RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AND AUTHORIZE
CHAIR PRO-TEM AND WELD COUNTY SHERIFF TO SIGN - CITY OF GREELEY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding for the
Edward Byrne Memorial Justice Assistance Grant (JAG) Program between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Sheriff's Office, and the City of Greeley, with further terms and conditions being as stated
in said memorandum of understanding, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Memorandum of Understanding for the Edward Byrne Memorial
Justice Assistance Grant (JAG) Program between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office,
and the City of Greeley, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair Pro-Tem and Steve Reams,
Weld County Sheriff, be, and hereby are, authorized to sign said memorandum of understanding.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 16th day of September, A.D., 2024.

PASS -AROUND TITLE: 2024 JAG Formula Grant (Justice Assistance Grant) funding application via
Greeley PD and MOU

Brief description of the problem/issue:
The Bureau of Justice Assistance will award $52,052 to the Greeley Police Department and the Weld
County Sheriffs Office through the Edward Byrne Memorial Justice Assistance Formula Grant (JAG). The
Sheriffs Office portion of the formula -based award is $11,922. The City of Greeley is the fiscal agent for the
grant and will complete all necessary reporting requirements and issue us the reimbursement of these dollars
once spent on eligible projects.
As in past years, a Memorandum of Understanding is needed between the City of Greeley and the Weld
County Board of County Commissioners to memorialize the division of funds. Historically the Sheriff's Office
has spent JAG grant funds on equipment needs. This year is similar. The Sheriffs Office would like to use
these grant funds to outfit more Patrol cars with the following:
Detentions Division:
1 x Metal Detector for the jail entrance cost estimate $9,436.00
The metal detector will be placed in the jail lobby entrance and help to maintain a higher level of security at the
jail. The equipment is based on the same model that is being currently used at the Weld County courthouse to
detect any weapons or other contraband.
Patrol:
1 x Dell Precision 5680 Workstation, cost estimate $2,486.00
This workstation will be used to run Cellebrite software. The investigations unit uses Cellebrite as a tool for
collecting, reviewing, analyzing, and managing digital evidence. The estimated cost of $2,486.00 includes the
base model price. Upgrades to the processor and operating system, as well as additional storage, memory,
graphic card etc. to run the Cellebrite software will be offset with equitable sharing funds if the grant is awarded
in 2025.
The Sheriffs Office recognizes that this type of equipment investment will have a positive impact on officer
and public safety, crime prevention and enforcement of the criminal law. If awarded and the sale price will be
over the max award of $11,922, WCSO plans on offsetting the difference with equitable share funds.
Due to the short turnaround for this grant application, we are asking for approval to move forward with the
MOU. This MOU has been sent to the County Attorney's Office for review as well.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1) Authorize Chair to sign the MOU and receive the $11,922 from the JAG by partnering with Greeley.
2) Request more information and schedule a work session.
3) Refuse to enter into the MOU, causing the forfeiture of these dollars for FY2025.
Recommendation: We recommend the Board of County Commissioners authorize the Commissioner Chair to
sign the MOU with Greeley to receive the JAG funds as designated by the Bureau of Justice Assistance.

THIS MEMORANDUM OF UNDERSTANDING is made this V day of
,' pfem be r , 2024, by and between THE CITY OF GREELEY, COLORADO and THE
WELD COUNTY BOARD OF COUNTY COMMISSIONERS, COUNTY OF WELD,
COLORADO.
WHEREAS, the Bureau of Justice Assistance has provided joint funding that is available
to both the City of Greeley and Weld County, and
WHEREAS, the funding that is being provided by the Bureau of Justice Assistance is in
the total amount of $52,052; and
WHEREAS, the City of Greeley Police Department will be the Fiscal Agent for the grant
and will initially receive the total grant award of $52,052; will remit the amount of $11,922 to
Weld County as the Sheriff's Office portion of the grant award; and, will retain the amount of
$40,130 as the City of Greeley Police Department's portion of the award.
WHEREAS, as with previous funding, both agencies have determined that they have
different needs and uses for the funds being made available; and
WHEREAS, this Memorandum of Understanding provides for the division of funds being
made available; and
WHEREAS, the parties wish to reduce their understanding to writing.
THE PARTIES HEREBY AGREE AS FOLLOWS:
1) Upon receipt of the total funding amount of $52,052, the Greeley Police Department
(Fiscal Agent) will pay the sum of $11,922 to the Weld County Sheriff's Office as and for the
Weld County's portion of the Edward Byrne Memorial Justice Assistance Grant (JAG) formula
program.
2) The remaining sum in the amount of $40,130 will be retained by the City of Greeley as
the Greeley Police Department's portion of the Edward Byrne Memorial Justice Assistance Grant
(JAG) formula program.
3) The financial reporting to the Bureau of Justice Assistance will be maintained by the
Greeley Police Department (Fiscal Agent) with each party maintaining a financial and operational
record of their respective portions of the program and in compliance with the Federal Financial
Guide, the parameters of the grant and any special conditions as noted in the SOGA award. The
Weld County Sheriff's Office shall transmit said records to the Greeley Police Department upon
request by the Department.
IN WITNESS WHEREOF, the parties have executed this contract on the day and year first
written above.
