The Weld County Board of Health met on January 23, 2024, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft Teams.
Those present included:
Board Members: Tom Cope, Doug Printz, Fred Hepner, Lonnie Ford, Michael Wailes, Linda Kautz,
Bree Lukens, and Jeff Reck.
Others: Katie Sall and Lauren Light from Environmental Health, Jason Chessher, Executive
Director, Weld County Department of Public Health & Environment.
James Richardson, Operations Manager and Dan Niebler, Environmental Compliance Specialist,
McDonald Farms Enterprises LLC
Two members of the public were also present.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Fred Hepner to approve the
agenda. Doug Printz seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the November 28, 2023, meeting. A motion was made to approve
by Fred Hepner and Bree Lukens seconded the motion and the motion was carried unanimously.
ADMINISTRATIVE REPORT: Jason Chessher reported that fiscal year has started as of January
1, 2024. He also reported an increase in Tuberculosis cases in Weld County, 10-12 active TB cases &
many non -active cases currently in Weld County, there's no vaccine for TB only oral treatment. All
active cases are being investigated will anticipate seeking funding for TB program.
HECP Division Director position for hire is posted - Health Education Director has resigned and he
will be moving to Nebraska.

Denali Water Solutions - Katie Sall presented 5 biosolid renewal applications.
No public comment or concerns were received. Environmental Health recommends approval.

A motion was made by Tom Cope to approval the renewals. Fred Hepner seconded the motion, and
the motion was carried unanimously.

Public comments/concerns were presented by Mr. Jim Stills (Grandson of Loraine Adams) who's property
is near proposed application sites, he is worried about chemicals that are dumped & getting into water
sources, also about animals drinking the water, concerned about the smell and the property's value
decreasing because of septage application. representatives from McDonald Farms Enterprises LLC
explained how application is done, and the complete process is regulated by State, McDonald Farms
representatives will meet with them to fully explain the application process.
Environmental Health recommends approval. A motion was made by Fred Hepner to approve the
renewal. Tom Cope seconded the motion, and the motion was carried unanimously.

Lauren Light asked if BOH members had any special requests for this year presentations,
Linda suggested to have a presentation from the Lab.
