The cost of the AT&T FirstNet CRD is $81,903. • The Larimer Emergency Telephone Authority will pay $38,249 of the project cost and will be invoiced this amount before the Purchase Order is authorized. • The 2022 HSGP will pay the remaining $43,654 of project costs and will be reimbursed $43,634 through quarterly Request for Reimbursement submission. LETA is formed through intergovernmental agreement with thirty- one government agencies. Over half of LETA's government partners use FirstNet as their primary communication network. • This equipment is specifically designed for portability and rapid deployment, ensuring reliable communication even when existing infrastructure is compromised. • It will enable immediate and efficient communication setup during large-scale events or unforeseen disasters within the Region. We are requesting a sole source exemption for the purchase a Compact Rapid Deployable (CRD) communication unit provided by FirstNet and built by their sole contractor for equipment, Rescue 42. FirstNet is the current Larimer County communications service provider and Rescue 42 has built a CRD for LETA in the past, which is still currently in use. This second CRD unit will be a back-up which can be deployed for emergency communications and can be requested throughout the region during emergencies as a regional emergency communications asset. We are also seeking Commissioner Approval to move forward with the project purchase which has a total cost of over $49,999 (total = $81,903) Sole Source Proposal: To ensure field communication that supports all government agencies in our region, LETA needs to purchase the CRD through FirstNet AT&T for network compatibility. Purchase a second FirstNet Compact Rapid Deployable Communications Unit, built by FirstNet's equipment vendor Rescue 42. Grant funding partially covers the total costs ($81,903). • LETA will be invoiced for their portion of the project costs (-. $38,249) prior to Weld County procuring the equipment. o Any ongoing maintenance costs or fees will be the responsibility of LETA. In addition to the FirstNet capabilities, LETA will also procure and outfit this CRD Communications Unit for all other telephone service providers in the area, to ensure full coverage for any first responders who will rely on this deployable technology. This additional cost to ensure full interoperability will be covered by the Larimer Telephone Authority as part of their costs, as well as ongoing maintenance of the equipment. Recommendation: We urge the Weld County Commissioners to consider the significant benefits of FirstNet and the CRD unit, and the requirement of LETA to stay with their current service provider FirstNet for the CRD unit as the sole provider of this equipment, and approve LETA's sole source request and authorize the project purchase over $49,999. 4084,%1/4.
