlay Zoning District or a Special Flood Hazard Area identified by maps
officially adopted by the County.

The Staff of the Weld County Oil and Gas Energy Department (OGED) appreciates the opportunity to
comment on the captioned planning case Staff has completed review of the proposal and have no
conflicts with the proposed activity We have included additional comments below
1 There is one active 1041 WOGLA Permit on the associated parcel, identified as
1041WOGLA23-0049 — Bison IV - Barracuda There are several oil and gas well sites in the area
surrounding the parcel
2 The parcel includes zero active oil and gas wells
3 The parcel includes one plugged and abandoned (PA) well listed in Table 2 below Additional
information regarding these plugged and abandoned wells is available from the Energy &
Carbon Management Commission (ECMC) OGED recommends that the Applicant review this
information and contact the responsible operator regarding well infrastructure that may have
been abandoned in place prior to conducting operations in proximity to the wells
