The Division has initiated a reopening of the Operating permit issued to Bonanza Creek Energy
Operating Company, LLC for the Antelope CPF 13-21 Production Facility (COGCC#441276) in Weld
County, CO. This facility is a centralized production facility that produces both oil and natural gas
from multiple wells located at remote well pads. The Division is reopening the permit to address
the order issued by EPA in response to petition No. VIII -2023-11. The Division is proposing to add
additional parametric monitoring to the hydrocarbon loadout emission point in order to ensure 95%
control efficiency, and remove AIRS 001 and all associated requirements from the Permit as this
emission unit does not exist. This permit action will result in a decrease in VOC of 1.1 tpy. A copy
of the supplemental information, the Division's analysis, and a draft of the modified Operating
