HomeMy WebLinkAbout20241688.tiffRESOLUTION RE: APPROVE ACCEPTANCE OF DONATION OF $10,000.00 TO WELD COUNTY DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT FOR 2025 COMMUNITY HEALTH SURVEY REWARD INCENTIVE PROGRAM, BY UCHEALTH WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, UCHealth, 1025 Pennock Place, Suite 107, Fort Collins, Colorado 80524, has donated $10,000.00 to the Weld County Department of Public Health and Environment for the 2025 Community Health Survey Reward Incentive Program, and WHEREAS, it is the policy of Weld County to formally accept all donations via Resolution. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the donation of $10,000.00 by UCHealth, be, and hereby is, accepted and designated for use by the Weld County Department of Public Health and Environment for the 2025 Community Health Survey Reward Incentive Program. BE IT FURTHER RESOLVED by the Board that a copy of this Resolution, along with a letter of appreciation, be forwarded to UCHealth. In prior surveys, Weld County has not used a reward incentive primarily due to logistic and financial constraints of offering them. However, the Health Department has determined that given the declining response rates of especially young respondents, the sizeable respondent burden in answering a lengthy survey, and increasing costs, a reward incentive program needs to be introduced in 2025. These funds received in 2024 will be an encumbrance and rolled to 2025. The Health Department Data Unit has researched best practices for implementing reward incentives for mail -based population health surveys and determined that using a conditional monetary reward once a participant completes their survey is the best reward option for Weld County's survey. This option keeps costs down and allows for appropriate accounting of this expenditure which is important for government -initiated surveys. Internally, Health Department and County leadership are very supportive of building an effective reward incentive program for the Weld Community Health Survey. Local partners will be asked in 2024 to commit to donating funds by Spring 2025. It is the goal of the Health Department to establish the survey reward incentive program with some non- governmental funds to help defray the cost of reward incentives, vendor and contractor fees, and potential additional mail and printing costs. Use of these partner, non -governmental funds will also promote community partnership and trust. UC Health was asked if they were interested in partnering and providing funding through a donation for this Reward Incentive Program and they agreed.
