BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, OCTOBER 21, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, October 21, 2024, at the hour of 9:00 a.m.
le ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine

• MINUTES: There being no corrections to the Minutes of the Board of County Commissioners
meeting of October 7, 2024, as printed, Commissioner James moved to approve. Commissioner Buck
seconded the motion and it carried unanimously.
• READ ORDINANCE BY AUDIO: Commissioner Buck moved to read Code Ordinance #2024-17 by
audio. The motion was seconded by Commissioner James and it carried unanimously.
Ei AMENDMENTS TO AGENDA: There were no amendments to the Agenda.
CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed.
Commissioner James seconded the motion and it carried unanimously.
• PROCLAMATIONS:
1) NATIONAL HEALTH EDUCATION WEEK - OCTOBER 21-25, 2024: Chair Ross read the
proclamation for the record. Bob McDonald, Department of Public Health and Environment, thanked the
Board for their recognition and support of National Health Education Week and expressed his gratitude
for the opportunity to provide health education for the citizens of Weld County. He further stated despite
an extensive career in the health industry, he has learned more in the six (6) months he has been with
Weld County in the health education unit than at any other time in his career. Mr. McDonald expressed
health education is often an underappreciated component of the department, due to the results being
more long-term, but impacts in citizens' lives are made daily by staff. Each Commissioner, in turn,
expressed the value of the investment in education, and their appreciation for the intentional actions
made by staff to educate the citizens of Weld County. (Clerk's Note: The group gathered for a photo

WARRANTS:
1) GENERAL WARRANTS - OCTOBER 18, 2024: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner James seconded the motion and it carried unanimously.
BIDS:
1) APPROVE BID #62400131, 3/8 -INCH LIGHT WEIGHT CHIP AGGREGATE SUPPLY -
DEPARTMENT OF PUBLIC WORKS: Rose Everett, Purchasing Department, stated staff recommends
selecting the sole bid that met specifications, Arcosa LWB, LLC, for a total amount of $669,500.00.
Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Buck,
and it carried unanimously.
ij 2) PRESENT BID #B2400136, KEENESBURG GRADER SHED DESIGN AND ENGINEERING
SERVICES - FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated two (2) bids
were received and staff will make a recommendation on November 4, 2024.
lEri NEW BUSINESS:
1) CONSIDER CONTRACT ID #8770 APPLICATION FOR 2024-2025 PEACE OFFICERS
BEHAVIORAL HEALTH SUPPORT AND COMMUNITY PARTNERSHIPS GRANT PROGRAM, AND
AUTHORIZE SHERIFF'S OFFICE TO SUBMIT ELECTRONICALLY: Sonja Kohlgraf, Sheriff's Office,
stated the application requests $44,612.00 to provide advanced peer support training, external support
services, and a Wellness app for employees and their families. She stated the overall goal of the program
is to create a mentally strong workforce through the provision of mental health assistance following
traumatic events. Commissioner Buck moved to approve said application and authorize the
Sheriff's Office to submit electronically. The motion was seconded by Commissioner Freeman, and it
carried unanimously.
PLANNING:
1) FIRST READING OF CODE ORDINANCE #2024-17, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 24 SUBDIVISIONS OF THE WELD COUNTY CODE
(UTILITIES COORDINATING ADVISORY COMMITTEE): Elizabeth Relford, Interim Director of the
Department of Planning Services, introduced the proposed changes by removing the Utilities
Coordinating Advisory Committee from the Weld County Code in an effort to streamline the land division
process. She provided an overview of the committee's roles and responsibilities in accordance with
Chapter 24 subdivision requirements and believes the process can be streamlined so the Committee is
not reviewing the same utility easements that staff is already doing. Ms. Relford indicated staff will
continue to refer applications to the utility companies for their review and comments, and staff requires
utility representatives to sign subdivision plats prior to recording. She informed the Board the last Utilities
Coordinating Advisory Committee meeting was held on December 14, 2023, and the number of
subdivision applications are minimal, and in comparison with other counties, no agency has a Utility
Board as part of their land division process. In response to Commissioner James, Ms. Relford clarified
the Utilities Coordinating Advisory Committee is contacted for plat signature with the administrative
review process. Commissioner Saine stated she verified with several agencies and they are in support
of this change as well. No public testimony was offered concerning this matter. Commissioner James
moved to approve Code Ordinance #2024-17 on First Reading. The motion was seconded by
Commissioner Buck, and it carried unanimously.
PUBLIC COMMENT: No public comment was offered.

RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2024-17 was approved on First Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:21 a.m.
These Minutes were approved on the 4th day of November, 2024.
