The grant will pay for two software renewals, Cellebrite UFED for PC ($6,450), SMS for Griffeye with Lace Carver ($2300), and two shielded Faraday bags ($1,000). The equipment and software are frequently used by analyst to process evidence related to child sexual exploitation. The Cellebrite UFED for PC software assists in processing large volumes of cellular data in an automated format increasing analyst efficiencies. Griffeye is a software program which is used on a forensic workstation to help process, analyze, and sort Child Exploitive Media Files. Lastly, the Faraday equipment is used to remove cell phones from the cellular network protecting the integrity of the evidence and preventing data on the phones from being deleted remotely. The board has approved the submission and acceptance of the ICAC grant for the past several years. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Authorize the Chair tb approve the grant request for $9750 • Deny Authorization to sign. This will result in increased cost to the County General Fund to provide this needed equipment and software. • Schedule a work session to discuss the options further. Congress has enacted many whistleblower protection statutes to encourage employees to report fraud, waste, and abuse. One such statute, 41 U.S.C. § 4712, applies to all employees working for contractors, grantees, subcontractors, and subgrantees on federal grants and contracts. In order to meet the conditions of some of the federal grants that Weld County receives, the department is required to provide written notice to employees of the rights and remedies provided by the statute noted above. This bulletin is being distributed to meet that requirement. Pursuant to 41 U.S.C. § 4712: An "employee of a contractor, subcontractor, grantee [or subgrantee] may not be discharged, demoted, or otherwise discriminated against as a reprisal for whistleblowing." In addition, whistleblower protections cannot be waived by any agreement, policy, form, or condition of employment. Whistleblowing is defined as making a disclosure "that the employee reasonably believes" is evidence of any of the following: Gross mismanagement of a federal contract or grant A gross waste of federal funds An abuse of authority relating to a federal contract or grant A substantial and specific danger to public health or safety A violation of law, rule, or regulation related to a federal contract or grant (including the competition for, or negotiation of, a contract or grant). To qualify under the statute, the employee's disclosure must be made to: A Member of Congress, or a representative of a Congressional Committee An Inspector General The Government Accountability Office A federal employee responsible for contract or grant oversight or management at the relevant agency A court or grand jury A management official or other employee of the contractor, subcontractor, grantee, or subgrantee who has the responsibility to investigate, discover, or address misconduct.
