Date of signature: EXCUSED Kevjra-Q. Ross, Ci Perry L. ck, Pro-Tem Mike Freeman 2024-2568 HL0057 Co ikva c kDA-111 BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW TITLE: Cooking Matters Nourish Contract DEPARTMENT: PUBLIC HEALTH & ENVIRONMENT PERSON REQUESTING: Jason Chessher, Executive Director Bob McDonald, HECP Division Director DATE: September 09, 2024 Brief description of the problem/issue: Enclosed for the Board's review and approval is a Programming Agreement between Nourish Colorado and the Weld County Board of County Commissioners for the use and benefit of the Weld County Department of Public Health and Environment (WCDPHE) for their Cooking Matters Program. Cooking Matters is part of WCDPHE's Healthy Eating & Active Living program. The overall goal of this program is to reduce preventable diseases, primarily diabetes and cardiovascular disease, with a three -pronged approach. Diabetes prevention classes identify individuals at risk for type II diabetes, Cooking Matters classes educate residents on how to select and prepare healthy meals, and active living classes promote physical activity. The Health Department seeks to continue Cooking Matters programming through this Program Agreement with Nourish Colorado. The agreement provides up to $170,500.41 in funding between October 1, 2024, and September 30, 2025. A continuation of funding will maintain the program at the level proposed in the 2025 budget (1.5 FTE). No additional staff is requested, and all grant funded employees acknowledge at the time of hire that their position will be eliminated if grant funding ceases. What options exist for the Board? (Include consequences, impacts, costs, etc. of options): Approving this MOU will allow the Health Education, Communication and Planning (HECP) division to retain programming related to selecting and preparing healthy meals. This will enable low-income residents of Weld County to improve their quality of life and increase their ability to purchase and prepare healthy foods, thus improving their long- term health outlook. Declining this opportunity with Cooking Matters Colorado will eliminate efforts to help Weld County residents improve their quality of life through increased access to healthy eating and cooking. Additionally, there is an identified need to help re-educate the public about how to cook and prepare non -processed healthy foods. Recommendation: I recommend approval to place this Program Agreement on a future Board agenda for formal consideration. Perry L. Buck, Pro-Tem Mike Freeman Scott K.
