HomeMy WebLinkAbout20242351.tiffGreeley -Weld Housing Authority Meeting of the Board of Commissioners Wednesday 8/21/24 4:30pm Meeting Minutes - Attendees: Shawn Walcott, Ernest Cienfuegos -Baca, Kyle Holman, Dorian Jenkins, Karin Crandall, Becky Gligo, Scott James, Holly Darby, Olivia Milstead, - Call to Order at 4:33 by Chair Shawn Walcott. - Action Item -Approval of August 7th Meeting Minutes - Kyle move to approve, Karin 2"d, all approve, motion passed. Presentation - Warm Springs Realty Holdings Special Limited Partnership (SLP) proposal for the redevelopment of Cityline Station (formally Good Samaritan Bonell senior care campus) - Jacob Durling & Michael Leahey Board is generally curious and supportive of this project and requested more information and a tour of the facility. Discussion - Update on SGR Executive Recruitment - 3 applications now. Application from a current ED from a similar project in Ohio. 1 applicant is local. Recruiting firm to meet with Shawn, Juliana and Karin next week. Discussion regarding disappointment of number of applicants for the fee we paid. - Board Reports - Becky and Dorian — Discussion on continuing meetings every 2 weeks. Do 1 detailed meeting and 1 high level meeting, alternating each time until we go back to monthly meetings. Need to find a different venue for 9/18 meeting. - Staffing issue with maintenance staff. Becky and Dorian met with person with issue and their disappointment in not meeting expectations, person is has decided to retire, tomorrow CoMµvn;cat;onS oq/oq/ L 2024-2351 is his last day. Do we need to backfill this position? Doing a lot of outsourcing as it is. No paper trail on who authorized the newvehicle this maintenance person was driving. - Annual audit has commenced. 2022 audit findings had not been addressed and could be fined for them. Per Karin, audit information had not been presented to the board for the time she has been a member. Hinkle & Company is our auditor, selected due to cost. Auditing the entire entity. - Admin plan, completed a draft of it. Will reach out when they are ready to put it out for public comment. - ACOP - On chapter 12 of 16, hoping to have that finalized this week. - Met with HUD earlier today on the shortfall meeting. Board will cover shortfall for Greeley, asking for shortfall for Weld. Shawn has signed the agreement. $750,000 - 760,0000 to cover the shortfall. One requirement for the shortfall information is to update the VMS system report. Was not being kept on. Need to go back and retroactively update the report to December of 2023. Trying to find all the old reports, which were not kept electronically. Looking for the detailed report and will hope to find it. Next meeting is set for October 23rd, 9 am mountain time. This will be the meeting to learn of the approval and for how much. Dorian will attend the meeting. - Financial update from Dorian. Team is continuing to work hard, backlogs are almost caught up. There were rent increases found in a drawer that were not processed. - Adjourn motioned by Karin, 2"d by Kyle, all approved, meeting adjourned at 6:04 pm. Hello
