The Weld County Board of Health met on October 22, 2024, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft
Teams.
Those present included:
Board Members: Doug Printz, Aron Lam, Lonnie Ford, Michael Wailes, Linda Kautz, Bree Lukens,
and Jeff Reck.
Others: Katie Sall and Lauren Light from Environmental Health, Dr. Annareli Morales, PhD, Air
Quality Policy Analyst, Raissa Huntley, MPH, Health Data Specialist II, and Annette Odell, Public
Health Practitioner, Weld County Department of Public Health and environment.
Others: Bob Harlow, General Manager for TerraGenesis.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Doug Printz to approve the
agenda. Bree Lukens seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the September 23, 2024, meeting. A motion was made to
approve by Lonnie Ford, Doug Printz seconded the motion, and the motion was carried
unanimously.

PRESENTATIONS:
Dr. Annareli Morales, Air Quality Policy Analyst, Weld County Department of Public Health and
Environment presented information about her job responsibilities: She is a resource on air related
topics for boards, staff, towns/cities, and the public in Weld County, responsibilities include
perform; it data, legislative and regulation review, relationship built with local and regional
organizations, to gather input from inside and outside Weld County, and prepare & present
recommendations to WCDPHE and BOCC. Mission is to be a resource on air quality matters for the
public and decision -makers in Northern Colorado and empower them to understand and take
appropriate actions that benefit air quality and well-being of others. Vision: Weld County residents
are mindful of the role air quality plans in their lives, and the Northern Front Range meets federal
health -based ambient air standards.
Air Program Initiatives for 2024-2029 include educate vulnerable populations on air quality and
environmental health. Increase visibility and awareness of Air Quality Program. Seek and/or
collaborate grant funding opportunities. Build relationships with local government, air planning
agencies, and academic institutions. Strategic and selective participation in rulemaking hearings,
technical committees, and public comment. Plan next steps of air monitoring program. Assess
opportunities for Healthy Homes Program.
Raissa Huntley, MPH, Health Data Specialist II, Weld County Department of Public Health and
Environment presented results of Customer Experience Surveys conducted this last May 2024, the
survey was live for 4 weeks, and received 714 completed responses. The survey was short, targeted
to individual divisions/programs, Bilingual for some divisions/programs, and contained different
sampling plan for each division.
Responses by program 92 for Public Health Services, 132 PHS- Family Planning, 243 vital records, 21
HHW, 31 EH front Office, 12 EH inspection Programs, 152 HECP presentations, 30 HECP partnerships
all responses totaled 714. Survey showed us that Spanish-speaking clients have grown from 11% in
2022, 17% 2023 and 22% 2024. Survey results overall was satisfied with service received.
Annette Odell, Public Health Practitioner, Weld County Department of Public Health and
Environment presented information about Sexually Transmitted Infection Clinic: STI — is an
infection that can be treated or cured, but there are STI's that can lead to lifelong diseases and
these diseases may need medicine to control their presentation and decrease the risk of
transmission. Examples include Chlamydia, Gonorrhea, HIV, and Syphilis
Chlamydia and Gonorrhea are common STI among men and women, can be asymptomatic, can
cause damage to the reproductive system if left untreated. It is treatable with antibiotics.
HIV (Human Immunodeficiency Virus) may be asymptomatic or present with flu -like symptoms,
everyone should be tested at least once between ages of 13-64. Yearly testing if having more risk
factors.
Syphilis common and curable with penicillin, stages of infection (primary, secondary, latent and
tertiary), babies can get this (congenital syphilis) cases on the RISE; 80% increase between 2018 and
2022.
Recommendations are Prevention — use protection Testing —Test regularly, and Treatment — take
medications as prescribed.
She informed members of Health Alerts from CDPHE for Colorado & WC
12/21/2020 — increase in syphilis cases in all CO.
3/10/23 — increase in HIV cases in WC.
4/10/23 — Increase in CO syphilis cases.
10/1/23 — increase in WC Syphilis cases.
4/1/24 — increase in congenital syphilis cases in all of CO -mandatory testing during pregnancy at
baseline, 3rd trimester and again at delivery.
Future plans from WCDPHE include testing and treating incarcerated individuals by obtaining grant
funding to provide STI testing in the WC jail. Mobile Medical Unit under construction with plans for
completion around January 2025.
Staff Discussion:
Lauren Light informed BOH members that she spoke to WC attorney to check on regulations on
flood plain & biosolids application, she mentioned that what Katie had mentioned about BOH vote
is in place and correct from the attorney's advice.
Katie mentioned that if BOH members have any interest on having Tim Larson present biosolids
regulations as state perspective.
