RESOLUTION RE: APPROVE GRANT APPLICATION FOR FEDERAL ASSISTANCE (FORM SF -424) FOR HAZARD MITIGATION FOR STREAM GAUGE ALERT AND WARNING STATION PROJECT PHASE II, AND AUTHORIZE CHAIR PRO-TEM TO SIGN ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for Federal Assistance (Form SF -424) for Hazard Mitigation for the Stream Gauge Alert and Warning Station Project Phase II from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), and the Colorado Department of Homeland Security, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. I received an updated quote from Water and Earth Technology and the total cost went up to $60,646.71. this is due to the need to add amplified radios to ensure data transmission on two of the location in order for the signal to reach the Greeley tower. The original costs were estimated at $49,380.00. The locations for the stream gauges are: St Vrain at CO 119 (40.16064, -105.00914) South Platte at CR 8 (40.04383, -104.82375) South Platte at CO Hwy 60 (40.32000, -104.81142) Little Thompson at WCR 13 (40.31390, -104.94170) I'm requesting to add this item to the BOCC agenda and request signature on the assurance document and the application documents. Once the documents are signed, I will add them the electronic application and submit them to the State. The breakdown for costs and match is $60,646.71 for the total project and $15,161.68 for our 25% match. This is an increase of $2,816.68. What options exist for the Board? Consequences: The BOCC approved the application submissions of the project vis pass around last Nov. The recommendation is to continue with the application to help support the project. If we do not submit the application the project may take longer to complete, and we will not be able to use the est. 45,485.03 in federal funding. Impacts: These stream gauge monitoring sites are an addition to our current system. These location will help us to monitor areas of the county that do not have real time stream gauge monitoring in place. This provide us the ability to provide pre -warnings to citizens during increased weather events or severe flooding conditions. Costs (Current Fiscal Year /Ongoing or Subsequent Fiscal Years): Funding is budgeted for the match for the project. Annual maintenance costs will be added to our current agreement and budgeted in 2025.
