WELD COUNTY COUNCIL
July 15, 2024
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, July 15, 2024, at the Weld County Administration Building,
1150 0 Street, Greeley, CO.
ROLL CALL:
El The meeting was called to order by President Nancy Teksten. Councilmembers Elijah
Hatch, Cindy Beemer, James Welch and Trent Leisy were present, constituting a quorum of
members. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Hatch made a motion to approve the agenda, seconded by Councilmember
Leisy, and the motion carried.
APPROVAL OF DOCUMENTATION:.
Approval of June Minutes
Councilmember Beemer made a motion to approve the June minutes, seconded by
Councilmember Hatch, and the motion carried.
REVIEW PROGRAM:
Cheryl Pattelli, Chief Finance Officer
Ms. Pattelli said her department employs 34.
The 2024 budget is about $500 million with property taxes accounting for $289 million.
The mill levy for 2024 is 12.024 (including a 10.014 mill credit).
The finance department has a budget division which:
coordinates county -wide operating and capital budget development activities; provides
budgetary support and guidance to all county departments;
performs budgetary forecasting and analysis including working with the assessor on property
tax estimates;
engages in long-range financial planning;
performs budget policy analysis;
prepares annual revenue manual;
and assists with ensuring budget aligns with strategic plan goals and outcomes.
The accounting, accounts payable and grants division in 2023 processed 125,088 financial
transactions.
It provides record keeping for all equipment and buildings and county fuel site management.
The treasurer and public trustee office collects, distributes, enforces and reports property
taxes. In 2023, the county collected $1.4 billion in property taxes.
The department strives to ensure healthy, safe and livable communities. It balances growth
and development. And, it plans for resilient infrastructure, facilities and resources.

PUBLIC COMMENT:
Bob Grand, of Keenesburg, said Weld County is the only entity that reduces its assessed rate.
He said voters need answers about why the High Plains Library district has $130 million surplus
and why the county has $260 million in surplus.
OLD BUSINESS:
Discuss web site archives
Councilmember Welch made a motion to archive minutes for five years or to match the length
of time commissioner's materials are archived, it was seconded by Councilmember Leisy, and
the motion carried.
Set date for August work session regarding salaries
Councilmember Beemer made a motion to hold a work session at 6:30 p.m., Monday, August
26 in the commissioner's boardroom in the administration building, seconded by Councilmember
Welch, and the motion carried.
NEW BUSINESS:
Coordinator Reports/Councilman Reports
There were none.
Bills
Councilmember Leisy made a motion to approve bills, it was seconded by Councilmember Hatch
and carried. The bills were paid as follows:
o Weld County Phone Bill for June $25.00
