RE: APPROVE EXPENDITURE AUTHORIZATION AND WORK PLAN FOR WORKFORCE
INNOVATION AND OPPORTUNITY ACT (WIOA) PROGRAM FUNDS FOR QUEST
RECOVERY DISLOCATED WORKER GRANT (DWG), AND AUTHORIZE CHAIR TO
SIGN ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization and Work
Plan for Workforce Innovation and Opportunity Act (WIOA) Program Funds for Quest Recovery
Dislocated Worker Grant (DWG) between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, and the Colorado Department of Labor and Employment, commencing October 1, 2023,
and ending June 30, 2026, with further terms and conditions being as stated in said expenditure
authorization and work plan, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization and work plan, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization and Work Plan for Workforce
Innovation and Opportunity Act (WIOA) Program Funds for Quest Recovery Dislocated Worker
Grant (DWG) between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and the
Colorado Department of Labor and Employment, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to electronically sign said expenditure authorization and work plan.

Brief description of the problem/issue: The Department is requesting approval for Employment Services of
Weld County's (ESWC) submission of a Work Plan and Expenditure Authorization for the Quality Jobs, Equity,
Strategy, and Training (QUEST) Recovery Dislocated Worker Grant (DWG). This initiative will support
employment equity and individual, community, and industry as the nation prioritizes economic and employment
recovery from the COVID-19 pandemic. QUEST DWG's focus is to service individuals whose employment has
been negatively impacted by the pandemic, including individuals from historically marginalized and underserved
populates who have been disproportionately impacted. Employment Services of Weld County is responsible for
serving a minimum of nineteen (19) participants before August 31, 2024. Funds awarded are authorized under
Section 170 of WIOA by the Secretary of Labor.
What options exist for the Board?
Approval of QUEST DWG Work Plan and Expenditure Authorization.
Deny approval of QUEST DWG Work Plan and Expenditure Authorization.
Consequences: Grant funding will not be allocated to programs run by Employment Services of Weld
County.
Impacts: Program funds will not be distributed, and services provided by these programs will not
continue, which will negatively impact Weld County residents.

Background:
While the public health emergency has been rescinded, the uneven health, employment, and economic
impacts of the COVID-19 pandemic continue to create challenges, particularly historically underserved
populations. Similar to QUEST 2022, QUEST 2023 DWG initiative will support employment equity and
continue the path towards individual, community, and industry resiliency as the nation continues on its

path towards Economic and employment recovery. 2023 QUEST DWG intent is to continue service
delivery through the One -Stop Center system to support pandemic -impacted workers, industries, and
communities over the next three years. Funds awarded are authorized under Section 170 of WIOA by the
Secretary of Labor.
Eligible Participants: (See PGL GRT-2022-06, Change 2 for completed guidance)
1. Individuals temporarily or permanently laid off as a consequence of the COVID-19 pandemic
disaster.
1. Long-term Unemployed Individuals (several sub -categories)
2. Dislocated Workers as defined by WIOA Section 3(15)
3. Self employed individuals who became unemployed or significantly underemployed due to the
COVID-19 pandemic disaster.
Allowable Costs:
2023 QUEST DWG funds may be used for the following:
• Costs relatec to address the workforce -related impacts of COVID-19 and temporarily expand
the service capacity to historically marginalized and other priority populations.
• Staffing costs for Business Services Representatives in the local areas to develop
employment and training opportunities for historically marginalized and other priority
populations errolled in the 2023 QUEST DWG include (but are not limited to) the following:
hiring, rehiring job fairs, on-the-job training, registered apprenticeships, work -based learning,
and traditional business services directly related to the 2023 QUEST DWG.
• Business engagement activities to share information on the value and business benefits of
increasing job quality and equity, and support in creating or expanding high -quality jobs.
• Community and participant outreach to create focused, targeted outreach campaigns to
promote the awareness and benefits of the 2023 QUEST DWG.
• Staffing costs related to case management and career services activities for job seekers
enrolled in the grant.
• Staffing costs to have a staff member identified as a grant lead or project lead.
• Strategic planning, data gathering, and analysis designed to anticipate, prepare for, and
manage economic changes.
• Travel costs for staff in the local areas to attend training, visit employers, meetings, etc.
• Outreach, assessment, education, classroom training, pre -apprenticeship training, case
management, supportive services for participants not otherwise covered or leveraged through
WIOA or partner resources.
• Training sery ces including: occupational training (including training for nontraditional
employment), skill upgrading and retraining, job readiness training in combination with other
training services, adult education and literacy activities provided concurrently with other training services,
on-the-job training (including apprenticeships), entrepreneurial training, and customized training which is
designed to meet the specific requirements of an employer or
group of emplcyers with the commitment that the employer(s) hire an individual upon
successful comaletion of the training.
• Work -based learning activities, such as paid internships, work experience, registered
apprenticeships, and On -the -Job Training (OJT), virtual and classroom training.
• Provide comarehensive supportive services including, but not limited to, work attire,
dependent care, transportation assistance, housing assistance (including mortgage), utilities,
books and supplies for training, workplace accommodations, fees for applications, mileage
reimbursemen-s, cell phones and internet service if the individual works from home or in the
field.
Non -Allowable Costs:
2023 QUEST DWG funds may not be used for rapid response and lay-off aversions activities for
employers and all costs not allowed per WIOA and the OMB Uniform Guidance.

1. Disaster -Relief Employment: The 2023 QUEST DWG initiative provides funding for the creation of
disaster -relief employment. Participating local areas must demonstrate that disaster -relief employment
created under the QUEST grant aligns with the delivery of appropriate humanitarian assistance in the
immediate aftermath of the COVID-19 pandemic. Disaster -relief employment must align with the following
concepts
a. Create jobs that respond to or address the ongoing health, employment, social and/or
economic impacts caused by the COVID-19 and its economic impact; or

impacted communities
