HomeMy WebLinkAbout680350.tiffRESOLUTION A RESOLUTION OF THE COUNTY COMMISSIONERS OF WELD COUNTY, STATE OF COLORADO, AUTHORIZING AND PROVIDING FOR A STUDY TO BE MADE SETTING FORTH THE NEEDS FOR WATER AND SEWER DE- VELOPMENT IN THE COUNTY OF WELD, STATE OF COLORADO. WHEREAS, the Board of County Commissioners of the County of Weld, State of Colorado, has long been concerned with the problem of water and sewer development in Weld County, and has determined that there is an immediate need for water and sewer development in said county; and WHEREAS, it is necessary that a comprehensive study be made to de- termine the specific needs of the county with regard to water and sewer de- velopment and the methods by which said needs can be met. NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Weld County hereby authorize and empower the Colorado State Planning Office to prepare an official comprehensive water and sewer plan for Weld County, setting forth the needs of the county with regard to water and sewer development and the methods by which said needs can be met. These require- ments must be met by every urban area before they, or any local public Agency within them, are eligible for those grants. S he term "areawide," as used in these requirements, means the entire urban area plus the adjacent area likely to become urbanized within the next 20 years as a minimum. It is necessary that an official agency be established t o do comprehensive planning and programming for this area, that it have representation on it from those units of general local government (counties and cities) containing at least 90% of the area's population, and that the agreement establishing it be "open-ended" so that other local governmental entities within the area may join if they wish to do so. The term "comprehensive planning and programming" means, first, an integrated plan for future land -use, transportation, schools, water and sewer facilities, parks, playgrounds and other open -space, and all other components of the urban area's physical plan. Secondly, it means a 5 to 10 year schedule of when -needed facilities should be built with recommendations as to how they should be financed. The attached Planning Area Determination defines the minimum representation and area coverage for an areawide planning agency in your area that will meet this Department's present requirements. We are notifying you of this determina- tion so that, in the event you are considering making an application for a Federal grant program, you will have adequate time to meet these requirements and will not be held up after making the grant application. The full planning requirements do not take effect immediately. At present the Department is operating on "interim planning requirements," which do have to be met as of now. These are: a. A Planning Agency meeting the area coverage and membership standards stated above must be in existence with authority to plan for the entire urban and urbanizing area. 2 b. This planning agency must have comprehensive planning and programming underway for the urban and urbanizing area. The Department of Housing and Urban Development's grant and loan programs for which areawide comprehensive planning and programming requirements have been established are: a. The Basic Water and Sewer Facilities Grant Program. b. The Urban Mass _TransportationBacilities Loan and Grant Program. c. She Open -Space Land Grant Program. d. The Advance Acquisition -of Land Grant Program. e. Advance for Public Works Planning Loan Program. f. Land Development Mortgage Insurance Program. Other Federal programs with areawide comprehensive planning and programing requirements are the Department of Interior's: a. Ten per tent bonus grants program for water and sewage treatment facilities in urban areas. b. :Bureau of Outdoor Recreation Land and Water Conservation Grants Program in urbanized areas. MINIMUM DEFINITION OP PLANNING AREA: The planning area for _Greeley shall include, as a minimum, the City of Greeley and that portion of Weld County to include the unincorporated communities of Gill and Kersey on the -east, to beyond the Town of Platteville on the south, to the Weld County boundary beyond Johnstown and Windsor on the west and above the Town of Ault on the north II. REPRESENTATION ON PLANNING AGENCY: The planning agency shall, as a minimum, include representation from the City of Greeley and Weld County. The articles -of agreement creating the planning agency -should be open-ended so that _other municipalities, the Greeley Sanitation District and other functional public agencies may join and be represented. III. SMSA: None Population 1960 census City of Greeley 26,314 (Weld County 8 census divisions) 30,475 Weld County 72,344 IV. CONCLUSIONS: A Regional -Planning Agency shall be esLablishe-d that includes as a minimum representation from the City of Greeley and that portion -.f Weld County within the eight (8) census divisions of Ault, Eaton, Evans, Windsor, Johnston -Milliken, Tlatteville, La Salle-Gilcrest and Kersey. Evidence should be submitted to HUD Regional Planning Branch relative to compliance with above determination, plus a ropy of the planning work -program and copies of any completed plans and programs. Pierce, like many other small towns in the oun y, is in urgent need of financial assistance on various public work improvements. -Without-a County -wide comprehensive plan, we are unable to obtain the needed Federal financial assistance. It is our _opinion that the planning required Wy the Federal Department of -Housing and Urban Development and -the Farmers Home Administration, when applied -to a small town, becomes somewhat unrealistic. _For the planning to be beneficial, it -must encompass the area surrounding the town. This area is _often larger than the town itself. Therefore, it appears appropriate to request County involvement, in a total plan, in which -each community and the unincorporated areas parti- cipate financially with the 'development of a plan on some sort of benefit ratio. It is our belief that this method would be more beneficial, more -economical, and more expedient -in -view of present pressures to develop regional plans. It has been suggested that a County wide planning program could save all of us some money. We have invited Mr. Jim Miles, the Colorado State Planning Director to talk to us on this subject. Mr. Miles will be able to answer your quest- ions and give us all some ideas. As you know, there has been considerable discussion concerning a County Sales Tax. We would like to hear your ideas and comments concerning this subject. The meeting will be at 7:00 P. M. on Thursday night, December 7, 1967, in the Community Building in Greeley.
