MINUTES
HOUSING AUTHORITY
WELD COUNTY, COLORADO
MONDAY, JULY 22, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing
Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, July 22, 2024, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine
Also present:

Becky Gligo, Greeley Housing Authority, stated she is an interim consultant during the current
transitionary period following the retirement of Tom Teixeira, former Executive Director of the Greeley
Housing Authority. She indicated the Greeley Housing Authority Board is performing a national search
for the permanent executive director, who they hope to have hired within the next 60 days. Ms. Gligo
expanded, in response to the Greeley Housing Authority being placed in a troubled status in April 2024,
a Corrective Action Plan has been submitted to the U.S. Department of Housing and Urban Development
(HUD). She elaborated the areas of focus in the Corrective Action Plan are staff training, HUD regulation
compliance, policy and procedure updates, and proper submissions into the HUD digital systems. In
addition, Ms. Gligo stated the waiting lists for public housing and Section 8 (aka HCV) have been closed
to allow staff to process and update the current waitlist. She addressed this short fall, which means there
are more individuals leased in the program than there is money available to support. Ms. Gligo assured
no one will be taken out of the program or displaced, and the Greeley Housing Authority is working
diligently with HUD to get their finances in order, be better stewards of taxpayer funds, and prevent future
occurrences. Commissioner James commended Ms. Gligo and her counterpart, Dorian Jenkins, for their
considerable experience brought to the Greeley Housing Authority, and instructed Shawn Walcott,
Greeley Housing Authority Board Member, to provide financials and minutes to be reflected as
communications items for the Commissioners' public records. Chair Ross thanked Ms. Gligo for her
update.
El MINUTES: Commissioner Buck moved to approve the Minutes of the Housing Authority Board
meeting of June 24, 2024, as printed. Commissioner James seconded the motion and it carried
unanimously.

NEW BUSINESS:
1) CONSIDER CONTRACT ID #8496 RENEWAL APPLICATION TO PUBLIC ENTITY AND
EMPLOYMENT PRACTICES LIABILITY INSURANCE, AND AUTHORIZE CHAIR TO SIGN - KINSALE
INSURANCE COMPANY, C/O ARTHUR J. GALLAGHER RISK MANAGEMENT SERVICES, LLC:
Jill Scott, Director of the Department of Human Resources, stated the application is for the 2024-2025
renewal, which is the second year through Kinsale Insurance Company, and was recommended for
continuation by the broker. She explained staff does not expect an increase in premiums from 2023,
which was for the amount of $10,579.13, and further stated staff recommends approval.
Commissioner Freeman moved to approve said application and authorize the Chair to sign. The motion
was seconded by Commissioner Buck and it carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board. There being no further business, this meeting was adjourned at
9:05 a.m.
